Associate Planner Brian Robertson and Administrative Officer Raymond Belair, referred to herein as Staff, have reviewed the plans and have the following comments: ZONING DISTRICT & DIMENSIONAL REQUIREMENTS Table 1. N I zoning compliance n/a coverages are unknown for the Airport's property SITE PLAN REVIEW STANDARDS Section 14.06 of the South Burlington Land Development Regulations establishes the following general review standards for all s ite plan applications: (a) The site shall be planned to accomplish a desirable transition from structure to site, from structure to structureY and to provide for adequate planting, safe pedestrian movement, and adequate parking areas. Staff feels the proposed project accomplishes a desirable transition from structure to site and from structure to structure. This site is part of the Burlington International Airport, so the proposed structure will be integrated with the surrounding structures. The layout of the proposed project provides for adequate planting and pedestrian movement. The parking for the airport is provided by the parking garage, so additional parking will not be required. (b) Parking shall be located to the rear or sides of buildings to the greatest extent practicable. The parking spaces on the subject property are already in existence. CITY OF SOUTH BURLINGTON 3 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING \drb\sit\burlinqton airport\terminal expansion.doc (c) Without restricting the permissible limits of the applicable zoning district, the height and scale of each building shall be compatible with its site and existing or adjoining buildings. The height of the proposed structure will be 35'. Newly installed utility services and service modifications necessitated by exterior alterations or building expansions shall, to the extent feasible, be underground 1. Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services, and service modifications shall be underground. (e) The DRB shall encourage the use of a combination of common materials and architectural characteristics, landscaping, buffers, screens and visual interruptions to create attractive transitions between buildings of different architectural styles. Staff believes that this requirement is being met through the proposed project. Proposed structures shall be related harmoniously to themselves, the terrain, and to existing buildings and roads in the vicinity that have a visual relationship to the proposed structures. Staff feels the proposed structure relates harmoniously to the existing buildings on the airport property. Site plan applications shall meet the following specific standards as set forth in Section 14.07 of the South Burlington Land Development Regulations: (a) The reservation of land may be required on any lot for provision of access to abutting properties whenever such access is deemed necessary to reduce curb cuts onto an arterial of collector street, to provide additional access for emergency or other purposes, or to improve general access and circulation in the area. Staff does not feel it is necessary to create any additional access points to the properties that abut the subject property. (b) Electric, telephone and other wire -served utility lines and service connections shall be underground Any utility installations remaining above ground shall be located so as to have a harmonious relation to neighboring properties and to the site. Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services, and service modifications shall be underground. (c) All dumpsters and other facilities to handle solid waste, including compliance with any recycling or other requirements, shall be accessible, secure and properly screened with opaque fencing to ensure that trash and debris do not escape the enclosure(s). No additional dumpsters will result from the proposed project. (d) Landscaping and Screening Requirements CITY OF SOUTH BURLINGTON 4 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING \drb\sit\burlington airpoffiterminal expansion doc Pursuant to Table 13-9 of the Land Development Regulations, the minimum landscaping requirement for the proposed expansion is $36,915. The applicant is not proposing any additional landscaping on the subject property. The applicant is proposing to construct a $243,000 screening wall in lieu of landscaping. It is staff's opinion that the substitution of the wall for landscaping is acceptable. This substitution is allowed under Section 13.06(G)(3) of the Land Development Regulations. 