Site Plan application of Dennis Blodgett for conversion of ex- isting ui in o office space and demolition o structures at 1340-42 Shelburne Rd. Mr. Levigen explained that the 2 parcels total 7.3 acres. Only 2.77 acres are being considered for this proposal. Mr. Bbdgett proposes to use the existing building for his insurance offices. He will demolish the sheds, clean up the site, and put in a gravel drive. The historic house will be preserved. 10 parking spaces are pro- vided. Mr. Blodgett has 3 employees. Mr. Dooley asked where the access would be for the lower lot. Mr. Levigne said probably through the Holmes Rd. Extension. He said they are asking to keep the Shelburne Rd. access open until they develop further. Mr. Jacob said it was OK with him until there is any construction on thelot or on the other lot. Mrs. Lafleur noted that IDS will deed half of the Holmes Rd. Ext. right -of-way and Blodgett the other half, but Blodgett will have to build it because the Commission didn't require IDS to do so. She noted that Lakewood, the development acress the street, has planned to put in only a 3-way signal. Mr. Jacob said they must be told to put in a 4-way signal. Mr. Blodgett noted Lakewood had approached them about asking them to help pay to make it a 4-way signal. Mrs. Lafleur noted that when Holmes Rd. Ext. is built, the access to this development would have to be back far enough from the intersection. Mr. Jacob suggested letting the agolicant use the existing drive for renovation, etc. When that is complete, they should use a driveway from Holmes Rd. Mr. Anderson said that after talking with the Fire Chief, they have agreed to put a hydrant to his specifications at the entrance to the driveway. Regarding Mr. Szymanski's request for a 4-foot landscaped strip in front of the building, Mr. Anderson said this would eliminate a parking row. The building isn't seen from the road. Mr. Dooley asked about seeing a new drainage plan. Mrs. Lafleur said the application would have to go to Wagner, Heindel & Noyes for review. Mr. Anderson noted they have cut down on the paved area. The deed will not be accepted until the quarrying is completed or further development is built along this road but the City should not forego this opportunity. For the balance of road through to Williston an offer of dedication should be made to the City. The road could continue directly across Muddy Brook or connect to the existing access road from South Brownell Road. The latter is a better choice since access to S. Brownell would be more immediate. The access should be built to commercial standards. See Bill Szymanski's memo regarding this. Landscaping: No landscaping plan was submitted. I suggest that the developer plant large street trees (3-4 inch caliper, 60 feet on center) along the road to Route 116 to affect noise and dust. Some screening of the quarry toward the interstate may also be necessary. The stockpile areas appear to be fairly well screened with existing, mature vegetation. Traffic: Enclosed is a traffic study by Tyler Hart of Trudell. Also, enclosed is a level of service analysis at the Route 116, Quarry access road intersection. Vehicles turning left onto Hinesburg Road will have a level of service D in both the A.M. and P.M. Mr. Hart feels the new quarry traffic is minimal (28 trip ends maximum per hour) and that neither an acceleration lane, a signal or other devices are required. Craig Leiner's comments will be available at.the meeting. Noise: The Zoning Board permitted 12 hour a day, 6 day per week operation. This seems excessive. Holidays were not specifically mentioned. (see ZBA minutes) Other: See Bill Szymanski's memo. 3) BLODGETT, 1340 SHELBURNE ROAD Dennis Blodgett proposes to convert the existing building to an office for his insurance business. The lot is located north of the new IDS building site and is the location of the proposed Holmes Road extension through to Spear Street. The building was formerly Melandy's Chain Saw and is an historic building. The front of the property is zoned Commercial-1 and the rear is zoned Residential-4. General: This plan is poorly done. The lot dimensions, size and coverage figures are not shown. The 80 foot r.o.w. should be clearly delineated. It is not a uniform 80 foot strip but rather, it angles slightly south. Revised plans should be submitted prior to permit. Access: The developer proposes to use the existing driveway on Route 7. I suggest that the developer close all Shelburne Road driveways and use the proposed Holmes Road extension for access to this property. The Commission should require offers of dedi- cation and a deed for the 80 foot r.o.w. The legals must be 2 I reviewed and approved by the City Attorney prior to permit. Circulation and Parking: The circulation and parking are adequate. The building requires eight spaces; eight are shown. Landscaping: The developer proposes no new landscaping. He has no cost estimates for the interior renovations on which we base landscaping. I suggest that the Commission require the developer to landscape the parking lot to screen it from Shelburne Road and Holmes Road extension. Traffic: This 2.04 acre lot allows 44 trip ends during the peak hour if access is approved from the private drive to Route 7. If access is approved from Holmes Road extension, a future signalized intersection, 67 trip ends would be allowed. The applicant projects 5 trip ends maximum during the peak hour. The ITE data confirm this estimate. Other: This site is very wet, especially in the rear where there are springs. A review by Wagner, Heindel & Noyse is required prior to permit since the amount of pavement will increase. See Bill Szymanski's and Chief Goddette's comments. 4) ALLSON PARTNERSHIP, 40 AND 50 GREEN MOUNTAIN DRIVE Nordic Ford/Toyota proposes to add a 3,500 square foot addition to the former Mid -State Trucking building. A 152 space vehicle storage lot is also part of this lot. In addition, the parking lot that was approved a few weeks ago is slightly revised in order to provide a better connection between the two lots. Lot coverage is reduced from the previously approved amounts. The building lot originally had 42% green space; the new plan is 43% green space. The parking lot had 51% green area and now has 62% green space. Access and Circulation are improved. Landscaping: The landscaping plan on the parking lot (#40 Green Mountain Drive) has been revised as specified at the last meeting. It now includes red pine as well. The building lot shows plantings that were installed as part of the 1986 construction. A $3000 bond shall be posted prior to permit for new landscaping. The landscaping should also be reviewed by IDS since it differs from the original plans. Other: See Bill Szymanski's memo. 5) GAHAGEN, 1810 SHELBURNE ROAD Mr. Gahagen proposes to construct a 7000 square foot car wash building that includes one drive -through bay and an automotive accessory service for pin -striping, buffing, waxing etc. The 3 M E M OR A N D U M To: South Burlington Planning Commission From: William J. Lane Press -Quarry access road east of Route 116 is a dangerous intersection. Until the Quarry.Road become a public street, it should yield to the Lane Press drive and so marked with standard signs. When the Quarry Road is upgraded and becomes public as Swift Street extension, the Lane Press drive will be a standard driveway. 2. Quarry Road construction should include at least an 18 inch thick gravel base plus a sand cushion where sub soils warrant it. The width of the road should be at least 24 feet. Subdivision along this road will require it to be upgraded to City standards. '3) BLODGETT`DEVELOPMENT, SHELBURNE ROAD 1. The abandoned road openings shall be closed with granite curbs as exists. %, 2. Future Holmes Road rights -of -way shall be deeded to the City. The limits are as designated on previous withdrawn proposal. 3. This development should access from future Holmes Road extension at least 150' from intersection not from Shelburne Road. 4.
