Dear Richard: This letter is in reply to yours of November 6, relative to whether the proposed sign for General Cinema would be considered an off -premise sign and therefore prohibited by the South Burlington Zoning Ordinance. I understand that the corporation will lease land from Mr. Farrell to the rear of the Grand -Way, and that he plans to erect the sign on Farrell lands in front of the Grand -Way near the Old Board sign and the sign for the car wash. It is my opinion that this proposed sign could be considered "on -premise". In a shopping center or unified commercial development such as this, where land is leased to individual operators within the complex, the premises can be construed to include the entire area developed for the various commercial enterprises.
