Memorandum - Planning September 24, 1996 agenda iems September 20, 1996 Page 5 Coverage/setbacks: Building coverage is 6% (maximum allowed is 30%). Overall coverage is 48% (maximum allowed is 70%). Front yard coverage along Shelburne Road is 20% and along McIntosh Avenue is 20% (maximum allowed is 30%). Setback requirements are met. Parking: This project requires a total of 19 spaces and 30 spaces including two (2) handicapped spaces are being provided. A bike rack will be provided as required. Landscaping: The minimum landscaping requirement, based on building costs, is $6,000 which is being met. Proposed plantings will include Sugar Maple, Red Oak, Honeylocust, Inkberry, Spirea, Lilac and Juniper. The size of the proposed trees should be increased to a minimum of 21 - 3 inches. Traffic: This property is located in Traffic Overlay Zone 2 which allows this property to generate a maximum of 19.5 vte's during the P.M. peak hour. ITE estimates that the existing motel and residence generate 8.48 vte's. The traffic analysis submitted by the applicant (see enclosed) indicates that this project will generate 19 vte's during the P.M. peak hour or 10.52 vte's more than is currently generated. The applicant should be aware that the road impact fee will be approximately $2100. Sewer: The additional sewer allocation needed for this project is 24 gpd. There is currently no reserve capacity available at the Bartlett Bay Wastewater Treatment Facility. The applicant will be placed on a waiting list for available sewer. Until such time as the 24 gpd is available, only 51 seats will be allowed. Sidewalk: Staff recommends that a sidewalk be constructed along the applicant's frontage on McIntosh Avenue. Dumpster: A screened dumpster enclosure will be provided. Lighting: Exterior lighting will consist of the following: --- three (3) 250 watt metal halide lamps with downcasting shielded fixtures mounted on 20 foot poles. --- 26-150 watt incandescent lamps with downcasting fixtures mounted on the building. 5 Memorandum - Planning September 24, 1996 agenda items September 20, 1996 Page 4 northern portion of the underground parking garage and the parking area located on the west side of the retail/restaurant building. Also, the eleven (11) stacking units were never installed. A portion of the parking area located on the west side of the retail/restaurant/indoor recreation building is located within the C.O. District. This proposal would modify this parking area so it is entirely out of the C.O. District. Landscaping: The applicant should submit an "as -built" landscaping plan for the commercial portion of the L&M Park project. Dumpster: A portion of the dumpster storage area is located in the C.O. District. This proposal would remove the dumpster area from the C.O. District. All dumpsters and trash containers should be placed within the screened dumpster enclosure. 6) MCINTOSH PARTNERS - DELI/BAKERY - SITE PLAN This project consists of: 1) razing a 12 unit motel and residence, and 2) constructing a 2150 square foot deli/bakery with 52 seats. This property located at 1120 Shelburne Road lies within the Cl District. It is bounded on the north by a service station, on the east by two (2) single family residences, on the west by Shelburne Road, and on the south by McIntosh Avenue. Access/circulation: Access is proposed to be provided by two (2) ingress and egress curb cuts. A 20 foot wide curb cut on Shelburne Road located approximately 100 feet from the Shelburne Road/McIntosh signalized intersection. This curb cut replaces an existing curb cut which is 75 feet from the intersection. Section 26.103(d) of the zoning regulations requires that driveways be located more than 200 feet from signalized intersections. The other curb cut will be 24 feet wide and it will be located on McIntosh Avenue over 200 feet from the signalized intersection. Staff recommends that the curb -cut on Shelburne Road be eliminated. All access should be from McIntosh Avenue which is a signalized side street. Also, eliminating the curb -cut on Shelburne Road would bring the property into conformance with Section 26.103(d). Circulation on the site is adequate. 4 MEMORANDUM TO: South Burlington Planning Commission FROM: Joe Weith, City Planner RE: October 15, 1996 Agenda Items DATE: October 11, 1996 1) MCINTOSH PARTNERS - DELI/BAKERY - SITE PLAN This application was continued from the 9/24/96 meeting in order to allow the applicant to make changes to access and circulation. Enclosed is a revised plan. Also enclosed is the staff memo from that meeting. The meeting minutes are not yet available. This memo addresses the changes made to the plan. Access/circulation: The applicant is proposing a 16 foot wide right -turn entrance only curb cut on Shelburne Road in addition to the full service curb cut on McIntosh Avenue. The Shelburne Road curb cut will be located approximately 77 feet from the McIntosh Avenue intersection. The applicant is also proposing to widen McIntosh Avenue by 3.5 feet on the north side to create a 30 foot wide road. It is still staffs recommendation that all access be served by McIntosh Avenue which is a signalized