SITE PLAN APPLICATION #SP-10-05
FINDINGS OF FACT AND DECISION
City of Burlington/Burlington International Airport, hereinafter referred to as the applicant,
is seeking site plan approval to revise a previously approved plan to construct two (2)
additional parking levels to an existing three (3) level parking garage. The amendment
consists of dividing the project into two (2) phases, 1200 Airport Drive.
The Development Review Board held a public hearing on February 2, 2010. Jon
Lienwohl represented the applicant.
Based on testimony provided at the above mentioned public hearing and the plans and
supporting materials contained in the document file for this application, the Development
Review Board finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking site plan approval to revise a previously approved plan to
construct two (2) additional parking levels to an existing three (3) level parking garage.
The amendment consists of dividing the project into two (2) phases, 1200 Airport Drive.
2. The application was received on January 22, 2010.
3. The owner of record of the subject property is the City of Burlington.
4. The subject property is located in the Airport Industrial Zoning District.
5. The plans submitted consist of a six (6) page set of plans, page two (2) entitled
"Parking Expansion Project 2 Burlington International Airport", prepared by Freeman
French Freeman, dated 3/11/2009, last revised on 1/5/2010.
The site plan for the expansion was approved on December 16, 2009. The applicant is
now requesting approval to split the extensive expansion into two phases, with certain
related infrastructure improvements to also be split accordingly.
The applicant is proposing:
Phase 1:
■ Construct two additional parking levels over the northerly end of the existing
structure (see renderings for demonstration of what the building will look like at
the completion of phase 1);
■ Total additional square footage of this phase to be 199,288 gross square feet for
612 parking spaces;
■ Total building cost for this phase of $14,808,000;

■ Landscaping costs for this phase of $365,750;
■ Pay all traffic impact fees for the entire project (based on 137 additional vehicle
pm peak trip ends; see condition #8 of original approval);
■ Pay $63,473 for improvements to the Williston Road/Airport Drive intersection
(see condition #9 of the original approval);
■ Construct the three (3) crosswalks on Airport Drive.
Phase 2:
■ Construct two additional parking levels over the southerly portion;
■ Total additional square footage of this phase to be 232,884 gross square feet for
758 parking spaces;
■ Total building cost for this phase of $20,581,000;
■ Landscaping costs for this phase of $299,250;
The Board has no concerns with respect to the proposed phasing of the project.
The applicant is working with the Director of the Recreation Department and the
Recreation Path Committee with respect to recreation path improvements that were to
be included in the previous approval based on recommendations by the Recreation Path
Committee but were somehow omitted from the final set of plans. The Recreation Path
Committee discussed this at their meeting on Monday, February 1 s' and determined that
the plans as submitted are acceptable.
DECISION

approve Site PI n Application P-10-05 of the City of Burlington/BIA sub' ct to the
following conditions:
1. All previous approvals and stipulations which are not superseded by this approval
shall remain in effect.
2. This project shall be completed as shown on the plans submitted by the applicant
and on file in the South Burlington Department of Planning and Zoning.
3. The applicant shall obtain a zoning permit for phase I within six (6) months of this
approval. The Development Review Board grants a period of five (5) years for
approval of phase II of the proposed development. At such time as the five years is
reached and the applicant has not sought a zoning permit for phase II, they shall be
eligible, per Section 17.04 of the South Burlington Land Development Regulations,
for one (1) extension to an approval if the application takes place before the approval
has expired and if the Development Review Board determines that conditions are
essentially unchanged from the time of the original approval. In granting such an
extension, the Development Review Board may specify a period of time up to one (1)
year for the extension.
4. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer
prior to use of each phase of the expanded parking garage.

5. Any change to the site plan shall require approval by the South Burlington
Development Review Board or the Administrative Officer.
