BRIEF NARRATIVE: On 04/27/2018 at approximately 02:08 AM a South Burlington Police Officer was traveling on Williston Road when they observed a vehicle enter the Interstate 89 North on ramp at a high rate of speed. The Officer attempted to follow the vehicle into the interstate to effect a traffic stop however, was unable to do so because the vehicle was traveling at speeds in excess of 80 miles per hour in a posted 55 mile per hour speed zone. The Officer followed the vehicle off of the Interstate and onto College Parkway in the Town of Colchester were the Officer further observed the vehicle to swerve out of its lane of travel. A traffic stop was conducted and the operator was identified as Richard A. Harrison, 33, of Essex, VT. While speaking to Harrison the Officer observed an odor of intoxicants emanating from his person and for his eyes to be bloodshot and watery. The Officer administered a series of Standardized Field Sobriety Exercises in which Harrison displayed
numerous clues of impairment. Harrison provided a preliminary sample of his breath showing his BAC to be
.159%. Harrison was subsequently taken into custody for suspicion of DUI. It should be noted that Harrison
had been previously convicted of Driving Under the Influence in Vermont. Harrison was issued a citation to
appear in court on 04/30/2018 at 08:30 AM to answer to the charge of DUI #2.
