Subject: WW-4-1850, PIN EJ02-0245; Seaway Carwash - Convert Existing
Commercial/Retail Building to Car Wash Facility Located at 1341 Shelburne Road in the
City of South Burlington, Vermont.
Ladies & Gentlemen:
I have reviewed the application and technical information submitted for the above referenced
project. Unfortunately, there were items that were not included or were insufficient and I was
unable to determine if this project meets the minimum standards of the Environmental Protection
Rules. Please provide the following information:
1. The new 6 inch sanitary sewer service for the car wash is less than 10 feet to the existing
6 inch water service.
2. Sheet C-3 identifies a 2 inch water service tapping into the existing 6 inch water service
and the 6 inch water service continuing onto the property. Is the 6 inch water service
beyond the tap being eliminated or does it provide water to another facility?
Please respond within thirty, (30) days from the date of this letter. Re -submittals that are
incomplete, or made after thirty days may result in the denial of the project. Once I receive the
information requested, I will continue my review of the project. If you have any questions as to
what is needed, please contact me.

This letter is in response to your June 1 P letter regarding the above referenced project.
1) The new 6 inch sanitary sewer service for the car wash is less than 10 feet to the
existing 6 inch water service. However, the new sanitary sewer service is in the
same location as the existing sanitary sewer service for the existing building.
The new 2 inch water service will tee off of the existing 6 inch water service as
close as possible to the existing valve. From that point it will run perpendicular to
the sanitary service until the horizontal separation is met. All further new water
and sewer installations shall meet the minimum separation distances required.
This was the recommended approach from the South Burlington Water
Department in a letter from Jay Nadeau, superintendent, dated November 18t'
2002.
2) It is unclear at this time if the existing 6 inch water line serves any other facilities.
Therefore we were planning on leaving the service beyond the tap as a precaution.
If you feel it is necessary to eliminate the existing 6 inch service beyond the tap,
is it possible to make the permit conditional upon determining all facilities
serviced by this line. Then, if this line serves only our building we can eliminate
it beyond the tap. If it serves other users, the line can stay in place, for we will be
keeping the same separation distances that are currently at the site.

The South Burlington Water Department has reviewed the sketch plans for the above
referenced project. Please find my comments below.
1. Please complete the attached Application for Water Allocation and return it to the
South Burlington Water Department as soon as possible. As the project continues,
a final Application for water allocation will need to be requested for approval for
water allocation. No construction shall be permitted that may restrict or encumber
water supply and storage for the City's current customers.
2. All construction drawings and plans shall have a note saying "All work to be
performed in accordance with the Specifications and Details for the Installation of
Water lines and Appurtenances for all Water Systems Owned by the Champlain
Water District, the City of South Burlington, Colchester Fire District #1, and the
Village of Jericho. Please add this note to future plans in visible locations.
3. Future plans should be based on the proposed construction with Route 7
expansion.
4. Location of the existing facilities must be determined before any new water lines
are installed for this project.
5. It would appear that the location of the existing 6" water service and existing
sewer line is within the minimum limits for water and sewer line separation.
Therefore, the new water line that is to be run into this building shall be teed as
close as possible to the existing gate valve nearest the existing sanitary manhole
located in the drive. Minimum separation requirements shall be required for all
new water and sewer line installations. Confirmation of separation limits shall be
confirmed with test.holes as necessary. .
6. The existing 3/4" service line shall be shut off, disconnected, capped and had ties
taken if it is no longer going to be in use.
7. This Department shall be notified at least 7 days of actual construction of any
utilities or improvements.
8. The car wash facility will require testable backflow prevention devices installed
just after the water meter. Contact this office for further information.
9. The SBWD shall be notified prior to backfilling to inspect all joints, fittings, main
line taps, appurtenances and water line crossings.
10. This department shall be notified directly of any changes to this project with
revised, updated hard copy plans sent directly to us for further review.
11. Further review changes may be required as this project proceeds through the
permit process.
12. A hard copy set of As-Builts as well as one electronic copy in Auto-CAD.DWG
Version 14 Format or newer shall be supplied to this department upon completion
of the water system improvements.
