PLANNING COMMISSION JUNE 11, 1985 Continue site plan application of David Brown for use of property as a golf driving range at 3017 Williston Road Mr. Jacob read a letter from A. Bradford Caldwell, dated June 11, 1985, which stated that Mr. Caldwell felt the method prop-3ed to control the balls was adequate. Mr. Dugan said the tees had been moved closer to the Lavallee property line, but the angle away from that area:had been increased to 1000. In addition, a mesh screen 20' high and 48' long will be erected. In the worst case situation, a ball would have to travel 183 yards before it landed in anyone's Yard. The owner of PJ's Auto Village has no objections to the plan. Eventually, Mr. Brown said he would get a machine similar to a riding lawnmower to pick up balls. Mr. Lavallee was concerned about people teeing off from areas other than the pads provided for it, but was told that the Area would be supervised at all times. Mr. Lavallee said that personal injury would be directly liable to the city of South Burlington and the applicant, noting that he had tried to warn of the dangerous situation here. He felt the issue of property damage should be addressed tonight. Mr. Dooley did not feel the city would be liable if something happened here. Mr. Jacob suggested that the applicant carry insurance. Mrs. Hurd asked what recourse Mr. Lavallee had if he did experience broken windows or other problems and Mr. Dooley noted that under Section 19.20 of the zoning ordinance, the applicant could be taken back to the Zoning Board. Mrs. Maher said she could not vote for the plan because she would not want such a use close to her home. Mr. Dooley moved that the South Burlington Planning Commission approve the site plan application of David P. Brown for the conversion of existing yard and barn to a golf driving range located at 3017 Williston Road as depicted on a plan entitled "Site Plan and Pro osed Driving Range" as prepared by Michael Dugan and dated 4 21 85 and revised 6 10 85 with the following stipulations: 1. Revised plans shall be submitted to the City Engineer for approval prior to permit that show the method of handling storm water runoff from parking lot and entrance drive. 2. There shall be no lighting for night time use except for security. 3. Permit must be obtained within 6 months. Mr. Belter seconded the motion and it carried 3-2, with Nunes. Hurd and :Maher voting no. Consider site plan application of Mallory and Marcia Parker for construction of 4092 sq. ft. addition and conversion of existing office building to office, retail and service use for Great Northern stereo located at 1270 Shelburne Rd. Mr. Parker noted that the owner of the building, Jeff Davis, had proposed Carter's Clothing for the area, but had been denied. He then requested a two- story office building which was approved, but he chose not to go forward with the plan. Mr. Parker is requesting a 1 story building on the foundation which has already been poured. They do sales and installation of car equipment such as radios and alarm systems. They will have some office space, a customer lounge, and storage and installation areas. They can work on 4 cars inside. The lot has 14 parking spaces and will be landscaped "significantly", Mr. Parker said. He noted that the installations would be done indoors with the doors PLANNING COMMISSION JUNE 11, 1985 closed, and no vehicles will be stored outside overnight. The abutting neighbor said he had no objections to the plan. Mr. Parker said he also did some installations for local car dealers. They will not be storing large amounts of merchandise here. The developer's existing sign pedestal in the front of the building shall be removed. 4. A sidewalk shall be constructed along the property line on Imperial Drii e. A bond shall be posted prior to permit in an amount determined by the City Engineer. 5. Building permit shall be obtained within 6 months. Mrs. Maher seconded the motion and all voted aye. Other Business Ms. Bechtel said she had received a call from a Laurel Hill Drive resident who said that when a road has a suicide lane and roads come into it directly opposite one another (such as Laurel Hill Drive and the Burger King exit), two cars trying to turn left at the same time are likely to find themselves head-on in the suicide lane(such as on Shelburne Road). He suggested that she look into the problem with regard to the Dorset Street widening project. ir. Jacob suggested she talk with the atate engineers ebout it. The meeting was adjourned at 9:00 I;m. Circulation and Access_: Access is from the west side of Gregory Drive. There will be a separate entrance and exit. Circulation is provided around the proposed building and throughout the parking lot. Parking: The plan shows 227 parking spaces. Ninteen are for public use; 208 are vehicle storage for Park and Fly patrons. According to the traffic study of David Spitz, most vehicles will be parked 1.6to 3.5 days on the average. Landscaping and Screening: The plan meets the landscaping require- ment. The landscaping consists of cedar hedge, lilac bushes, linden, crabapple, euonymous spindle tree, and norway maple. Other: See Szymanski's comments. The traffic data of Mr. Spitz indicates that 4 vans will shuttle users at 15 minute intervals, unless there are no airplane arrivals. The traffic peak is estimated to occur at 10-11 A.M. and 6-7 P.M. rather than peak Williston Road hours. The intersection on Williston Road is not ideal due to the hill and number of vehicles. The applicant asserts this use is better than large truck -type traffic. 7);' PARKER, 1270 SHELBURNE ROAD The applicant proposes to construct a 4092 square foot addition on one floor to the building at 1270 Shelburne Road (Jeff Davis, owner) for operating Great Northern Stereo, an automotive stereo repair, sales and service facility. The property is zoned C-1 and the applicant is requesting a variance from the Zoning Board for this on June 10. Circulation and Access: Access is from the existing driveway on Imperial Drive. It will be reduced by 5 feet in width. Circulation is provided around the back of the building. Parking: Fourteen outside spaces are proposed including 1 handi- capped. Four spaces are inside the building for service of vehicles. Landscaping: The plan requires $2400 in landscaping and meets this requirement. The landscaping plan is primarily juniper and 9 white pine. Other: See Bill Szymanski's comments. The traffic overlay zone permits a maximum 24 trips per peak hour for this lot. The applicant projects only 25 per day. Evidently, the Imperial Drive neighborhood residents support this application. M E M O R A N D U M To: South Burlington Planning Commission From: William J. Gravel parking area will have a slope in excess of 8% (8 feet in 100 feet) this will subject the area to washouts. I would recommend the material be the so called plant mix type which is;; subject to washouts. 2. Parking rows should be deliniated with concrete pumpers. 3. Site should include drainage inlets with traps, to intercept the runoff, and piped to the street system. 7) GREAT NORTHERN STEREO, 1270 SHELBURNE ROAD 1. Curb opening on Imperial Drive shall include a concrete depressed curb. 2. The existing development sign pedestal should be removed. 3. I would recommend a sidewalk be constructed on property line on Imperial Drive.