intersection. This is a good opportunity to promote the City's policy of removing unnecessary driveways along high volume arterial roadways such as Shelburne Road, especially driveways which do not meet the requirement for a minimum 200 foot separation from signalized intersections. Studies have consistently shown that as the number of driveways increase along a high volume arterial roadways, the accident rate increases. This is due to the conflicts caused by vehicles slowing down to make or complete a turn with those vehicles that are continuing through and not slowing down. A concern was raised at the last meeting that because McIntosh Avenue has a somewhat "residential" appearance, some customers would not know to turn onto McIntosh Avenue to access the property. With the development of this property as proposed, this portion of McIntosh Avenue will take on a much more "commercial" look. In addition, the City would support further improvements to the road including increasing the radii to 35' and even widening the road to accommodate a separate right turn lane and left turn/thru lane. Parking: The project requires 19 spaces and 28 are proposed. The notes section of the plan indicates that 30 spaces are proposed. Memorandum - Planning Commission October 15, 1996 Agenda Items October 11, 1996 This should be corrected. Sewer: Additional sewer allocation needed is 24 gpd. There is currently sufficient capacity to accommodate this additional allocation. Sidewalk: The revised plan shows a new sidewalk along McIntosh Avenue as recommended by staff. 3) ZONING AMENDMENT - EXTENDED STAY HOTELS The Council has sent the proposed amendment to allow extended stay hotels in the Central District 3 subzone back to the Commission for additional work. Enclosed as Exhibit C is the definition of Extended Stay Hotel as originally approved by the Commission. Also included in Exhibit C is a proposed definition which I believe should satisfy the concerns expressed by the Council. There have been a number of concerns expressed regarding the proposed definition. On one end of the concern spectrum is the desire that these facilities be more residential in nature and therefore not be either a full service hotel (with restaurant, lounge and banquet facilities) or a motel with a hot plate. Therefore, an attempt was made encourage a more residential use with a requirement for a full kitchen and a separate bedroom in each unit and a prohibition against restaurants, lounges and large banquet rooms. On the other end of the concern spectrum is the fear that if the business fails, these residential type units will be converted to residential use (apartments or condos) and the City will be left with a residential complex that does not comply with the City's residential standards in terms of density, minimum unit size and parking. This latter concern seemed to be the major concern expressed by the Council. The revised definition attempts to satisfy the latter concern several ways. First, we propose to include a limit (15%) on the number of units with more than one bedroom. This will discourage the use by larger families with more than one car. Secondly, we propose to add a limit to how long an individual can stay at the hotel - a maximum of 6 months in any calendar year. This basically defines what is meant by a temporary residence verses a permanent residence. Therefore, if it is ever reported that it appears the hotel is being converted to an apartment complex, the City can L A�OUREUX, STONE & O'LEA►. Mr. Crow moved the PlanninqCommission approve the site Man a -placation of Adelphia Communications Corporation to amend a site plan approved on August 27, 1996 to: 1) construct a 13,400 sq ft. addition to a 4,888 sq. ft. office building 2) construct a 5,000 sq. ft. storage building, and 3) extend the deadline for the removal of a temporary office trailer to April 1 1997 The amendment is to make minor site modifications to reduce the impact on wetland and wetland buffer areas, 106 Kimball Avenue as depicted on a five page set of plans, page one entitled "Adelphia Cable Communications, Kimball Avenue South Burlington VT," prepared by Trudell Consulting Engineers Inc dated 9/12/96, with the following stipulations: 1. All previous approvals and stipulations which are not super- seded by this approval shall remain in effect. 2. The Planning Commissionapproves the encroachment of portions of the parking area and accessory building within the C.O. District as provided under Section 3.50 of the zoning regula- tions. It is the Commission's determination that the proposed encroachment into the C.O. District will not significantly affect adversely the attributes contained in Section 3.50(a)-(e) of the South Burlington Zoning regulations. 3. The applicant shall obtain a zoning permit within six months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 4. The applicant shall obtain a Certificate of Occupancy/Compli- ance from the Administrative Officer prior to occupancy of the new building. 