1. The plan shall be revised prior to construction to show the
proposed bicycle pedestrian path extended to Williston Road as a
separate facility from vehicular traffic. The proposed location
shall be approved by the Citv Planner and Sheraton Inn prior to
construction.
2. The final design of the detention pond and culvert shall be
appproved by the City Engineer prior to construction.
3. Prior to the opening of the proposed 255 space parking lot, 240
space lot behind the VNA building and 100 unit faculty/staff
housing project, the applicant shall conduct an analysis to
determine optimal signal timing between the three traffic signals
impacted by these projects (Spear St, East Ave, and Sheraton/
Gaynes). The applicant shall be responsible for implementing the
siqnal timinq improvements recommended by the analysis.
4. Six months after the three projects referenced above have been
constructed, the applicant shall conduct an analysis to determine
whether a second left turn lane out of the Sheraton is necessary_.
If the Planning Commission determines a second left turn lane to
be necessarv, the applicant shall construct such lane.
5. A traffic signal shall be installed at the East Avenue/Carrigan
Drive intersection prior to opening the 255 space lot.
6. If at any time there is a concern that the new road is being
used as a "short cut," the applicant shall conduct an appropriate
analysis (e.g, license plate survey) at the Planning Commission's
request. If the analysis shows a high volume of "short cut"
traffic and the Planning Commission determines appropriate action
to limit such traffic is necessary, the applicant shall implement
any actions approved by the Planning Commission to discourage
"short cut" traffic (e.g., gates).
Mr. Craig seconded. Motion passed unanimously.
5. Public Hearing: Revised Final Plat application of FEP
Associates, C/o Champlain Financial Group for conversion of a
24,000 sq. ft. office/furniture store (former Agel-Corman Building)
to office/variety retail use, 518 Shelburne Rd. The 24,OOO sq_.
ft. building is part of a p.c.d. which_ includes_ a_ car_ wash
facility
Mr. Carroll said they will not be building anything. This is just
a change in use from one retail use to another. He noted that all
the land around the building is owned by others.

Mr. Carroll said the City of Burlington helped create the Odell
Parkway access problem and turned the lot into a free-for-all. He
said they would add some improvements for safety. He said when
the bank drive -up window goes, it would be logical to do something
to solve traffic and circulations problems. He added they have
improved fire access by removing one lane of parking and making
the remaining parking diagonal.
Citgo has a right of way in front of the building. The City
Planner wants it cleared off, and the developer has no objection.
Ms. Pritchard asked if the applicant will be opening Odell
Parkway. Mr Carroll said they will not and have no right to as
they don't own it. Ms. Pritchard raised the problem of traffic in
the East Woods neighborhood. Mr Burgess noted a request from the
City Council to assess the impact of opening Odell Parkway but
noted it is not the current applicant's problem.
Larry Williams, representing the Davis Company, noted there has
been a revised alignment of the access which shows curves now
rounded. They prefer this alignment.

2. The applicant shall contribute $3,184 to the Shelburne Road
Intersection Improvement Fund based on the 124 new peak hour trip
ends to be generated by this project.
3. The plan shall be revised to show a sidewalk along the
Shelburne Road frontage south of the entrance. The applicant
shall obtain approval from the City of Burlington to construct the
sidewalk.
4. The plan shall be revised to show that O'Dell Parkway and the
parking and landscape islands shall be lined with concrete
curbing.
5. A site drainage plan shall be submitted to the Citv Enqineer

for approval prior to permit.
6. A revised plan addressing the stipulations above shall be
submitted to the City Planner prior to recording the final plat
7. The revised final plat shall be recorded within 90 days or this
approval is null and void.
Mrs. Maher seconded. The motion passed unanimously.
As there was no further business to come before the Commission,
the meeting adjourned at 10:45 pm.
