NARRATIVE:
On the listed date and time South Burlington Police Officers in conjunction with Detectives from the Vermont
Attorney General’s Office were concluding a child luring investigation. The suspect, Michael Sumner (33 YOA) of
Burlington, had met a person under the age of 16 on line in early June. Sumner later arranged to meet this minor
child in South Burlington to engage in a sexual act. The person posing as the minor involved was actually a South
Burlington Police Officer who was operating in an undercover capacity as part of her role on the Internet Crimes
Against Children Task Force.
Sumner arrived at the pre-determined location in a silver sport utility vehicle. Once at rest, marked patrol cars
approached his location and effected a detention. Sumner used his vehicle to smash his way from the parking spot
he was in, narrowly missing Officers who were out of the cruisers attempting to effect his detention. Sumner fled in
his vehicle through the parking lot toward the exit where he collided head on with another responding South
Burlington Police cruiser. The Officers were able to exit their damaged vehicles and take Sumner into custody after a
brief physical struggle. As a result Sumner and five law enforcement Officers were treated at UVMMC for minor
injuries sustained in the incident.
Sumner is currently in the custody of the South Burlington Police Department awaiting arraignment. The Vermont
Attorney General’s Office has adopted the case for prosecution. Sumner will be charged with violations of Title 13
VSA 2828 Luring a child and VSA 1024 Aggravated assault on a police officer, multiple counts.
