PROJECT DESCRIPTION General Project Description (describe what you are proposing): Material excavated from ai!port construction projects will be placed in the former quarry on the BTV property. The resulting fill will encompass 19 ± acres and raise the grade from Q'to 20'± at the deepest location. The proposed grading plan reflects 328,000 ± cy of material added to the site. This will consist of 238,000 ± cy of waste from the Vermont Air National Guard (VTANG) Taxiways D, F, and apron, and the remaining 100,000 ± cy volume from the BTV Taxiway B and Taxiway G projects. Material placed in the quarry area will be free of bituminous asphalt pavement or regulated hazardous material. Turf will be established once the fill is placed. No new impervious surface will be created. All stormwater runoff will be contained within the limits of disturbance and infiltrate as is does under the existing conditions. Material from the Taxiway Q project will be trucked to the quaEy using AiMort Drive and then on -airport access routes via a contractor gate. Material from the Taxiway B project, and 75% of the material from the WANG projects, will be trucked to the quarry using on -airport access routes. The remaining 25% of the material (60,000 ± cy) from the WANG projects will be trucked from the WANG site to the Quarry via National Guard Road; Aitport Parkway; White Street, AiMort Drive; Williston Road; Valley Road. b. Existing Uses on Property (including description and size of each separate use): The fill area is the inactive quarry on BTV owned property. c. Proposed Uses on property (include description and size of each new use and existing uses to remain): The proposed project will not change the use of the BTV property. d. Other (list any other information pertinent to this application not specifically requested above, please note if Overlay Districts are applicable): Construction on the Taxiwgy B and Q projects is anticipated to occur from mid -April to mid -December over a two-year period. Work will be performed Mondgy through Friday between 7arn and 7pm, and Saturdqys between 8am and 1pm. Work on the WANG projects is anticipated to take place year-round, weather permitting, over a two-year period. The WANG work will be performed MondU through Fridgy, 7am to 7pm. The associated Ouqr!y Fill work will coincide with these schedules. i. Burlington and ACT 250 Permit Applications Stantec completed the following analysis to estimate additional truck trips on the South Burlington road network resulting from construction activities for the realignment of Taxiway G. Construction is anticipated to occur during the 2017 and 2018 construction seasons. This memo documents the assumptions used to estimate truck trips. 1. Method a. See attached material volumes to be removed from construction site and transported to quarry on Airport property (See attached plan named BTV Taxiway G Construction Truck Routes). Truck trips were estimated by assuming 12 cubic yards per truck load. As the plan shows, it is anticipated that the only South Burlington Roadway these trucks will travel on is Airport Drive. b. See attached for estimated material/truck trips to be hauled to the construction site (See attached plan named BTV Taxiway G Construction Truck Routes). Trips shown on turning movement diagrams were distributed by assuming 1/3 of the material would come from the quarries or paving plants in Williston and 2/3 of the material would come from the quarries/paving plants in Winooski/Colchesfer. c. The hourly trip generation was broken down from 2017 and 2018 construction season totals by assuming a 21 -week construction season, 6-day work weeks and 1 0-hour days. d. Variations in truck volumes were further broken down into volumes based on anticipated construction phasing. All hourly truck trips generated by the taxiway relocation project shown on the attached turning movement are based on the peak period (most construction phases occurring simultaneously). A graph showing anticipated variation in hourly trips over the construction period is attached. Please note that for much of the construction season, the hourly truck trips are much lower than those reported on the turning movement diagrams. In addition, we assumed a similar variation pattern for both the 2017 and 2018 construction seasons. e. South Burlington Development Review Board Meeting Participation Guidelines The Development Review Board (DRB) presents these gcudelines for the public attending Development Review Board meetings to insure that everyone has a chance to speak and that meetings proceed smoothly; The DRB is a Quasi -Judicial Board that oversees the approval of development projects within the City It is made up of citizens appointed by the City Council.
