Maxx, a junior retail clothing store, and a 2600 square foot mall addition and to relocate the existing bank facility to the middle of the parking lot that is north of the main entrance drive. Y Issues: This is warned as a sketch plan. The next step will be a revised final plat. We should use this meeting to alert the applicant to the issues involved in this request and to review the waivers requested. Access and Circulation: The access shall remain as it is now. The bank relocation will change the circulation pattern within the parking lot and remove a few parking spaces. I am concerned about the congestion and the new conflicting turns created by a more accessible bank facility. Parking: The original plan showed 615 parking spaces with a ratio of 5.3 spaces 1000 square feet. There are two new parking schemes. The following charts show the present parking situation and Scheme I and Scheme II conditions. The difference between Scheme I and II is due to the taking of land along the I-189 ramp for the Southern Connector. Scheme I shows the property with parking in this area (pre -taking); Scheme II uses a parcel to the rear for additional parking (post -taking) . Maxx, and reduce part of the existing mall for new entries; the net increase will be 18,462 square feet. This plan shows the new store "pulled in" to the existing mall as the Planning Commission suggested. The bank will not change. Access:- The main entrance will be= improved to include a frill median strip for the length of the drive. Two exit lanes and a single entrance lane are shown. The sides of entrance driveway are better defined with landscaped islands. The entrance lane is shown at 15 feet. The developer has agreed to widen this to 24 feet in width to accommodate both lanes of in -coming traffic. See Chief Goddette's memo. The southern access to O'Dell Parkway in front of the bank re- mains although the island is shifted slightly to better define the lanes and give more area for parking. Other Access to O'Dell Parkway is shown along the southern property line much as it is now. The shapes and sizes of islands are modified to allow for t6 more orderly parking plan. Circulation: The circulation plan is improved by constructing a continuous barrier median between the mall and the main front parking lot. The entrance to the front parking lot will be at the southern end of the mall. This will tend to force cars to circulate towards the back of the property and out of Shelburne Road more quickly with fewer conflicts. All aisles except one in the rearmeetthe minimum width require- ment. The developer has agreed to widen this aisle from 21 feet to 24 feet as required. The landscaped median will have to be reduced slightly. All large truck traffic will have to enter from O'Dell Parkway as they do now. Parking: According to the plan, the total center will be 135,062 square feet requiring 743 parking spaces.• The plan shows exactly 743 as required. 101 compact spaces are shown which is 13.6% of the total. The net addition of 18,462 square feet requires only 102 addi- tional spaces. However, the plans show 128 additional to bring the total property into conformance. I asked the developer to provide the gross leasable area (gla) of the center for comparison of parking requirements. If our stand- ard was based on 5.5 spaces per 1000 square feet of gla, rather than 5.5/1000 gfa, only 697 spaces would be required. This would allow 11% open space. The final University Mall approval resulted in an overall standard of 5.3 spaces/1000 square feet of gross leasable area. 4 It has come to my attention that a 3000 square foot storage area is proposed on the second floor of T.J. Maxx. Although this does notaffect. the lot coverage figure, it does affect the gross floor area; 17 additional spaces are required for this area. By using the net leasable area figure, this 3000 square feet would require 12 more spaces since it is leasable area. Given the difference between the City's standards and nationally recom- mended standards, it might be an acceptable.alternative to desig- nate a number of spaces for future parking and landscaping them for a one ,year test period. This will achieve the goal of test- ing our parliing standard and improving the lot.. coverage of the property. Landscaping: A landscaping plan and bond valued at $20,000 is required. The plan meets this requirement with large 4 inch caliper Austrian pine and honey locust which are both salt tol- erant. Lot coverage: The proposed lot coverage is 93.58% with 6.42% landscaped. The lot coverage is decreased from the present 94.5%. r Traffic: Roger Dickinson has completed a revised traffic studs- for the retail addition. The additional trip ends are presented in Table I of his May 19,1.986 study (enclosed). During the a.m. peak hour, 33 additional