5. Site plan application of McIntosh Partners for a project consisting of 1) razing a 12-unit motel and residence, and 2) constructing a 2150 sq. ft. deli -bakery with 52 seats, 1120 Shelburne Rd: PLANNING COMMISSION 24 SEPTEMBER 1996 PAGE 4 Messrs. Crow and O'Rourke stepped down due to a conflict of interest. Mr. Rooney said the Brueggers Bakery is planning a bagel/deli shop selling made to order sandwiches, soup, etc. The location is across Shelburne Rd. from MacDonalds. Most of their business is between 7 am and 2 pm. The peak hour traffic fits the overlay district. The original application had another tenant with more parking. They had been trying to use the existing curb cut to separate customers and deliveries. They have added a curb cut on McIntosh as a relief valve, so customers can use the controlled intersection. Mr. Rooney noted they had brought the original plan to Mr. Weith and he had stated a preference for location of the building and also for their not to be a Shelburne Rd. curb cut, if possible. They then tried numerous scenarios. In order to make the site work for the customer, they felt it best to bring the dual access plan to the Commission, showing the building brought up to the street and with parking in the rear. They would like to have the main entrance visible to customers. Mr. Rooney indicated they would try not to remove a large part of the tall tree line in back of the property. Mr. Teeson asked why they didn't consider a right turn in and out for the Shelburne Rd. access. Mr. Rooney said they felt people coming from the north would have to figure out how to get into the property. Mr Teeson replied they would only have to go 75 ft. and enter via a controlled intersection as opposed to making an unsafe turn at a non -controlled location. Mr. Teeson said he -would not mind the curb cut if it were right turn in and out only. Mr. Dinklage questioned whether that could be enforced. He noted the city takes every opportunity it can to close curb cuts on Shelburne Rd. He strongly urged closing the curb cut. Mr. Burgess agrees, especially since it is so close to a signalized intersection. Mr. Rooney asked if there would be some leeway to get some parking on McIntosh and sliding the access close to the intersection or even to having a right turn out only onto Shelburne Rd. Mr. Badin felt it was safer to have access off the main road for cars coming from the south and to have cars exit only onto McIntosh. He said Brueggers can't compete otherwise. Mr. Dinklage noted the site may not always be Brueggers and could be PLANNING COMMISSION 24 SEPTEMBER 1996 PAGE 5 a bigger use combined with other uses. Mr. Dickinson suggested angling the drive so it is right turn in only. Mr. Dinklage said the whole concept of smooth traffic flow is to minimize the number of points where someone would make an unexpected quick turning movement. Mr. Burgess said he would be more sympathetic to a right turn in only, but he agreed with Mr. Dinklage that any turn is less safe. Mr. Teeson said he would like to see a plan with a right turn in only. It would have to absolutely prevent any other turning movement. Mr. Beaudin noted the right turn in at Grand Union on Shelburne Rd. precludes any other movement, but he would also like to see a plan for this location. Mr. Patrue asked for a motion now with a condition for a right turn in only. Mr. Burgess said that could not happen tonight before the Commission can see such a plan that the Commission may or may not approve. Members agreed to hear the proposed plan on 15 October before the work session. Mr. Beaudin noted that Denny's seems to work very well with no access on Shelburne Rd. He felt that good signage could make it obvious where the entrance is. Mr Burgess asked why there are 30 parking spaces shown when only 19 are required. Mr. Rooney felt that Brueggers falls between a fast food and a quality restaurant and thus needs more parking that a standard restaurant. -Mr. Dinklage noted the applicant would have to meet all the staff concerns. Mr. Rooney said the proposed sidewalk would lead into the neighbor's backyard and they would have to take down a tree line. Mr. Weith said the plan is to have it on the north side of the street. Mr. Dinklage moved to continue the application until 15 October. Mr. Beaudin seconded. Motion passed. Messrs. Crow and O'Rourke rejoined the Commission. 7. Sketch Plan application of Alexander Lewis to construct a 9270 sq. ft. auto service facility on a lot containing a commercial complex of 19,440 sq. ft. for auto sales and service, 1301-1325 Shelburne Rd: Mr. Horton showed the existing auto facilities. The plan is to eliminate 2 Shelburne Road curb cuts. They are not sure what the FINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of University Mall Realty Trust to amend a previously approved planned unit development consisting of a 525,100 square foot shopping center and drive -through bank facility. The amendment consists of the following: 1) construct a 111,392 square foot GLA addition to the main building, 2) construct a 990 space multi -level parking structure, and 3) acquire a 1.7 acre adjoining parcel, raze a single family dwelling and construct a 15,469 square foot automotive center, University Mall, 155 Dorset Street. On