In short, the review found: ●Class II Wetlands and stream buffers are shown on project plans and are avoided. ●The most significant environmental resources present are wetland and stream resources and are protected. Natural Resources City Planning Overlays ●Resource layers in the City planning tool reflect the sensitive areas confirmed in our field evaluations. ●There is a Class II wetland complex and associated habitat that connects into the Project. Shown here. ●At the Project’s east there is a connection to the Potash Brook. While our parcel is largely outside the limits of this watershed, some larger trees and some small Class II wetlands do exist in this area. ●Project plans are designed to preserve and leave these areas intact, at the limits defined by our field investigations. Natural Resources Considerations ●In addition to avoiding those areas of high environmental sensitivity and value, Eastview will also follow many of the guidelines in your committee document. ●Large stands of trees in and around important resources will be preserved.These are located in the green areas shown here. ●Landscape plans will specify native trees, with pollinator value. ●Wildlife corridors and riparian zones protected and maintained. ●Green corridor provided all the way across the project in two locations. Connecting with other undeveloped areas. No roads transecting ●Entire residential development now proposed complies with extremely low coverage limits of R1 District.25% overall coverage limit. ●In the overall project of the ~100 acres approximately 25% will remain as dedicated open space. ●Project seeks reduced setbacks and minimal driveway lengths. Building Green, Resource Conscious •New homes present an opportunity to build for the long term with new and efficient construction techniques. •Hillside is currently building in excess of the newest 2020 energy code requirements. •Our homes have a HERS score of about 45 on average, standard. •By adding solar panels, which are designed in the roof loads and have conduit pre-run in the home, HERS scores can be in the 20-25 range. •Eastview homes will be built to the same standards Building Green, Resource Conscious ●In addition to resource conscious land planning and energy efficient new construction, Eastview proposes to make use of ledge resources on site significantly reducing greenhouse gas emissions for the development. ●Approximately 95,000 cubic yards of ledge exist at surface level in a location that is far from existing residential developments and easily accessed via Kimball Avenue. ●Eastview will likely need all of this stone for on-site construction of buildings, roads, walking paths and amenities. ●The removal and processing of 95,000 yards of in-place stone is expected to reduce truck traffic by 18,571 truck trips (a trip being a one-way ride to or from a local quarry). ●This truck trip reduction will eliminate approximately 102,135 miles of truck traffic and wear and tear associated with construction. ●It will reduce carbon emissions by 230+ tons in total. Connectivity ●Centralized South Burlington location. ●Proposing to expand and enhance those connections with an assortment of rec paths, solid surface paths, gravel and improved trails, pedestrian crosswalks and infrastructure. ●Path connections focus on destination points at intersections with existing infrastructure. Connectivity •As illustrated here six direct main connections exist from the center of the project outward to key intersections. •Sample walking and driving times are charted. Recreation and Parks •Hillside features two significant green spaces, one of which is a park containing a playground. •Eastview will add six more large greenspaces, spaced throughout and programmed with various landscape, fitness or playground features. Recreation and Parks •Open space lands total 25 acres. •Of that 25 acres, over 17 acres are buildable/usable land, which is not stormwater management or environmentally sensitive. •These usable lands are programmed with varied recreational opportunities. Recreation and Parks ●Proposed Parks and Open Spaces Connected with Path and Road Network ●All green spaces feature direct access from planned paths, sidewalks and roads. ●Parking is provided at Barn and Playground Amenities. Amenity and Landscape Plan •Historic Barn will be preserved. A new community club will be constructed. There will be a large community garden, an event lawn suitable for tents or food trucks. •A pool and pool deck area will be constructed for use by all residential owners. •Barn site will take advantage of panoramic views. Amenity and Landscape Plan •In the flattest area of the project site, we have dedicated the space for a large playing field. •Dimensionally this flat area will be sufficient in size for a recreational soccer or multi-purpose field. •Neighbors in Hillside have expressed interest in a seasonal skating rink to be maintained by the local hockey clubs. Amenity and Landscape Plan •At this intersection between the multifamily and single-family homes we envision a programmed entry park with potential seating. •A sloping hillside with a natural play area. •Benches and walking paths. •For the main connection between the residential area and the dog park and playground a unique path experience is planned, making use of plantings and earthen berms.
