Re: Findings of Fact, application of F.E.P. Associates, c/o
Champlain Financial Group, for construction of a 4,800 square
foot second floor addition for storage purposes to an existing
24,000 square foot office/variety retail building, 518 Shelburne
Road.
On the 16th of October 1990, the South Burlington Planning Com-
mission approved the request of F.E.P. Associates, c/o Champlain
Financial Group for Final Plat. approval of a revised plat under
Section 204 of the South Burlington Subdivision Regulations based
upon the following findings:
1. Since the Planning Commission approved the Revised Final Plat
on June 12, 1990 the applicant has discovered several significant
structural and operational challenges concerning the Agel Corman
building. Improvements need to be made to increase the drifting
snow load, to increase the efficiency of the HVAC and to increase
the mechanical space which is required to allow environmentally
sound rubbish separation. To make these expenses more feasible
and practical, the applicant is proposing to extend the existing
second floor all the way to the rear and raise the A/C systerri ten
(10) feet. This new addition will be 4,800 square feet in area.
2. Access: No changes in access to the plan approved on 6/12/90
are proposed. The plan submitted shows O'Dell Parkway as previ-
ously required.
3. Parking/circulation: No additional parking is required since
retail parking is based on retail floor area and the addition
will. be used for storage. Circulation pattern will not change
from the plan approved on 6/12/90.
4. Landsgaïż½jjg- The landscaping requirement is $4500. The
planting plan will meet this requirement.
5. Traffic: The original approval was based on a retail floor
area of 14,500 square feet. Since the retail floor area will not
be increased, traffic should not increase.
6. Other: One of the stipulations contained in the 6/12/90
approval was that a site drainage plan would be submitted to the
City Engineer for approval. The City Engineer met with the
applicant's consultant and recommended that a catch basin be
installed on the north side of the building and piped to other
existing catch basin on the west side of the building.
DECISION & CONDITIONS
Based upon the above facts, the revised Final Plat of F.E.P.
Associates, c/o Champlain Financial Group, for construction of a
4,800 square foot, second floor office/variety retail building as
depicted on a plan entitled, "O'Dell Parkway - Home Avenue Inter-
section, South Burlington, Vermont, Conceptual Entrance Plan,"
prepared by Graphic/Construction Management Services, Inc., and
dated 5/4/90 last revised 10/12/90, with the following stipula-
tions:
1. The stipulations contained in the 6/12/90 approval and not
superseded by this approval, shall remain in effect.
2. This approval is conditioned upon a maximum retail floor area
of 14,500 square feet as represented by the applicant. Any
increase in retain. floor area shall require approval by the
Planning Commission.
3. The revised final plat shall be recorded in the South Burl-
ington land record within 90 days: or this approval is null and
void.