the 17th Day of September, 1996, the South Burlington Planning Commission approved the request of University Mall Realty Trust for preliminary plat approval under Section 203 of the South Burlington Subdivision Regulations based on the following findings: 1. This project consists of amending a previously approved planned unit development consisting of a 525,100 square foot shopping center and drive -through bank facility. The amendment consists of the following: 1) construct a 111,392 square foot GLA addition to the main building, 2) construct a 990 space multi -level parking structure, and 3) acquire a 1.7 acre adjoining parcel, raze a single family dwelling and construct a 15,469 square foot automotive service center, University Mall. The sketch plan was reviewed on 2/27/96. 2. This property located at 155 Dorset Street lies within the Cl and CO Districts. It is bounded on the north by a motel/restaurant, on the west by I-89, on the east by Dorset Street and on the south by single family residences. 3. Access/circulation: Access is currently provided by two (2) signalized curb cuts serving the shopping center and one (1) signalized curb cut serving the drive -through bank. Applicant is proposing a right -turn entrance only driveway just north of the Chittenden Bank. This drive will comply with the requirement for a minimum 200 foot separation from signalized intersections (Section 26.103(d) of the zoning regulations). Section 12.403(b) of the zoning regulations requires a minimum separation of 400 feet between entrances to PUD's on either side of a public street. Both University Mall and 100 Dorset Street are PUD's. The Planning Commission has the authority to waive the 400 foot separation requirement between PUD entrances if the Planning Commission finds that limitations of the site cause unusual hardship. The Planning Commission finds that the limitations of the site justify waiving the 400 separation requirement between PUD entrances. 4. In the parking structure, the furthest parking space from a stairwell is 190 feet. Several sources recommended no more than 200 feet. The furthest space from an elevator is 328 feet, sources recommend a maximum of 350 feet. 5. Coverage/setbacks: Building coverage is 29.9% (maximum allowed is 30%). This percentage does include the parking structure which should be included in the building coverage calculations. Overall coverage is 68.7% (maximum allowed is 70%). Front yard coverage is being reduced from 39.5% to 37.5% (maximum allowed is 30%). Setback requirements are met. 6. Landscaping: The minimum landscaping requirement, based on building costs, is $107,500 which is not being met. Proposed landscaping is $22,510 short of the minimum requirement. Staff recommended the following: 1) a row of trees along the U-Mall entrance road in front of the auto service center, 2) larger plant species throughout the site, in particular, proposed size of decidous trees should be increased to a minimum 21" - 3" caliper, and 3) a row of trees in the new curbed area along the western limit of the former Gleason parcel. 7. Parking: A total of 3383 parking spaces are required and 3160 spaces will be provided including 47 handicapped spaces (990 spaces in the parking structure and 2170 surface spaces). This represents a 223 space or 6.6 % shortfall. Two (2) additional bike racks will be provided. The City's required parking ratio is 5.5 spaces/1000 square feet gla. The applicant is proposing 5.2 spaces/1000 square feet gla. The Urban Land Institute recommends 5.0 spaces/1000 square feet gla. The International Council of Shopping Centers recommends 4.8 spa.ces/1000 square feet gla. Based on this data, it appears the proposed number of spaces will be adequate. 8. Sewer: The additional sewer allocation requested is 4798 gpd. The applicant will be required to pay the per gallon fee prior to permit. 9. C.O. District: The proposed addition no longer encroaches into the C.O. District along the I-89 r.o.w. as was the case at sketch plan review. The existing coverage along the interstate corridor in the C.O. Distract will decrease from 47.2% to 45.8%. 10. A portion of the automotive service center will encroach into the C.O. District wetland buffer area. The Planning Commission may allow this encroachment under Section 3.503 of the zoning regulations if the encroachment will not significantly affect adversely the attributes provided in Section 3.503(a)-(e). The Natural Resources Committee reviewed this project and opposes the encroachment. The applicant has submitted a report addressing criteria (a)-(e) which indicates that these criteria will not be adversely affected. 