There will be changes to tha jug handle including a light at the
bottom of Carrigan Drive. 1� left turn from Williston Rd. to
Spear St. will be allowed with no jug handle. There will be
another access from Williston Rd. into the faculty parking areas
that will not use East Avenue. A lane will be added on East
Avenue. The university is donating rights of way and all land
involved. The plans will allow the bike path to come to Spear St.
and join a South Burlington bike path at a point where South
Bulrington wants it. It is hoped that jughandle work can be done
this coming year.
A total of 400 new parking spaces will be added, including 255 in
South Burlington. UVM owns the right of way through to the
Sheraton and East Avenue accesses. Mr. Jacob noted the Sheraton,
and South Burlington do not want the road to become a shortcut
through the Sheraton. He also noted that the Commission felt
there would be a lot of conferences and gatherings at the Sheraton
and this would be a good way to get people off Williston Rd. and
directly into the Sheraton. Mr. Pennaman said UVM wants to put a
lot of controls on it. They have to assure the Sheraton they will
not impact their buisness. This lot will be for commuter students
only, Monday -Friday. The road could be gated or have a card-
activiated access. This would allow the Sheraton or the City of
Burlington to use the lot when not used by students. The Univ-
ersity has agreed to dedicate Centennial Woods as a natural
conservancy. The lot could be used as another access to the
Woods.
Mr. Jacob asked if UVM expected problems with East Avenue
residents. The UVM people did not anticipate this. Ms. Pugh
suggested the lot might be used for overflow Gutterson parking.
Mr. Burgess felt the biggest problem will be traffic coming onto
Williston Rd.
Mr. Pennaman said the road and the lot will be lighted. The roads
will be full width with possibly a dedicated shuttle lane and bike
paths.
The question was raised if Burlington wants their part of the road
to be a city street, where would it end. This will be looked
into.
6. Revised Final Plat application of Heathcote Associates (Factory
Outlet Mall) to revise the front parking lot, Shelburne Rd.
Ms. Pugh asked why the Commission is considering changes to the
plan when the owners haven't yet complied with everything in the
stipulations.

Mr. Fitzpatrick said he will convey the Commission's concerns to
the owner.
Mr. Fitzpatrick outlined the current concern. People are having a
hard time getting into the Grand Union because cars are backing up
at the "chute" accesses. He felt the chutes could work but only
if people are polite, which, it appears not all are. The current
proposal is to widen the access points to make turning easier into
the parking areas. He noted that Grand Union is getting
complaints and their business is off significantly.
Mrs. Maher said there are just too many people coming into the
Mall and not parking in back where the Mall owners said they would
park. There is no signage to direct TJ Maxx parking to the rear.
Mr. Belter asked if anyone thought people would go to the rear
even with signs. Mrs. Maher said that was supposed to be THE
parking lot for the Mall. Mr. Burgess -,aid that wouldn't happen
unless they welded the front doors shut. Mr. Fitzpatrick said he
had suggested to the owners that they put an ad in the newspaper
showing a map of parking and parking lot circulation patterns.
But the immediate concern is to get the curbing changed to facil-
itate access to the parking.
Mr. Jacob felt visibility is also a problem as a driver can't
always see where there is a parking space to head for because the
lot is so flat.
The Grand Union Manager said they have had a lot of complaints.
He felt signage would help, but the main complaint is access to
the lot. He said business is down 2500 customers a week. He said
the lot has also become a raceway along the buildings because
people know no one will be coming out of parking areas.
Mr. Burgess stressed that Grand Union's problem is with the Mall
owner, not the Commission. The owner wants more customers than he
can provide parking spaces for.
Mr. Fitzpatrick said his preference is still for alternative #3.
Mr. Jacob advised them to get the appropriate signs up and see
what happens.
Ms. Peacock moved the Planning Commission approve the Revised
Final Plat application of Heathcote Associates to change the front
parking layout as depicted on a plan entitled "Factory Outlet
Center, South Burlington, Vermont, Site and Utilities Plan," pre-
pared by Fitzpatrick -Llewellyn, Inc, and dated March, 1989, last
revised 12/4/89, with the following stipulation:

1. The Final Plat shall be recorded within 90 days or this
approval is null and void.
Mr. Belter seconded. Motion passed unanimously.
Other Business
Noting that this was Mr. Jacob's last meeting as a member of the
Commission, Mrs. Maher read the following statement into the
record:
Mr. Chairman:
I would like the record to show that all the members of the Com-
mission extend to our esteemed colleague and chairman, Peter
Jacob, our grateful appreciation for his many years of service and
leadership. We not only appreciate his years of work on this
Commission, but we especially appreciate his many kindnesses to
all of us and his gentlemanly approach to leadership. No matter
how much or to what degree any one of us disagreed with him or
with each other, our chairman was able very skillfully to smooth
things over and keep us functioning on an even keel.
His ability to never hold a grudge, his ability to always speak
calmly and with great kindness should not be underestimated. Such
a person is not easily replaced, and we will miss him very, very
much.
We thank you, Mr. Chairman, we love you and we wish you much peace
and happiness in the future.
As there was no further business to come before the Commission,
the meeting adjourned at 10:25 pm.
