Box 6 Burlington, VT 05402 RE: 1242 Shelburne Road Dear Brian: • Consulting Hydrogeologists • Engineers • Environmental Scientists 802-658-0820 Fcoc 802-860-1014 This letter/report presents the results of our hydrologic evaluation of the proposed 1242 Shelburne Road development. The proposed development is located within the North Brook portion of the Bartlett Brook watershed. The analysis was performed using information provided by Dubois & King, Inc. for the project site. This included the computation of existing and proposed impervious area, and the identification of relevant soil types. Heindel and Noyes computed a hydraulic curve number for post development conditions and the data was input into the existing data file for the entire watershed. An evaluation was performed for the 25-year, 24-hour storm, which results in 4.00 inches of rain in South Burlington. To evaluate the overall impact of the development on the watershed, peak discharge rates have been computed at four locations. First, at the outflow of the sub -watershed within which the project site is located, the peak discharge rate is 22.41 cfs for the existing condition. For the post -development condition, a slight increase in this pear discharge to 23.05 cfs is projected. Second, at the point where North Brook crosses Shelburne Road, the peak discharge rates are 173.57 cfs and 174.04 cfs for pre - development and post -development conditions, respectively. Third, at the point where North Brook crosses the railroad tracks (adjacent to the Bartlett Bay Sewage Treatment Plant), the peak discharge rates are 282.60 cfs and 282.67 cfs for pre -development and post -development conditions, respectively. Fourth, at the base of the watershed (Bartlett Bay), the peak discharge rates are 130.69 cfs and 130.87 cfs for pre - development and post -development conditions, respectively. This information is summarized in the following table. A summary of peak discharge rates at various points in the watershed for pre- and post -development conditions is attached. Based on these results, it is our conclusion that the storm water management goals of the South BurlingtonPlanning metwit themmission reclusion ofor the a storm Walett ter Brook/North Brook watershed woulde detention pond on the proposed project site. Modeling of the site and its immediate watershed (approximately 6 acres) projects an increase from 2.65 cfs (existing site conditions) to 3.64 cfs peak discharge rate during the 25-year 24-hour storm event. This increase is directly attributed to the proposed development. A basic detention basin was added to the site modeling to dampen the flood flow. It was calculated that a pond with abottom area sf 119 and ansquare orfeet, ce could slope adequat ly total depth of 2 feet, a desired stage of 12 inche contain 357 cubic feet of flood water and effectively reduce the peak flow to 1.76 cf_q during a high rainfall event. Effectively the inflow hydrograph of 3.64 cfs, is dampened to 1.76 cfs with the addition of a storage structure. This is a 35% reduction in peak flow for the subwatershed. A summary pdischarge conditionsrates and the post -development outlet subwatershed for pre -and post -development conditions with the addition of a detention structure is attached. The proposed storage structure can be designed to be part of the nature landscape of the site. A grassy depression (approximately 10' x 10') in the landscape can effectively store and treat flood waters generated on site and within the immediate subwatershed. A suggested location for the detention pond would be the southwest corner of the lot, northwest of the existing storm inlet. IHeindel and Noyes recently completed a study that compared stream flows and velocities for pre - development conditions (1950's), mid -development conditions (1970's) and existing development conditions (1990's) for both the North and Bartlett Brook watersheds. The study concluded that stream flows and velocities are at an all time high for North Brook and that these increases are resulting in significant erosion problems. Heindel and Noyes Report # 4356. A properly designed detention pond will not only serve the interests of I controlling storm water flow rates but also address issues of storm water treatment. This information is for an amendment to our Site Plan approval. The plans have been revised based on tenant requirements for the building and our discussions. The following is a summary of the revisions: - A loading door will be located along the south side of the building. The landscaped area previously along the south side of the building will be relocated to create an increased landscape buffer between the front parking lot and the property to the north. - The proposed tenant of retail paint sales will separate the building into 3,000 SF of retail floor and office space with the remaining portion of the building utilized for retail storage and paint mixing. This reduces the parking requirements to 20 spaces (3,000 SF @ one space/150 SF). A landscape buffer will replace the northern stall in the front parking area and the rear parking area will be converted to a gravel surface without any designated parking stalls. The total parking spaces provided on the site will be 55 spaces (2 handicap). This provides parking in excess of the building requirements with the ability for future expansion. — Landscaping has also been included along the front building wall where previous tenant windows would have been located. He said there is no need for 2 accesses so close together. Mr. Teeson said if there can't be a mutual agreement, they could close the southern access. Mr. Conger noted that most of the access is on their property; only 3 feet is on the