2 11. Building height: The proposed department store addition will meet the 35 foot height limitation for a flat roofed structure. The stairwell and elevator areas for the proposed parking structure will exceed the 35 foot height limitations by four (4) feet. The pole lights on the top deck of the parking structure will exceed the 35 foot height limit by nine (9) feet for a total of 44 feet. The HVAC units on the building addition will exceed the 35 foot height limitation by eight (8) feet. 12. The Planning Commission may allow an increase in height up to 45 feet if the Commission determines that a taller structure meets the following criteria contained in Section 25.113(b)(i) - (iii) of the zoning regulations: (i) Will utilize topography and will relate to other existing and proposed structures so as to be aesthetically compatible with the neighborhood; (ii) will not detract from scenic views of adjacent properties or public streets and walkways; and (iii) will allow retention of additional green space that will enhance the appearance of the developed property. Section 25.113(c) of the zoning regulations requires additional setbacks for each foot of additional height. This requirement is being met. 13. Traffic: The applicant submitted a traffic analysis which assesses the impact of a 111,392 square foot shopping center expansion and a 15,469 auto service center. The analysis covered the following intersections: o Dorset Street/Williston Road o Dorset Street/U-Mall north/Corporate Way o Dorset Street/U-Mall south o Dorset Street/Kennedy Drive o I-89 northbound off-ramp/Williston Road east o I-89 southbound off-ramp/Williston Road east o Dorset Street/100 Dorset Street/Chittenden Bank o Dorset Street/Dorset Square o Patchen Road/Hinesburg Road/Williston Road The analysis indicates that the above referenced intersections will operate at a LOS D or better in the year 2003 with the project. The traffic impact analysis concludes that "no unusual traffic impacts can be attributed to the additional trips that are generated by the proposed fourth department store and auto service at University Mall." 3 14. The Planning Commission still has concerns with regards to the safety of weaving movements on the southbound segment of Dorset Street between Williston Road and the new north entrance to the Mall. The applicant should submit a traffic safety study for this southbound segment within 15 months after the opening of the new north entrance. This study should provide accident data for the one (1) year period following the opening of the new north entrance and should compare that data to accident data for preceding periods of the same segment, in its current configuration. 15. Lighting: Additional exterior lighting will consist of the following: --- twelve (12) 30 foot high poles with two (2) 400 watt metal halide lamps with downcasting shielded fixtures. --- four (4) 30 foot high poles with one (1) 400 watt metal halide lamp with downcasting shielded fixtures. The proposed pole lights exceed the 20 foot height limitation in the Performance Standards. Details of any building mounted lights should be approved by the City Planner prior to permit issuance. A point by point lighting plan should be submitted for the entire site. 16. Dumpster: The dumpster storage area at the automotive service center will be screened. The applicant should show all dumpster/compactor storage areas on the property and show how they will be screened. 17. Other: --- the survey plats should show the Hedman property as to be merged with the rest of U-Mall property. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the preliminary plat application of University Mall Realty Trust to amend a previously approved planned unit development consisting of a 525,100 square foot shopping center and drive -through bank facility. The amendment consists of the following: 1) construct a 111,392 square foot GLA addition to the main building, 2) construct a 990 space multi -level parking structure, and 3) acquire an 1.7 acre adjoining parcel, raze a single family dwelling and construct a 15,469 square foot automotive center, University Mall, 155 Dorset Street, as depicted on a 21 page set of plans, sheet 1 of 15 entitled "Overall Site Plan, Proposed Expansion University Mall, 155 Dorset Street, South Burlington," prepared by Pinkham Engineering Associates, Inc., dated 5/21/96, last revised 8/5/96 with the following stipulations: 4 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. Prior to final plat submittal, the plans shall be revised as follows: a) The landscape plans shall be revised to show the following: (i) a row of trees along the University Mall entrance road in front of the auto service center, (ii) a row of trees in the new curbed area along the western limit of the former Gleason parcel. (iii) larger plant species throughout the site, in particular, proposed size of deciduous trees shall be increased to a minimum 2z" - 3" caliper. b) Sheets Al - A4 shall be revised to show the new parking and circulation layout for the parking structure. c) The plans shall be revised to show all dumpster/compactor storage areas on the property properly screened with the type of screening noted on the plan. d) The survey plats shall show the Hedman property merged with the rest of the University Mall property. e) The plans shall show proposed location of relocated overhead signs, or new location of proposed entrance drive, whichever option is decided upon. f ) Sheet 4 of 15 shall show a new location for any Dorset Street "Street trees" which may need to be moved in order to accommodate the new entrance drive. 