"4 Blair Farm Subdivision - The proposal is. to divide an existing farmstead of 100 acres into 5 lots - one for the existing farmhouse and barns and the 4 others for new single family dwellings. Three of the nronosed lots hive conformina road frontage - the two "back" lots W-3 & 4) have no street frontage and accessisproposed via private rights of way. The reservation of land along the south property line, for a future proposed East---est street in the Flan, should be required. TS Air North -Hangar - The a: count of landscaping is adequate although not fully sho:•m on the plan. This can be resolved administratively and should be as attractive as the present plantings in front of the existing Air North Hangar. Circulation and parking are o.k. ncc-�ss is also o.k., provid_ed an existing curb cut, used on an informal basis, is closed. #6 Burger King - This is a new application, to add a drive in to the recently approved conversion of Big Burner to Burger King. I believe the various' aspects of this proposal have been throurhly hashed out at the :previous site plan review. I -still maintain that it is impossible to provide the necessary parking, circulation area, or landscaping and approve this application. In addition, one of the major pointsof contention regarring access was the amount of new traffic to be generated by the franchise conversion; new traffic counts after Burger King is well established ,,iould verify or disprove the applicant's contentions. =7 UVM Pus Shelter - This proposal is subject to review under section 13.85, Sus Shelters, of the zoning ordinance. Mr. -Hart:, -said. he did not think there would.. be such development on the land yet.r ; r Site Plan Review, Air North'Hangar, Burlington International Airport Mr. James Lamphere represented Air North. He said this would be an expansion of the existing hangar and the parking lot would also be extended. The back of -the hangar will be used -for maintenance of airplane engines and will have a loading platform for parcels. The landscaping will .be continued and a new water line will be brought in to improve water -pressure for the sprinkler system. He pointed out where various underground cables went and said they wanted to keep the landscaping away from them. Mr. Lamphere also said that the landscaping shown was less than expected because they were limited; as to.where they could put it by the underground cables and the fact that the airport would not let them landscape 3 of- the 4 sides of -the building.; He said the landscaping will be placed so as to cut off traffic using an unauthorised curb cut on Airport Drive. Mr. Lamphere said they were adding 22-,500 square feet -of -space -in the building. .; Mr. Mona asked how many employees the expansion would add and was told it might be 8. Mr. Page felt a waiver of landscaping was warrented. Mr. Woolery moved that the South Burlington Planning Commission approve the site plan proposal of,Air North for a 27,000 sq` ft. hangar, as depicted on a plan entitled "Site Plan. .Hangar_additlon for —Air —North B.I.A. dram by itiemann-Laa�here_�rchitecsdated�July11, 1978,--eubject to the -following stipulations: 1. Site Plan Review, Drive in window addition -for Big Burger restaurant, Williston Road Mr. Poger asked Mr. Page about the status of this application since the commission recently approved a site plaA,for the property-. Mr. Page told him this was not an amended site plan, it was a new application. The previous plan is approved and underway. Mr. Mona asked if this was grandfathered for interim zoning. Mr. Page replied that the application previously included a drive in window and that they had received Zoning Board approval for a conditional use before interim zoning was enacted. They came to the Commission after interim zoning was in place but they were grandfathered. During the review process the applicants withdrew the drive in window portion of the application. There was some discussion of whether -tie proposal belonged before the Commission and Mr. Mona said he would like to insist that the Planner see if the application comes in under interim zoning or not and he added that he did not want to review it until they had that determination. Mr. Xona them moved that the City Planner in consultation with the City Attorney determine whether this application is subject to interim zoning or not. The motion was seconded by Mr. Erring and passed unanimously. Mr. Poger said that the Commission had not yet reviewed this new application and nothing had been presented to them, He told Mr. Collins that the Planner would let him know if the application was grand---' fathered, in which case he would come back, or not, in which case he would go to the Council for approval. - Review of bus shelter location on UVM property, West of Spear St. Mr. Page said this kind of application rarely came up and was not covered very much in the ordinances. It seems that the Commission can discuss the design and location of a shelter. He said that the structure was on skids and is 12' x 16, so it seems to be temporary and it is small. Mr. Poger brought up the question of the shelter's existence before approval was requested.