trip ends will be generated; during the p.m. peak hour, 115 additional trip ends wi11 be generated. The levels of service are "D" at Home Avenue and at the outlet entrance drive, and "F" at Swift Street. By 1988, without the project, the outlet entrance will deteriorate to "E" and the other intersections will stay the same. Wig-h,the project, Home Avenue and the outlet intersection will be "E"-'and Swift. Street. will be "F". The analysis is contingent U-jpon the upgrade of O'Dell Parkway for a connection to Farrell. Stree . By modifying these intersections, the level of service can be brought to "D" at Home Avenue and the Outlet entrance and "B" at Swift Street. These modifications include optimizing signal timing and prohibiting left turns at Swift. Street and thereby reallocating that signal time to south bound traffic. During the p.m. peak, 70 cars use Swift Street for south bound left turns. While this is a local policy/engineering/planning decision, state approval of such a change is also necessary. The developer must contribute 3% towards the intersection improvement fund based on the total number of trip ends generated from this project during the peak hour. HEATHCOTE ASSOCIATES, SOUTH BURLINGTON FACTORY OUTLET EXPANSION, SHELBURNE ROAD This final plat application proposes the expansion to the existing mall for a 24,250 square foot T.J. Maxx clothing store and 2,600 square feet for an expanded mall area. The TJ Maxx addition has decreased slightly to allow an area for truck entrance and delivers. Two schemes are proposed to show the condition before and after the land exchange for the proposed Southern Connector. Both plans show the Chittenden Bank facility relocated to the northwest corner of the property. PARKING: The applicant proposes two parking schemes to indicate the pre and post Southern Connector conditions. I believe the actual number of spaces may be reduced by at least five in the rear areas. The front parking spaces are short a foot in every row creating a very tight parking lot. New parking spaces are shown perpendicul-ar--to-the—building--but no room is left for shoppers with carts to exit between the spaces. While the two schemes appear to improve the present deficiency in spaces, many of the spaces do not meet the 9' x 18' standard parking space requirement or the 8.5' x 16.5' compact space requirement. The maximum allowable compact car ratio is 25%; the developer proposes 31% and 29% in the two schemes. The University Mall compact car ratio is 7% in Phase I and 14% in Phase II. LOT COVERAGE: The proposed lot coverage is 95% in both schemes according to the plans. I will verify this by the meeting. The 01 maximum allowed under the ordinance is 70%.The proposed building covers 34% of the lot. The maximum allowed is 30%. The existing lot coverage is 94.5 %. LANDSCAPING: A $20,000 landscaping plan is required. The pro- posed landscaping plan shows the existing island areas replaced by diamond shaped planters. These planters reduce the parking space length and the sharp corners may make plowing difficult. The planters will be constructed as a ten inch high concrete curbed island and will be planted with a 2 to 2 1/2 inch caliper ash or honey locust. The proposed plantings are valued at approximately $14,000 installed. Although the landscaping plan is orderly, it is deficient by approximately $6000 in cost and quality. I would prefer to have 4 inch caliper trees planted to make up the difference. Furthermore, the ash is extremely intolerant to salt although parking areas may or may not be salted in winter. TRAFFIC: The applicant has submitted a traffic study prepared by Roger Dickinson of Fit zPatrick-Llewellyn. Craig Leiner has responded to this study. (See enclosed studies) In summary, two intersections were studied: Swift Street at Shelburne Road and the Factory Outlet/Sears intersection at Shelburne Road. Both intersections are currently operating at Level of Service "D". The Swift Street intersection will deteriorate to a Level of Service "E" with the proposed project and without the Southern Connector. Both consultants agree on this conclusion. The two disagree on the level of service in front of the Factory Outlet facility. Leiner believes the Level of Service will be "E" with an average delay �. of44 seconds. Dickinson believes the level of service will be D��with an intersection delay of 32 seconds. Leiner attributes this to the fact that Dickinson did not include a pedestrian crossing phase in his analysis. Both consultants agree that the exiting traffic from the Outlet Mall will be at a level of service "F" with a delay exceeding 75 seconds. At Leiner's request, Dickinson reanalyzed the level of service at Shelburne Road/Flynn Avenue intersection since it is a four way rather than a three way intersection. The levels of service appear acceptable to both consultants. Section 11.504 of the Ordinance requires that all apgxo.h_ lanes to the merest,.,x,,.gz l zed ntersections or those specified,,,bv the Commission shall have a Level of Service of "C" including the antid"tpat'ed impact of- the `fully 'developed PCD: BANK FACILITY: The applicant shows the relocated bank facility in the northwest corner of the property. The stacking lane is Fa G,.