3. Prior to issuance of a zoning permit, the applicant shall post a $107,500 landscape bond. The bond shall remain in effect for three (3) years to assure that the landscaping takes root and has a good chance of surviving. 4. The Planning Commission grants a sewer allocation of 4798 gpd. The applicant shall pay the per gallon fee prior to issuance of a permit. 5. All new exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Any changes in lighting shall be approved by the City Planner prior to installation. 6. The applicant shall submit a point by point lighting plan for 5 the entire site with the revised final plat submittal. The lighting plan shall show that the maximum average lighting levels shall not exceed three (3) foot candles. 7. Pursuant to Section 26.256(b) of the zoning regulations, the Planning Commission approves a total of 3160 parking spaces which represents a 223 space or 6.6% shortfall. It is the Commission's opinion based on guidelines published by the Urban Land Institute and the International Council of Shopping Centers that the proposed number of spaces will be adequate. 8. Pursuant to Section 3.503 of the zoning regulations, the Planning Commission allows the encroachment of the automotive service center with associated parking into the C.O. District wetland buffer area. It is the Commission's opinion that the attributes provided in Section 3.503(a)-(e) of the zoning regulations will not be adversely affected. 9. The water department shall review the water main relocation prior to final plat. 12. Legal documents for the relocated sewer easement shall be submitted to the City Attorney for approval and shall be recorded in the South Burlington land records prior to issuance of a zoning permit. 13. Pursuant to Section 12.406(a) of the zoning regulations, the Planning Commission modifies the provisions of Section 12.403(b) requiring a minimum separation of 400 feet between PUD entrances due to limitations of the site. 14. Pursuant to Section 25.113(b) of the zoning regulations, the Commission approves an increase in height for the parking structure and building addition. For the parking structure, stairwell/elevator towers shall not exceed thirty-nine (39) feet and light poles shall not exceed forty-four (44) feet as shown on sheet A-5. For the building addition, the proposed HVAC units shall not exceed eight (8) feet in height for a total building height of forty-three (43) feet. It is the Commission's opinion that the criteria under Section 25.113(b)(i)-(iii) are being met. 15. Within three (3) months of occupancy of the expanded shopping center and automotive service center, the applicant shall submit to the City for review a signal timing/phasing study for all Dorset Street signals. Background Traffic Volumes Background p.m. peak hour turning movement volumes were obtained at this intersection by performing traffic counts on July 31, 1996, A copy of that count is enclosed as Attachment A. The observed peak hour volumes were then adjusted upward to a projected 1997 design volume based on Vermont Agency of Transportation traffic data. Project Trip Generation The trip generation of projects such as this are typically estimated using data published by the ITE'. In this case, however, a bagel bakery does not fit into any of the established land -use categories for which trip generation rates are available. Because of that, a trip generation study was performed during both the morning (7-9 a.m.) and afternoon (4-6 p.m.) periods at the Burlington Bagel Bakery located just to the north of this site at 992 Shelburne Road. That site has many important similarities to this, including being on the same (east) side of Shelburne Road, having access to a signalized intersection, plus having similar size and menu. All traffic entering and exiting the Burlington Bagel Bakery was counted, including vehicles traveling between the bagel bakery and the adjacent convenience store. The raw data was then adjusted based on the floor areas of the two bagel bakeries (Burlington Bagel Bakery occupies 2,904 sq.ft. vs. this project's proposed 2,150 sq.ft.) to calculate this project's trip "Trip Generation, Institute of Transportation Engineers, 5th Edition & Update" Civil, Environmental & Transportation Engineering • Hydrogeological Investigation • Planning • Land Surveying Mr. Stephen Rooney August 23, 1996 Page 2 generation. Table 1 presents the raw data and resulting calculations based on three days of counts at the Burlington Bagel Bakery. Peak Hour 27 20 30 26 9 19 With the project site being located within the Traffic Overlay District of the South Burlington Zoning Regulations, its potential trip generation can be limited based on the proposed land -uses, the number and configuration of curb -cuts, and traffic conditions at adjacent intersections. This project proposes to create two new curb cuts onto the adjacent streets. The first, onto Shelburne Road, will replace an existing one and will be located further from McIntosh Avenue. The second, onto McIntosh Avenue, will be located over the 200 feet minimum separation from Shelburne Road which is required by the Zoning Regulations. Because this