2. The Board approves the substitution of a screening wall for landscaping pursuant to Section 13.06(G)(3) of the Land Development Regulations. Lighting The lighting proposed by the applicant is adequate. Although the proposed fixtures are not in compliance with Appendix D of the Land Development Regulations, that applicant has demonstrated that the proposed fixtures will not result in lighting levels spilling over the airport property lines. Traffic Traffic impacts related to the airport have been reviewed in conjunction with the parking garage, so they are not applicable to the proposed project. Other The City Engineer reviewed the plans and provided comments in a memorandum dated May 26, 2005.5 (attached). 3. The plans shall be revised to comply with the requests of the City Engineer. as outlined in his memorandum dated May 26, 2005, prior to issuance of a zoning permit. RECOMMENDATION Staff recommends that the Development Review Board approve Site Plan application #SP-05-22, conditional upon the applicant addressing the numbered items in the "Comments" section of this document. DEVELOPMENT REVIEW BOARD 7 ..TUNE 2005 Members questioned the Fire Chief s request that there be no parking near the 6-story building. The applicant wanted time to think about this. Mr. Kupferman asked about stormwater control. The applicant said a submission has been made to the City on that, and they do not yet know the city's response. Mr. Belair will check on this. A question was raised as to whether the retaining wall is to be counted as landscaping. Mr. Belair noted they are $6500 short in landscaping. Mr. Dinklage felt the wall allows for the expansion of parking; it does not beautify the area. Members wanted more detail on the wall, including final design and when it will be built. Ms. Quimby then moved to continue Final Plat Application #SD-05-41 until 19 July 2005. Mr. Bolton seconded. Motion passed unanimously. 9. Site Plan Application #SP-05-21 of Burlington International Airport to install a 20,000 gallon above -ground fuel tank, Valley Road: Mr. Baccigalupo said the tank will go next to existing tanks. The question of landscaping was raised. Mr Baccigalupo said screening is an issue because of FAA regulations. Mr. Dinklage said staff recommends landscaping elsewhere on the Airport property. Mr. Baccigalupo suggested "banking" it for later use. Mr. Belair said the Board has never done that. The applicant agreed to workout $2100 worth of landscaping on the Airport site. Ms. Qumby moved to approve Site Plan Application #SP-05-21 of Burlington International Airport subject to the stipulations in the draft motion. Mr. Bolton seconded. Motion passed unanimously. 1 Site Plan Application #SP-05-22 of Burlington International Airport to expand the existing 25,180 sq ft airport terminal building by 9,475 sq ft for a total of 34,655 sq ft, 1.200 Airport Drive: Mr. McEwing noted the square footages are wrong: the existing is 111,985, and the addition is 9425 for a total of 121,410 sq. ft. This is the final phase of development at the north end of the Airport. Passengers won't have to walk on the tarmac to get to any planes. Mr. McEwing showed what is already built and what will be constructed. He also showed the location of a retaining wall all the way to the FAA building instead of a chain link fence. It was noted that the wall fulfills landscaping requirements as it provides screening. -5- DEVELOPMENT REVIEW BOARD 7 .TUNE 2005 Ms. Quimby moved to approve Site Plan Application 9SP-05-22 of Burlington International Airport subject to the stipulations in the draft motion. Mr. Bolton seconded. Motion passed unanimously. 11. Sketch plan application #SD-05-40 of Wesco, Inc, for a planned unit development consisting of: 1) razing an existing service station with convenience store facility, 2) constructing an 1894 sq ft convenience store with a 12-seat short-order restaurant, 3) constructing a 24'x50' canopy, and 3) replacing two gas pumps with four fueling positions (service station use), 1041 Shelburne Road: Mr. Simendinger said they see this as a chance to fix up the property. Mr. Belair noted the overall coverage will be going up. Mr. Dinklage said the traffic is appalling and will go up to 101 trip ends. Mr. Simendinger said they feel it won't go up. Mr. Dinklage said the city used the ITE manual uniformly throughout the city. He felt the trip, ends were totally unacceptable. Mr. Belair noted they are also asking for a 40% parking waiver. Mr. Kupferman felt the site is so tight he couldn't how they would get any more in there. Other members agreed. Other Business: Mr. Kupferman noted he will be away on 5 July. If there is to be a deliberative session, he would like to see the tapes of that meeting so he can participate in the discussion. The existing parking lot for the FAA building will be restriped and the number of parking spaces for this building will be reduced by 58 from 100 to 42. The FAA has announced the elimination of 40 jobs at the Burlington International Airporttherefore reducing the employee parking requirements for this building.
