On numerous occassions (6+), from January through April of this year, I observed the site at morning, noon and evening peak traffic hours. With one exception (when there were 8 - 10 cars in the lot), there have never been more than 2 cars in the lot. Cir- culation and parking activity associated with the day care center appear to be extremely nominal. Ms. Woodward has informed me that this is largely because she is transporting nearly all of her students (as opposed to the 40 - 50% she originally estimated)Yio vo-+-4 I feel this use meets the criteria set forth in the approval; I will continue to monitor the use until September, when the City Council will conduct a similar review. #8 Pricino on Grandview Condominium Units Vthen this project (to the west of Twin Oaks Tennis Center) was given final approval by the Commission in January, 1978, a price ceiling of $36,000 was imposed on all units, unless otherwise waived by the Commission due to inflation. Certain concessions were granted to the developer based on his claim of building low cost housing - the price ceiling was imposed to confirm this. The developer has now broken ground and is planning to market the initial units at $37,900. I believe this is well within the spirit of the Commission's approval, particularly in light of the fact that an N.A.H.B. survey indicated that the cost of the average new single family dwelling increased 20°o from 1976 to 1977 (i�- 7-T 4oertAE � #9 Meadowod South Draft findings may be available for the meeting. In keeping with this philosophy, we are attempting to achieve a safe and effective traffic pattern. We are keenly aware of the current traffic situation on Shelburne Road. We do not want to add to this problem, nor do we want to inconvenience our parents. We are suggesting the following options, and feel that with cooperative effort we can achieve the right program for ,you. Alternative transportst We will pick up your child in the morning and deliver him/her in the evening. Car pooling is an excellent way of conserving energy and time. Names, addresses, and phone numbers of all parents in your area will be supplied to you. Avoidance of peak traffic times is very important. Currently we are observing and taking traffic counts. A time schedule of peak traffic periods will be given to all parents transporting children. I would be willing; to exchange my curb cuts on Shelburne Road for a viable alternative. Aduorul � Arthur Mason 'V12/78 SSP SUGGESTED MOTION OF APPROVAL, - P,ASON WOODWARD I i,iove that the South Burlington Planning Com.--aission approve the site plan application of Arthur Mason and Sharon Wood- ward, to operate a a day care center at 938-950 Shelburne Road, as depicted on the plan of record, subject to the following stip- ulations: 1. The radius of the turnaround shall be expanded to fac- ilitate circulation, as approved by the City Engineer. 2. The delivery and pick up of children shall be restricted to hours which do not coincide with the peak roadway hours of Shelburne Road, i.e., 7-8 a.m., lla.:1. - l.p.m., 4 p.m.-5 p.~. 3. This plan shall be reviewed _ months froi--° this date, to evaluate the adequacy of access, circulation, and parking. Based on this evaluation, the Commission shall be free to terminate, extend, or allow expansion of this use. 4. Enrollment size limit... M E M O R A N D U M To: South Burlington Planning Commission From: Stephen Page, Planner i (��Ncl l.� if Re: Next Meeting's Agenda items R,,t* tW14461 TO P.4_-- � Date: September 8, 1978 //\,ON LDd`f r:::�j Ncnc See E Hct)OE 7 /SE t�Od #2 Castlerock Condominiums - a suggested motion of approval has been prepared, for circulation at the meeting. #3 Trono Construction Final Plat - with the exception of some minor engineering details and finallized legal documents, all is in order on this application. #4 DesLauriers Final Plat - The Commission's requests, to plot the centerline of the brook on this lot, plus show a schematic layout for the "backland", have been complied with. #5 Hickok & Boardman / Flanders Lumber Final Plat- this proposal, as you may recall, is for 150 two bedroom condominiums to be built in 4 phases on the so called Brand Farm, directly west of Twin Oaks Tennis Center. The first two phases have received final approval and now that there is adequate sewage capacity, the final two phases are being submitted for approval. As a result of Act 250, measures for minimizing erosion have been substantially ex- panded. In addition, the overall landscaping plan is being presented. There have been some rearrangements of parking and building locations. No substantive issues have arisen, although the revised plan is being reviewed by the Tree Committee and the Fire Chief. Approval for Phase I has expired, but should be renewed , as the developer's timetable was retarded by an unexpectedly long A250 review process. #6 Nadeau Final Plat - all is in order. #7 D_ay Care Center Site Plan - this proposal received conditional use approval from the City Council, under the interim zoning reg- ulations, on 8/21/78. The day care center is accompanied on this site by a wholesale music store and 2 apartments. In approving this plan, the Council stipulated that screening be erected and that the approval will last 1 year (another review will be necessary if this use is to continue). Since no construction is involved and there are some outstanding large trees on site, no landscaping is necessary. With regard to access, I feel that there are no practical alter- natives to the present scheme that would be a net improvement. As far as parking and circulation are concerned a modest widening of the turnaround would be helpful - otherwise, I see no practical alternatives. Although I am sonewhat uneasy about the compatability of this Memorandum Re: Next Meeting's Agenda Items September 8f-1978 Page 2 use on this particular site, the decision has already been made by the City Council, and only the criteria of site plan review are applicable (traffic access, circulation and parking, and land- scaping and screening). On the other hand, potential hazards may be reduced if: (1) hours of pick-up and delivery are restricted by the operator so as not to coincide with peak roadway hours (2) the overall size of the enrollment is limited, at least on a tem- porary basis, and (3) a 1 year re-evaluation is required, at which time the Commission could decide to terminate, or allow the extension or expansion of the use. #8 Treetops Final Plat Revisions - by approval of the Zoning Board of Adjustment, the location of a carport within the 75' Kennedy Drive setback has been authorized. This revision improves fire protection and aesthetics for the residents, while at the same time, it does impinge on any forseeable roadway improvements. The relocation of several of the buildings will save some of the more desirable trees on site, and also increases building separations, thus enhancing fire protection and aesthetics. The Fire Chief has asked for one additional fire hydrant in this phase, which was inadvertantly omitted during one of the numerous revisions to the initially approved final plat. P.S.'s -73�0 PIA,. (2) The planning Commission's "soft" meeting of 9/19 has been tentatively pegged as the joint Council -Planning meeting for discussion of the following items: a) new commercial zoning (C1/C2) b) sewer policy c) lifting of interim zoning d) Perlman property fiasco e) location of Southern Connector and additions/corrections to the Urban Systems Map.
