Request is for permission to TRAFFIC IMPACT STUDY FOR PAPPAS' S RESTAURANT SOUTH BURLINGTON, VERMONT BRUNO ASSOCIATES Woodstock, Vermont December, 1978 -1- The purpose of this study is to evaluate the proposed expansion of Pappas's Restaurant on U.S. Route #7 South Burlington, Vermont. EXISTING The existing Pappas's Restaurant consists of 138 seats and 4,608 square feet and is located on the easterly side of Route 7 approximately 200 feet northerly of the Baldwin Route 7 intersection. The present facility has access both on Route 7 and Baldwin Avenue with Route 7 being the major access. Route 7 at the access consists of four (4) lanes of through traffic and a fifth lane for left turns. The traffic flow is controlled by a traffic signal at the Baldwin Avenue intersection. Inorder to evaluate the access and traffic impact of the proposed addition, traffic counts were taken on Friday November 10,1978. The counts were taken during the hours 11AM to 2PM and 4PM to 8PM. This would include both the roadway and restaurant peak periods. Summaries of these counts appear in Figure 1. The traffic generated by Pappasl�s is in line with trip generation figures as presented in trip generation studies and with other traffic counts taken for similar facilities on Route #7. PROPOSED FACILITY The proposed plan is to expand the present Pappas's Restaurant by 180 seats and 5,969 square feet. Access to the expanded restaurant will be as it presently exists, ie. the major access being directly from Route #7 and a secondary access on Baldwin Avenue. Figure 2 shows the projected traffic volumes for the expanded facility. These figures were developed from the existing traffic counts shown in figure 1. These volumes could vary somewhat from day to day and from season to season, however, I feel that they generally represent an average Friday. -2- Friday was selected as being the critical day in that it is the day of the week that the Restaurant traffic would be highest and the coinciding roadway volumes would be high. During weekend periods the restaurant traffic would be higher butthe roadway traffic would be less than weekday conditions. Conversely when roadway volumes are high during weekdays the restaurant volumes are lower. ANALYSIS There are a number of factors to be considered in evaluating the additional traffic generated by' the proposed expansion. 1) Coinciding peak periods 2) Number of travel lanes on Route #7 3) Traffic signal control at the Route 7-Baldwin Avenue intersection. Peak Periods Generally roadway peaks occur between the hours of 12 noon to 1PM and between the hours of 4':30-5:30PM. The only overlap in peak periods is between 12 noon and 1PM. The roadway peak from 12-1PM is approximately 72% of the evening peak which indicates that the impact during this period is less critical. As can be seen from Figures 1 and 2 the evening restaurant and roadway peak periods do not coincide. The roadway volumes during the restaurant peak range from approximately 53 to 64% of the roadway peak volume that occurs between 4:30-5:30PM. Number of Travel Lanes Route #7 from the Baldwin Avenue intersection north consists of four (4) through travel lanes and a fifth lane to provide for left turning veeicles. This lane configuration provides for left turn vehicle storage without interfering with through traffic. Traffic Signal Control The traffic signal at the intersection of Aoute 7 and Baldwin Avenue provides for a left turn movement. This period of time is sufficient to allow vehicles to turn left into the proposed access without any interference from opposing traffic. This turn could also be made while green shows to Baldwin Avenue. There would be opposing traffic during this period, however, -3 - the northbound traffic from Baldwin Avenue is sufficiently low to provide adequate gaps in the traffic to allow the left turn. Traffic exiting the site could also take advantage of the traffic signal to enter the Route 7 traffic flow. If at particular times the traffic is heavier on Route #7 patrons could take advantage of the Baldwin Avenue Access and the signal at the Route 7 intersection. CONCLUSION Based on the above analysis, traffic counts and my observations of the traffic operations at the site, it is my opinion that the proposed expansion of Pappas's Restaurant will not significantly effect the traffic flow or the safety at the existing access points. The proposed aeeition is consistent with standards 1 and 5 based on the evidence presented in a traffic impact study by Bruno Associates, that the proposed expansion will not significantly effect the traffic flow or the safety at the existing access points.
