SUBJECT: SD‐20‐22 1200 Airport Drive Preliminary and Final Plat Application

Burlington International Airport & BTV Hotel, LLC, hereinafter referred to as the applicant, is seeking
preliminary and final plat approval to amend a previously approved plan for an airport complex. The
amendment consists of constructing a 111 room hotel near the northern end of the existing parking garage,
1200 Airport Drive.
The Board reviewed the project on July 21 and September 15, 2020.
The staff memo included in the October 6, 2020 packet identifies two outstanding topics for the Board’s
discussion, both pertaining to compliance with MS‐20‐01 for an Overall Landscaping Plan, and paraphrased
below.
1. MS‐20‐01 requires approved offsite landscaping to be installed in a specific order, with the entrance
features first, then the streetscape, then the recreation path, each proceeding from south to north.
The applicant proposed to install street trees first, which is not compliant with MS‐20‐01.
2. In order to use the approved offsite landscaping, MS‐20‐01 requires the applicant to submit a detailed
landscaping plan concurrently with the site plan for which the landscaping is proposed.
Following distribution of the packet last week, staff has worked with the applicant to develop a potential
solution for presentation to the Board.
The applicant has proposed to develop a site plan for the entrance features consistent with MS‐20‐01, the
value of which they anticipate will be greater than the required $39,600 which is not proposed to be on the
hotel site. Staff considers the Board may (but is not obligated to) allow this site plan to proceed separately
from the current application, if the Board include conditions of this hotel decision that 1) the applicant must
obtain approval for the entrance feature site plan prior to issuance of a zoning permit for this hotel application,
and 2) that they may not obtain a certificate of occupancy for this hotel application without also obtaining a
certificate of occupancy for the entrance feature site plan.
Taking into consideration the applicant’s supposition that the cost of installing the entrance features will be
greater than that required to supplement this hotel project’s landscaping budget, Staff anticipates the entrance
feature site plan will either include phasing of the entrance features or propose to construct the entire project
at once and bank the excess cost to be applied towards future projects. If phasing is requested and approved,
Staff considers the applicant may obtain a certificate of occupancy for this hotel project at such time as the
entrance feature phase representing at least $39,600 in landscaping is complete, as indicated by receipt of a
certificate of occupancy.
Finally, Staff considers that the Board should require the applicant to bond for the entrance feature site plan in

the same manner as they would for landscaping required by Table 13‐9 since the entrance features would be in
lieu of on‐site landscaping.
