That the proposed use is consistent with the health, safety and welfare of the City of South Burlington and standards 2, 3 and 4 of Section 5 of the Interim Zoning Regulations. 2. That the proposed use is consistent with standards and 5 based on the evidence submitted by the applicant. 3. BURLINGT0N, VERMONT "Little House Antioues" Proposal 8 6 2- 5 4 8 B Proposal to open and operate an antique shop at 400A Shelburne Road, a 12 x 20 foot existing building located adjacent to The Ski Shop, and next to Arthur Treacher's. "Little House Antiques" will be a retail establishment, operating between the hours of 9AM - 5PM, Monday through Saturday, offering a general line of antiques. "Little House" is an outgrowth of The Ski Shop, which has been offering antiques as a side attraction for several years. As such, employees of The Ski Shop will serve "double -duty" as clerks for Little House, so there will be no increased employee traffic to the Ski Shop/Little House complex with the exception of a general manager/partner. The antique business in general is a very low traffic -generating profession. The Little House estimate.of 2-4 cars per hour, even during the peak traffic hours and summer season, is indeed on the high side. Most antique dealers generate less than our estimate. (Please see attached references.) In fact, The Ski Shop itself averages only 4-5 cars per hour during peak season (winter), and - The Little House's high estimate of 2-4 cars per hour is based on the hope that we will attract the overflow from The Ski Shop. It is our expectation that our highest traffic flow will be walk- ins from Arthur Treachers, The Ski Shop, and possibly Sherwin Williams. Thus in reality, we foresee no real increase in traffic pull -offs from Shelburne Road than already exist. Parking facilities for the combined Ski Shop/Little house traffic are more than adequate, especially considering that the peak seasons for the two businesses are opposite. (Winter for The Ski Shop, Summer for Little House.) At any rate, the highest (and perhaps wishful) combination of traffic we could expect in any given hour, any given season, would be 6-8 cars per hour. Combined parking facilities equal 31 spaces, and please notice, there are four access entrances to the two shops ... two off Shelburne Road and two off Proctor Avenue. Also, there is an existing traffic light on Shelburne Road at Flynn Avenue, which already effectively thins and regulates traffic in the area. It is this existing walk-in traffic we hope to attract. The walk-ins, coupled with the out-of-state dealers we hope to service on a wholesale basis, will be the mainstay of our business. III GTON, VERMONT 0 8 6 2- 5 4 8 8 Little House Traffic Estimates Proposal Little House estimates to draw an average of two to four cars per hour during peak summer season. The range includes, - hoped -for overflow from the Ski Shop's average 4-5 cars per hour. Estimates based on research and interviews with several dealers, for example: 1. Ethan Allen Antique Shop, 1625 Williston Road. Mrs. Merrill confirms the fact that the antique business is' generally a low -traffic venture, and quite unpredictable, though she feels that an estimate of 2-4 cars per hour is morethanadequate. In her many years of operation on high - traffic Williston Road, she has averaged from one car per day to 30 cars per day ... well within Little House's estimate of 2-4 cars per hour based on an 8-hour day. 2. Soft Touch Antiques, 161 Main Street, Downtown Burlington. Soft Touch thinks the Little House estimate of 2-4 cars per hour is high, credible only because of the hoped -for overflow from the Ski Shop. They average only one or two customers per day. 3. Triangle Trading Post, 79 Archibald Street, Burlington. The Trombley's feel that 2-4 cars per hour on Shelburne Road is a fair estimate, though they do not draw that many at their Archibald Street location. 4. Flashback Antiques, 1475 Shelburne Road, South Burlington. Terry Marshall feels the Little House estimate of 2-4 cars per hour is probably high. She feels our greatest traffic will be generated by walk-ins from the Ski Shop, Arthur Treachers', and possibly Sherwin Williams. White House Antiques,914 North Avenue, Burlington. Mrs. Graves feels that the Little House goal of 2-4 cars per hour is realistic, though perhaps high for the average antique operation. 6. New England Antiques, Route 7, Charlotte, says it is well known and generally accepted among antique dealers that retail sales are drastically down in the business. Dealers are relying on revenues from shows, auctions and other dealers to survive. Rita Massa says she averages about one car per day in the peak summer months of July and August ... and this winter has not seen more than 2-3 customers per month. It appears that the Council is concerned about peak hour traffic within the area of the proposed antique shop.I sug-est that a count be conducted between 7:30 and 9:00 A.M. and also during the peak evening hours - 4:30-6:00 P.M. The Council is also concerned with the number of curb cuts to the property. Some- one should investigate this, maybe reconstruction of the openings and eliminating one or two is the answer. I feel the Council is interested in improving the area. It is in your best in- terest to have the present situation reviewed and forward possible improvements to the Council before the next meeting on April 7, 1980.
