Unfortunately, the application submitted is incomplete. Additional information required to be included on all site plans is missing. The missing information is as follows: • The plan does not include the landscaping component. The plan should include the landscaping changes which were approved on 8/23/11 under site plan approval #SP-11-35 and any other landscaping changes proposed as part of this project. • All site plans are required to include a bike rack and this plan does not. • All site plans are required to show the snow storage area(s) and this does not. • The lot coverage information on page 3 of the application is missing. • The plan seems to indicate that an existing fence on the adjacent property to the east will be utilized to enclose the dumpster to the east. This is not allowed as the entire enclosure must be on the subject property. Please revise the plan accordingly. • Signage is not part of site plan review, therefore please remove the "Key Bank Sign" from the plan. Please make the revisions to the plan as described above so the application will be complete. Once the application is complete, the application will be processed and a decision rendered. Mr. Craig said he would like to review the motion then poll the Commission as to whether they would approve it, then have a quality motion ready for a vote at the next meeting. Members felt they would like the bank drive -up window removed when the bank's lease expired. Ms. Pugh said she would like a stipulation that there be no kiosks allowed in what is being considered non -leasable space. Members then reviewed the stipulations in the proposed motion and a poll of members indicated that all but Mrs. Maher would approve it. Question then arose as to when construction would be allowed to begin. A stipulation indicated that it could begin only after completion of phase I of the Burlington Southern Connector, and Mr. Collins said he did not feel the owner would want to accept that but would agree not to occupy the new building space until that construction was complete. Ms. Pugh indicated she would not vote for the motion if construction could begin before the completion of the Connector Phase I. Ms. Pugh then moved to continue the item until the next meeting. Mr. Burgess seconded. Motion passed unanimously. 4. Site plan applicationof Bank of Vermont to construct a 500 sq. ft. addition to the branch bank located at 960 Shelburne Road Larry Decker of Bank of Vermont said this will be a mezanine addition to provide an office for the manager and a conference room. The building footprint won't change. The space is currently there but is used for storage and mechan- ical equipment which will be relocated. The building will not be any higher. They plan to keep the bank operating during the construction work. Mr. Craig raised the question of causing traffic problems during construction. Mr. Webster said they will try to do a lot of the work on evenings and weekends. Mr. Craig thought this might not be fair to the residential neighbors. Ms. Pugh asked if the Bank has talked to its abutting neighbors. Mr. Decker said they had not. Mr. Craig noted the City Manager's comment that the original plan for the bank showed a concrete curb and a catch basin that were never provided. Mr. Decker said they would be willing to work that out with the City Manager. Mr. Burgess said approval will be held up until that work is complete. PLANNING COMMISSION 20 SEPTEMBER 1988 PAGE 6 Mr. Weith noted the landscaping plan is still short. Mr. Decker said they will put in some honeysuckle screening and also some lindens. Mr. Burgess noted they will lose green space when the parking configuration is changed. Mr. Weith said the front yard coverage will go from 61% to 640. Mr. Craig said the Commission will insist on lighting that does not disturb neighbors. Discuss how to use the Act 200 money ($22,000) received the City Members first considered duplicating the traffic model being prepared by Regional Planning. Mr. Craig explained this would give the City enough time on the model and felt this PLANNING COMMISSION 20 SEPTEMBER 1988 PAGE 7 should be a #1 priority. The price tag is about $7500. Other items considered were addressing affordable housing, a TDR study, a study of City Center zoning, a scenic view study. Mr. Weith said he keeps getting shot down on the affordable housing issue, but it will have to be addressed if the City is to get approval of the next Comprehensive Plan. He also noted the City is thinking of submitting the TDR study for a grant. Ms. Peacock noted the City Center zoning can't be done without the TDR