It will be necessary to monitor the in- tersection for traffic signal warrants. There will be approximately 400 total parking spaces. 142 are planned for phase Ia, about 120 for Phase Ib. He felt this would be adequate. Mr. Scott suggested expanding the sidewalk to an 8' recreation path. Mr. Austin asked about parking for bicycles. Mr. White said they hadn't considered that but thought it would be a good idea. Members stressed that this approval did not include approval for any buildings or stadiums. Mr. Austin moved the Planning Commission approve the site plan application of the City of South Burlington for construction of all recreation facilities excluding buildin s for Dorset St Park as depicted on a sixteen (16) _page set of plans, pa e one entitled "Phase I: Community Park Facilities for the Dorset St. Park, South Burlington, Vermont," prepared by Ertel Associates and dated May, 8, 1992, with the following stipulations: 1. Site plan approval shall be obtained prior to construction for proposed buildings including stadium, ymnasium, community center ice rink, and ool, and for an revision to this a roved a li- cation. Mrs. Maher seconded. The motion passed unanimously. Following a brief recess, Mrs. Maher moved the South Burlington Planning Commission go on record to thank Ann Puah for her five years of loyal and dedicated service to its collective cause. The Commission wants Ms. Pugh to know that they will miss her gentleness, her wry sense of humor, her sometimes quirkiness, her humanity, her enerosity and concern for members and for all the people in the community and her patience with each member in many difficult dealings over the years. The Commission wishes Ann much success in all her future endeavors and wants her to know that she will be missed and very fondly remembered. Mr. Sheahan seconded the motion which then passed 6-0 (Ms. Pugh abstaining) with an added approval from the City Planner. 3. Site Plan application of Intervale Foundation for operation of a farmer's market (retail) in the parking lot of a parcel containing a restaurant and retail building (Perry's), 1908 Shelburne Rd: PLANNING COMMISSION 26 May 1992 page 5 Andy Lee said the Farmer's Market would be open during the hours that Perry's Fish House is not open. Hours of business would be Wednesday, Friday and Saturday from 11 am to 3 pm, June 15th to October 15th. There will be limit of six vendor trucks. Site Plan application of Gary Bourne for use of 1500 sq. ft. of a 5500 sq. ft. building for automobile repair, 31 Swift Street: Mr. Bourne said this is the former Vermont Gas building. There is a beauty salon in the front half of the building. The cur- tain manufacturing business will be moving out. An overhead door will be put in back. The would like to connect to the service station in front so they won't have to go onto Swift St. with cars. Customer cars would be left off and picked up at the service station. Mr. Sheahan asked if there is adequate parking. Mr. Bourne noted a lot of the parking is restaurant overflow. He said if they rent the rest of the building they would have to deal with a parking problem. Mr. Austin raised the question of circulation on the other site if the connection is approved. Mr. Bourne said traffic flow is basically one way back to this building. Only the mechanics will be driving cars from lot to lot. Mr. Sheahan asked if the dumpster is screened. Mr. Bourne said it is screened by pines and a white fence. Mr. Austin moved the Commission !approve the site plan application of Gary. The market will consist of five (5) farmer's trucks and one (1) lobster truck at the site on Wednesday, Friday and Saturdays from 11:00 A.M. to 3:00 P.M. from June 15th to October 15th. This property located at 1090 Shelburne Road is within the Commercial 1 District. It is bounded on the north by an auto dealership and Kwik Photo, on the east by the access road to Orchard School, on the south by Baldwin Avenue and on the west by Shelburne Road. Access/circulation: This property is currently served by three (3) curb cuts, a 34 foot curb cut on Shelburne Road, a 62 foot curb cut and a 24 foot curb cut on Baldwin Avenue. No changes are proposed to these accesses. Circulation of traffic on the site is acceptable. Coverage/setbacks: Current coverage and setbacks will not be affected by this application. Parking: This site currently has 94 parking spaces, 10 of which will be unavailable for use during the hours of operation for the farmer's market. The owner should anticipate moving this planter when this work is done. NOWLAND PROPERTY SPEAR STREET 1. The area should be sewered to the Bartlett Bay sewage treatment plant by a gravity line. Any temporary hookup to the Airport Parkway plant should be maintained by the developer or an association of home owners including the pumping station. If this is done it will require the upgrading of the Swift Estates pumping station to accommodate the increased flow. It may also require a larger force from that station. When the Bartlett Bay plant is increased in capacity the work required to connect. this development to the plant should be the responsibility of the developer. We are looking forward to working with you to help create the new farmers market next to Perry's Market on Route 7. Perry Restaurant Group has become a leader in supporting local farmers by buying large amounts of food for the six Perry Restaurant Group restaurants. Also, PRG has provided funding to support Intern education programs and to help create a Chittenden County Food Waste Composting Project. Intervale Foundation has worked for several years to help farmers develop vegetable farms in Chittenden County. There is a large amount of interest from residents for access to fresh, locally grown food and we are working to open outlets where farmers can sell their crops directly to area residents.. This year new markets are opening in Williston and the Old North End of Burlington and on Route 7 at Perry's. These markets will provide valuable outlets for farmers, and convenient shopping for residents. This will provide consumers with a diversity of local food and plant items while educating young and old on the value of supporting a local food system. Coupons and food stamps will be accepted. The farmers market at Perry's Fish House will open in mid -June and close in mid -October. Hours will be 11 a.m to 3 p.m on Wednesdays, Fridays and Saturdays. The enclosed plan shows the location of the farmers. Vermont grown agricultural products will be offered for sale, along with value-added products such as honey, maple syrup, apple cider and jams and jellies. Farmers will sell directly from their vehicles or from folding tables. No structures will be allowed other than portable canopies, and the area will be left broom -clean before 4 p.m. each day. Additional parking signs will direct people to park behind the Fish House.
