Site Plan application of Chip Spillane to amend a previously approved plan for a service station with convenience store and auto rental use. The amendment consists of altering the landscaping at the rear of the property, 1116 Shelburne Road: Mr. Spillane noted concern for the existing storage building out back. They want to create a lawn behind the building. Right now the area is a mess. Mr. Weith asked about the soda and ice machines on the property and noted they are not approved. Mr. Spillane said they would remove the ice machine but asked to keep the soda machine outside. Mr. Weith said if it is put on the plan, it should be moved. Mr. Spillane suggested removing the ice machine and propane equipment and putting the soda machine up against the building. Ms. Quimby suggested putting them near the bike rack. No other issues were raised. Mr. O'Rourke moved the Planning Commission approve the site plan application of Chip Spillane to amend a previously approved plan for a service station with convenience store and auto rental use. The amendment consists of altering the landscaping at the rear of the property, 1116 Shelburne Rd., as depicted on an untitled plan with a received date of March 31, 1999, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The plan shall be revised to show the changes below and shall require approval of the Director of Planning & Zoning (hereinafter Director). The amendment consists of altering the landscaping at the rear of the property. This property located at 1116 Shelburne Road lies within the C 1 District. It is bounded on the north by a restaurant, on the south by a motel, on the west by Shelburne Road, and on the east by residences. Access/circulation: Access is provided by two (2) curb cuts on Shelburne Road. No changes proposed. Circulation on the site is adequate. Coverage/setbacks: No changes Parking: The plan should be revised to add a bike rack as required under Section 26.253(b) of the zoning regulations and to eliminate parking spaces #25 and 27. Landscaping_ The January ice storm caused extensive damage to the trees located behind the storage building that had to be cut down. Q y� i 14 5/25/99 MOTION OF APPROVAL CHIP SPILLANE I move the South Burlington Planning Comrnission approve the site plan application of Chip Spillane to amend a previously approved plan for a service station with convenience store and auto rental use. The amendment consists of altering the landscaping at the rear of the property, 1116 Shelburne Road, as depicted on a untitled plan with a received date of March 31, 1999, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The plan shall be revised to show the changes below and shall require approval of the Director of Planning & Zoning (hereinafter Director). Three (3) copies of the approved revised plan shall be submitted to the Director prior to issuance. a) The site plan shall be revised to add a bike rack as required under Section 26.253(b) of the zoning regulations. b) The site plan shall be revised to eliminate parking spaces #25 and 27. c) The site plan shall be revised to indicate the type, size and quantity of shrubs proposed. d) The site plan shall be revised to note the location of the dumpster storage area. e) The site plan shall be revised to show the ice machine, coke machine and propane tank storage rack relocated to f) The site plan shall be revised to show the planter on the north side of the service station building. g) The site plan shall be revised to show that there is no ramp north of parking space #8. h) The site plan shall be revised to show that the east property boundary is the zoning boundary between the R4 District to the east and the C 1 District to the west. i) The site plan shall be revised to show the storm drainage system serving the site. 3. Any new exterior lighting shall consist of downcasting shielded fixtures. Any change to approved lights shall require approval of the Director prior to installation. The two (2) pole mounted floodlights shall be replaced with downcasting shielded fixtures approved by the Director. 4. Prior to issuance of a zoning permit, the applicant shall post a landscape bond in an amount to be determined by the Director. The bond shall remain in effect for three (3) years to assure that the landscaping takes root and has a good chance of surviving. 5. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 6. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the building. 7. Any change to the site plan shall require approval by the South Burlington Planning Commission. E