>lX Cam- o adequate for a maximum of tree cars before there is a conflict with parking spaces. Although the relocation of the bank does permit compact car spaces in its former location, it adds congestion and a new circulation pattern in the front of the property. OTHER: See Bill Szymanski's and Jim Goddette's comments. 3. LARKIN OFFICE, 408 SHELBURNE ROAD John Larkin has submitted a traffic study prepared by Roger Dickinson on the impacts of the proposed office building and existing restaurant on the former Fish Banke property. This is the same lot as Jude Chicoine's car wash below. As required by your motion on January 28, 1986, a traffic study had to be submitted within 60 days or the site plan is automatically denied. This submission meets that deadline. The traffic study prepared by Roger Dickinson indicates that 61 trips during the peak hour would be allowed under the Traffic Overlay Zone. The maximum number during the p.m. peak hour would be 46 from this project. The Flynn Aveune/Shelburne Road intersection will be level of service "C" with an without the project. The level of service at the project's exit will be "E". If separate right and left turn exit lanes are provided, the right turn will be "A", the left turn will remain at "E". Craig Leiner agrees with these conclusions. 4. JUDE CHICOINE, SEAWAY CAR WASH, 408 SHELBURNE ROAD Mr. Chicoine operates the Seaway Carwash on Bacon Street, just north of the Factory Outlet mall. His lease is not being renewed by Mr. Farrell. Mr. Chicoine is proposing to construct a new drive -through car wash facility with four self-service bays on the property owned by John Larkin. ACCESS AND CIRCULATION: The northern curb cut will be closed and all access will be from the centrally located, 35 foot wide, curb cut. Don Morley, from the Burlington Traffic Department, recommends a 30 foot wide curb cut. All work within the right -of way will require Burlington's approval. Circulation will be in a counter clockwise direction. Vehicles will enter the bays from the rear and will choose either a self 3 MEMORANDUM To: South Burlington Planning Commission From: William J. Parking spaces should all be standard at least 9' x 18' unobstructed in part by planters and all within the site. Designating spaces by small and regular is impossible to' enforce. 2. Designating Shelburne Road, the interstate highway and private property as snow storage areas is not acceptable. 3. Site drainage plan shall be submitted. 4. Comments of February 25, 1986 memo still apply. 3) LARKIN REALTY, 1185 S SHELBURNE ROAD 1. Shelburne Road at this location is a Burlington City Street. Curb cuts, curb closing, connecting to water and sewer will require permits from Burlington. 2. A sidewalk should be constructed along the frontage of this property. This must also be approved by Burlington. 3. A drainage plan shall be submitted for approval. 4. Restricting parking to compact cars is difficult to enforce. If the parking spaces were skewed they would accommodate all vehicles. 5. I would recommend the parking between the two buildings be skewed for ease of ingress and egress. 4) SEAWAY CAR WASH 1. Any work on Shelburne Street, such as closing curb cuts widening drives etc. will require a permit from City of Burlington. 2. Frontage should include a sidewalk. This would also require a permit from City of Burlington. 3. Method of handling site runoff should be shown on plan. 4. Water and sewer service is from the City of Burlington. Revised plans shall be submitted to the City Planner for approval prior to permit. 10. The revised final plat shall be signed by the Chairman of the Planning Commission and shall be recorded with the City Clerk within 90 days or this approval shall be invalid. 11. This approval is valid for 3 years. In reviewing the plans we found that the issue of parking is still one over which we had some questions. I recall that there were two theories presented as to the parking requirements; one involving gross space and the other involving gross leasable space. I believe that the Commission agreed with us as they have with the University Mall that the parking requirement should be based on gross leasable space. My recollection also is that the Commission is going to study this issue and write that change into the regulations. Has this happened? If so, I would appreciate a copy of the pertinent regulations.
