FINDINGS OF FACT AND DECISION
Re: Findings of Fact, application of Chip Spillane/Pacific Gas for site plan review of a service
station with convenience store and auto rental use.
On the 25' day of May 1999, the South Burlington Planning Commission approved the site plan
application of Chip Spillane/Pacific Gas, under Section 26.10 of the South Burlington Zoning
Regulations, to amend a previously approved plan for a service station with convenience store and
auto rental use based on the following findings:
1. This project consists of amending a previously approved plan for a service station with
convenience store and auto rental use. The amendment consists of altering the landscaping at the
rear of the property.
2. This property located at 1116 Shelburne Road lies within the C 1 District. It is bounded on the
north by a restaurant, on the south by a motel, on the west by Shelburne Road, and on the east by
residences.
3. The owner of record of this property is Sue Spillane.
4. Access/circulation: Access is provided by two (2) curb cuts on Shelburne Road. No changes
proposed.
Circulation on the site is adequate.
5. Coverage/setbacks: No changes
6. Parking: The plan should be revised to add a bike rack as required under Section 26.253(b) of
the zoning regulations and to eliminate parking spaces #25 and 27.
7. Landscaping: The January ice storm caused extensive damage to the trees located behind the
storage building that had to be cut down. The area where the trees were located will be planted
with lawn and a row of shrubs. The plan should be revised to indicate the type, size and quantity
of shrubs proposed.
8. Lighting_ The two (2) pole mounted floodlights should be replaced with downcasting shielded
fixtures approved by the Director of Planning & Zoning.
9. Dumpster: The dumpster storage area should be noted on the plan.
10. Other: The plan should be revised to show:
the ice machine, coke machine and propane tank storage rack which is currently located at
north west corner of the lot and was never approved by the City. Staff recommended that
this equipment/storage be moved inside the building or at least to a less conspicuous
location, such as along the north side of the building.
— the planter on the north side of the service station building
that there is no ramp north of parking space #8
that the east property boundary is the zoning boundary between the R4 District to the east
and the C 1 District to the west.
