Re: Findings of Fact, application of Sharon 146odwarcl and Arthur
Mason, to operate a day care center at 938-950 Shelburne Road.'
On the 12th. day of September 19_a_the
South Burlington Planning Commission approved orld� the
request of Ronald Schmucker. agent
for Site plan approval under Section 11.70
of the South Burlington Zoning Regulations based on the
following findings:
1. TRAFFIC ACCESS -Adequate, based on applicant's contention
that 40-50% of students will be transported by bus and the
conditions of approval. Because of traffic congestion in the
vicinity, and the limitations of the•site for alternative
access arrangements, this finding is a provisional one, to
re-evaluated in 4 months on the basis of actual experience.
2. CIRCULATION AND PARKING- As with access above, parkin
needs are believed to be nominal and thus the existing space
should suffice. Circulation area is nonstrini-Acl anr3 will
need to be widened, The ultimate adeguacy of hnth nirmilation

and parking_will be determined at the re-evaluation in 4 months.
3. LANDSCAPING & SCREENING - No construction is proposed. thus
the landscaping schedule is not applicable. Existing trees
and shrubbery provide excellent landscaping. Necessary screening
has been required by the Council under conditional use approval.

South Burlington Planning Commission 4pproved or die& the
request of Ronald Schmucker, agent
for site plan approval under Section _ 11.70
of the South Burlington Zoning Regulations subject.to the
following conditions:
1. The radius of the turnaround shall be expanded to facilitate
circulation, as approved by the City Engineer.
2. The delivery and pick up of children shall be restricted to
hours which do not coincide with the peak roadway hours of
Shelburne Road, i.e., 7:30-8:30 a.m., 11 a.m. - l p.m., and
4:00-5:15 p.m.
3. This plan shall be reviewed 4 months from this date by the

City Planner, to evaluate the adequacy of access, circulation,
and parking. Based on this evaluation, the Commission shall be
free to terminate, extend, or allow expansion of this use.
Further evaluation as directed by the City Council will occur
one year from this date.
4. The original enrollment, i.e., prior to January 18, 1979, will
