SITE PLAN APPLICATION #SP-17-70
FINDINGS OF FACT AND DECISION
Wright & Morrissey, hereinafter referred to as the applicant, is seeking approval to
amend a previously approved plan for a 3,930 sq. ft. drive-in bank facility. The
amendment consists of: 1) site modifications to meet current ADA access requirements,
and 2) landscaping revisions, 960 Shelburne Road.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking approval to amend a previously approved plan for a 3,930
sq. ft. drive-in bank facility. The amendment consists of: 1) site modifications to meet
current ADA access requirements, and 2) landscaping revisions, 960 Shelburne
Road.
2. The owner of record of the subject property is KeyBank National Association.
3. The subject property is located in the C 1 — R 15 Zoning District.
4. The application was received on October 10, 2017.
5. The plan submitted is titled, "KeyBank National Association 960-966 Shelburne Road
South Burlington, Vermont", prepared by Bohler Engineering, dated 8/8/12, and last
revised on 10/06/17.
DIMENSIONAL REQUIREMENTS
6. No changes in coverage.
7. Setback requirements are being met.
SITE PLAN REVIEW STANDARDS
Only the standards below are affected by this application. All other standards will
continue to be met.
Bicycle Parking
8. The plan complies with Section 13.14 of the LDRs to include the new type and
location for bicycle racks, to accommodate the minimum requirement of two (2)
short-term bicycle parking spaces.

Landscaping
9. The applicant is proposing to replace existing shrubs with new shrubs with a value of
$1,900. The City Arborist on 10/11/17 indicated in an email that he has no issues
with the new plantings.
DECISION
Based on the above Findings of Fact, the Administrative Officer herby approves site plan
application #SP-17-70 of KeyBank National Association, subject to the following
conditions:
1. All previous approvals and stipulations which are not superseded by this approval
will remain in effect.
2. This project must be completed as shown on the plan and shall be on file in the
South Burlington Department of Planning and Zoning.
4. Prior to permit issuance, the applicant must post a $1,900 landscaping bond. This
bond must remain in full effect for three (3) years to assure that the landscaping has
taken root and has a good chance of survival.
5. Prior to issuance of a zoning permit for the project, the applicant must submit to the
Administrative Officer a final set of project plans as approved in digital (PDF) format.
6. The applicant must obtain a zoning permit from within six (6) months pursuant to
Section 17.04 of the Land Development Regulations or this approval is null and void.
7. All exterior lighting must be installed or shielded in such a manner as to conceal light
sources and reflector surfaces from view beyond the perimeter of the area to be
illuminated.
8. The applicant must obtain a Certificate of Occupancy from the Administrative Officer
prior to use of the site modifications.
9. Any change to the site plan will require approval by the South Burlington
Development Review Board or the Administrative Officer.

Board. This Notice of Appeal must be accompanied with a $233 filing fee and be filed
within 15 days of the date of this decision.
