You recently received a letter from myself dated February 3. 1999 in response to the '`Kaigles Small
Citgo Replacement Inspection" report dated December 21. 1998 by Griffin International, Inc. Ir_ that letter, the
SMS stated that we were not requiring any additional work be performed in response to contamination found
during the piping replacement. However, I had been mistakenly under the impression that the piping
replacement had occurred at the Kaigles Citgo site (#92-1298), also owned by Champlain Oil, and also located
in South Burlington. Since contamination was discovered during the piping replacement, additional work will
be necessary at the Kaigles Small Citgo site. The SMS requests that Champlain Oil retain the services of a
qualified environmental consultant to perform the following:
• Further define the degree and extent of contamination to soil.
• Determine the degree and extent of contamination, if any, to groundwater. Initially, this may include
sampling of the two onsite monitoring wells. Samples should be analyzed by EPA Method 8021 B.
• Assess the potential for contaminant impact on sensitive receptors such as basements, sewers, utility
corridors, etc.
• Submit a summary report that outlines the work performed, as well as provides conclusions and
recommendations.
Please have your consultant submit a work plan and cost estimate or a site investigation expressway
notification form within fifteen days of your receipt of this letter, so it may be approved prior to the initiation of
onsite work.
Based on current information, the underground storage tanks at Kaigles Small Citgo are eligible for
participation in the Petroleum Cleanup Fund (PCF). You must provide written proof to the SMS that you hold

no other applicable insurance in order to receive reimbursement from the PCF. The owner or permittee must
pay for the removal and/or repair of the tank system and for the initial $10,000 of the cleanup. The fund will
reimburse the tank owner or permittee for additional eligible cleanup costs up to $1 million. All expenditures
must be pre -approved by the Agency or performed in accordance with the "Site Investigation Guidance"
expressway program.
The Secretary of the Agency of Natural Resources reserves the right to seek cost recovery of fund
monies spent at the site if the Secretary concludes that Champlain Oil is in significant violation of the Vermont
Underground Storage Tank Regulations or the Underground Storage Tank statute (10 V.S.A., Chapter 59).