project wishes to retain a curb cut onto Shelburne Road, city planning staff has determined that this project falls into Zone 2 of the Traffic Overlay District, which limits it to a maximum p.m. peak hour trip generation of 20 vte/hour per 40,000 sq.ft. of lot area. With this parcel's lot area being 39,000 sq.ft., the proposed project will satisfy that requirement. Traffic Congestion Conditions The projected 1997 design hour volumes at the Shelburne Road / McIntosh Avenue / Fayette Drive intersection were then analyzed, both without and with this project. For the sake of the analyses, under the "with project" scenario, all project -generated traffic was assumed to access via the McIntosh Avenue curb -cut. Table 2 presents the results of those analyses, which indicate that levels of service at this intersection will remain at C or better. Copies of the detailed capacity analyses are enclosed as Attachment B and C. Parking: This project requires a total of 19 spaces and 30 spaces including two (2) handicapped spaces are being provided. A bike rack will be provided as required. Landscaping: The minimum landscaping requirement, based on building costs, is $6,000 which is being met. Proposed plantings will include Sugar Maple, Red Oak, Honeylocust, Inkberry, Spirea, Lilac and Juniper. The size of the proposed trees should be increased to a minimum of 21 - 3 inches. Traffic: This property is located in Traffic Overlay Zone 2 which allows this property to generate a maximum of 19.5 vte's during the P.M. peak hour. ITE estimates that the existing motel and residence generate 8.48 vte's. We would like to respond to and resolve as many of your comments as possible prior to the September 24th Planning Commission hearing. Specifically, addressing your comments in the order in which they appear: The project will have 52 seats, and will provide 323 sq.ft. of patron area not containing seats. You correctly noted in an earlier phone conversation that the retail portion of the proposed building has been deleted since the original submittal. The building size has been reduced such that the bagel bakery will now utilize all of the proposed building. 2. The existing motel consists of a two -bedroom residence, an office and 12 motel rooms. 3. Attached please find cut -sheets for both building mounted and parking lot lights. All fixtures will be shielded and oriented to direct light inward towards the building and parking lot. Both will utilize metal halide luminaires. 4. The C1/R4 zoning boundary has been identified on the revised plans as requested. 5. A bike rack location has been added to the revised plans. 6. Concerning the Shelburne Road access, since much of the customer base for this project is convenience oriented take-out sales, the applicant wishes to retain the existing curb cut; moving it slightly northward, in order to provide convenient access. We anticipate that additional information concerning this will be presented at the hearing. 7. The building will be of single -story wood -frame construction, with a flat roof. 8. The Site Layout & Utility and Grading & Landscaping plans have both been revised to provide a 5 feet wide green space between the parking lot and northerly property line. 9. Concerning the next two comments relating to the existing hedge and new curbing / sidewalks along the northerly side of McIntosh Avenue, it is proposed to retain portions of the existing Civil, Environmental & Transportation Engineering • Hydrogeological Investigation • Planning • Land Surveying Mr. Raymond J. Belair September 13, 1996 Page 2 hedge, thinning and trimming it as necessary. Since this hedge has not been maintained in the past, it is now considerably overgrown and trees of other species have grown in. The intent is to restore and enhance this hedge to provide screening between the parking lot and McIntosh Avenue. Additionally, it is proposed to retain as much existing vegetation in the easterly portion of this parcel as reasonably possible in order to provide a generous buffer between the C1 and R4 zoning districts. For these reasons, the applicant prefers not to install curbing or sidewalks along McIntosh Avenue. 10. Concerning Bill Szymanski's comments, the Site Layout & Utility plan (Sheet 1) shows the new water and sewer services. Please note that these have been designed to use the existing services as much as possible in order to avoid having to dig up either McIntosh Avenue or Shelburne Road. Site drainage is also shown on the Grading & Landscaping Plan (Sheet 2). 11. In an earlier phone conversation, you had also requested a calculation of the existing and proposed wastewater flows. Using the State Environmental Protection Rules as a guide, the wastewater flow of the existing motel calculates out at 1,224 gpd (1,530 gpd minus 20% credit for connection to municipal wastewater). The motel calculation is based on one two -bedroom residence, an office having two employees per day, plus 12 two -person motel rooms. In comparison, the wastewater flow of this project calculates at 1,248 gpd (1,560 gpd minus same 20% credit). Enclosed please find two prints each of Sheets 1 and 2.