information. Mr. Weith said he didn't think the City should buy the T-model until they are sure it works. He also raised the possibility of sharing the cost with Williston which has expressed an interest in it. Steve Friedman, a resident of the City, read a statement asking that the Commission undertake an assessment of lands in the southeast quadrant and engage consultants to do this work. He also suggested interim zoning for this area at 1 unit per 10 acres, in order to allow time for planning. Mrs. Maher felt the City could do such a study on its own. Mr. Craig suggested continuing the Act 200 money question for another week to find out if the cost of the T-model can be shared or if a discount can be obtained. If this is possible there will be money enough to hire an intern to help the City Planner. Other Business a) Mr. Weith indicated he has a first draft on guidelines for how Act 200 will review plans. Feedback on this has been requested. Members asked it be placed on the next agenda. b) Ms. Pugh noted that Planning Commission agendas have not been in the Free Press for the past few meetings. If public input is desired, such notice is vital. Mr. Weith will call Mike Donoghue to discuss this. c) Ms. Peacock asked if there has been any feedback on Police enforcement on Hadley/Meadow Rds. To: South Burlington Planning Commission From: Joe Weith, City Planner Re: September 20, 1988 agenda items Date: September 16, 1988 2) SYNON, REQUEST TO AMEND FINAL PLAT AND SITE PLAN APPROVALS Synon came before the Planning Commission at the 9/6/88 meeting to request an amendment to both the Final Plat and Site Plan approvals for their project on Quarry Hill Road. Mr. Doremus withdrew the request prior to the Commission`Sdecision because he wanted to return when all the Planning Commission members were present. Therefore, Synon will again request that the stipulation which requires dedication of the roadway be waived. As a matter of interest, enclosed is a copy of the minutes from the 3/22/77 meeting when Horizon Heights subdivision was approved. Stipulation No. 5 specifically requires that the roadway be improved to City standard upon further subdivision or development of the parcel, however, it does not specifically require the road to be dedicated to the City. Even though dedication was not specifically stipulated, it might have been talked about and understood during the course of the meetings. 3) HEATHCOTE ASSOCIATES, FACTORY OUTLET MALL, SHELBURNE ROAD I will provide at next Tuesday's meeting (9/20/88) answers and information to the various questions and requests which were raised at the 9/14/88 Planning Commission meeting. 4) BANK OF VERMONT ADDITION, SHELBURNE ROAD The Bank of Vermont proposes to construct a 500 square foot addition in the attic of. the existing building. The addition would be a mezzanine in the existing building, thereby, the existing building footprint would remain the same. The property is Zoned Commercial 1. The building is currently non -conforming because it does not, meet side and rear ,yard setbacks or front yard coverage. The property is bounded by Commercial uses on the south and residential uses on the east. The plan shows 14 parking spaces, an increase of 3 spaces over existing. Landscaping: The proposed plan requires $2,250 in landscaping. The plan shows 3 new tatanian Honeysuckle which is valued at $43. The landscape plan should be revised to show an additional $2207 in landscaping. Coverage: Building coverage is 11.6%, maximum of 30% is allowed. Proposed lot coverage is 64.3%, maximum of 70% is allowed. Existing front yard coverage is 61.2% , maximum of 30% is allowed. The proposed plan would increase front ,yard coverage to 66%. 5) ACT 200 MONEY At the 8/2/88 Planning Commission meeting, we discussed various potential uses of the Act 200 money ($22,000) which the City has received. Enclosed is a list of the potential uses which were discussed along with an estimate of the cost. Also enclosed is a draft proposal from Mike Munson to develop a TDR/Density Bonus program for the City. In addition to this program, we need to hire somebody who can spend sufficient time to take a close look at our City Center Zoning Ordinance and clean up the inconsistencies and problems which are present. We also need to evaluate ways in which we can make this plan work in harmony with the surrounding transportation network. I think that Mike munson would be a good person to work on this because it is directly related to the Dorset Street widening project (Mike is currently involved) and the TDR/Density Bonus program which the City would like to establish.