applicant's property. Mr. Crow asked if the applicant can reach an agreement with the other property owner, would they close the northern access. Mr. Waxler said they would. That was the original plan. Mr. Weith asked if the applicant has applied for a curb cut permit from the state. Mr. Waxler said not yet. Mr. Beaudin said the site plan offends him, particularly all the parking in front. He felt it was an example of what not to do and that there are many more imaginative ways to do this than as a "strip" center. Mr. Conger said the problem is access to loading docks and proximity to the R-4 zone. They want less activity closer to the R-4 area. Mr. Dinklage suggested a master plan for the whole site to include the residential in the rear and a more attractive overall look. Mr. Waxler said he felt it was better for the community to have those nice woods in the back. They are using up all the traffic allowance for retail use; uses that could go more up front would be higher traffic generators. Mr. Weith noted the Commission has leverage to say where things go on a site. Mr. Crow said he would be comfortable closing the southern access and having the northern one until an agreement is reached with the owner. Mr. Waxler noted they will put some plantings in front to soften the impact of the cars up front. Mr. Beaudin suggested a land- scaped island in the parking area. Mr. Waxler said that would cost them spaces. Mr. Beaudin said they could make the building smaller. Mr. Weith suggested tabling the application as there are a number of changes to be made. In the meantime, he said he would meet with the City Attorney to see if the Commission can legally require the shared curb cut because it has been used for so long. Site plan application of Brian Waxler to raze two buildings and construct a 12,000 sq. ft. building for retail use, 1242 Shelburne Rd: Mr. Conger said they got Zoning Board approval for a 50' adjustment to the C-1 zone. He showed the existing site and noted that it is a narrow lot. They would take down 2 existing buildings and pavement and replace these with a retail building within the C-1 zone with access to the north of the property. The Zoning board required screening between the C-1 and R-4 zones, and they will plant 106 evergreens in 2 rows across the rear of the area. The property is located in a traffic overlay district which allows a maximum of 63 vehicle trip ends in the P.M. peak hour. The applicant calculates 58 for their uses (auto parts dealer and an undetermined second use). They estimate 12 employees. This will reduce the current sewer use. Mr. Dinklage said he supported closing one curb cut and widening the other. He also asked the applicant to comment on the request to rearrange the building and keep the two large trees. Mr. Conger said they don't have an agreement with Sleep Quarters and have done as much as they can about the curb cuts. Mr. Waxler said the other owners are unwilling to enter into an agreement. Mr. Weith said he understood the area in back of the building was set up to allow Sleep Quarters' trucks to get around the building. It seems they would be agreeable to a shared access arrangement. Mr. Waxler said the problem isn't Sleep Quarters; it is the owners of the property. Mr. Beaudin said the applicant could deny Sleep Quarters access to this property. Mr. Waxler said they are trying to be good neighbors. He noted there have been past problems with owners of the two properties. Mr. Burgess said Mr. Waxler is bending over backwards to help them, and it seems there would be leverage for an agreement. He said the Commission could require a fence as a condition of approval. The City Attorney advised that it is within the Commission's site plan review authority to require one shared curb cut between your property and the property to the south. He also advised that such a requirement can be imposed without legal consent from the adjoining property owner. The concept he proposed is depicted on Exhibit A (enclosed). As shown on the exhibit, the shared curb cut would be placed on your property and the Commission would condition that you allow the adjoining property owner to travel over a portion of your property to access the curb cut. The Commission would like to encourage you to redesign your plan to include the one shared curb cut. I have also enclosed a sketch (Exhibit B) that shows parking along the side and rear of the property. I believe the Commission would favor this type of design concept. Supplied with IES Type III (field adjustable to Type II) optical system. Housing is seamless, die cast alumi- num. Mounting consists of a 1.75" (44 mm) wide by 4.5" (114 mm) high by 6" (152 mm) long extruded aluminum arm. The arm is held in place with two 5/16" (8 mm)-18 dia. mounting rods fastened to a steel backing plate inside the pole, and by two nuts inside the fixture housing. Mounting rods are provided with sealing washers to prevent water leakage. Lens assembly consists of rigid aluminum frame and high impact, clear tempered glass. ELECTRICAL: Fixture includes clear, mogul base lamp. Porcelain enclosed, 4kv rated screw shell type lamp holder with spring loaded center contact. Ballast assemblies consist of high power factor Constant Wattage Autotransformer ballast. Fully encapsulated lamp ignitor included on HPS assembly. (See voltage options). 2-Level Lighting available for 250 & 40OW HPS. FINISH: Exclusive DeltaGuardTM finish features an E-coat epoxy primer with medium bronze acrylic powder topcoat, providing excellent resistance to corrosion, ultraviolet degrada- tion and abrasion. The finish is covered by our 7 year limited warranty. LABELS: ANSI lamp wattage label supplied, visible during relamping.
