Dear Neighbor,
At the upcoming meeting (Monday, September 9) of the South
Burlington Zoning Board of Adjustment, I plan to speak against
granting "a variance to operate a dance studio" at the home of
Anthony and Lillian Gamache, 11 Sebring Rd. My objection to
granting this variance is based on two factors, safety and
nuisance.
First, generally I think it is fundamentally unwise to mix
business and residential properties in the same neighborhood. This
is particularly true if the business enterprise involves a degree
of auto traffic and associated parking needs. The quality of life
that most persons come to enjoy in residential neighborhoods can be
greatly reduced by innumerable and often unpredictable side effects
of locating a business in its midst. I believe we should be
extremely cautious before embarking on any business venture that
can potentially threaten the ambiance that we have come to
appreciate in the Laurel Hill South area.
Second, I have a concern for the safety of Laurel Hill South
residents particularly young children on Sebring Rd. who will be
threatened by the increase of traffic and parking requirements
associated with operating a dance studio. Since Sebring Road does
not have sidewalks the street becomes a pathway not only for autos
but for children and adults. Children at play, adults jogging and
walking, and bicyclists all use the street in increasing numbers.
Residents on Sebring Rd. are aware of this and drive their cars
accordingly. Typically outsiders to a neighborhood are not as
sensitive to these potential dangers and can become inpatient with
delays caused by a child's tricycle or an unaware walker. Auto
traffic and associated hazards will greatly reduce the quality of
life on Sebring Road.
Third, the Gamache's own a dog whose mission in life seems to
be to bark at everything from a garbage truck to a falling leaf.
Over the past several years neighbors, including ourselves, have
complained to the Gamaches or the South Burlington animal control
officer about its barking and meandering habits. It does not take
much imagination to anticipate this dog's reactions to the comings
and goings of parents, young children, and of course their
motorized vehicles. This is an already existing nuisance that
would become even worst if approval of this variance is granted.
Therefore, I urge your support in preventing the approval of
this variance request. It seems we open up our neighborhood to
greater risks that will further reduce the quality of life we all
have come to enjoy on Sebring Road. The Zoning Board meeting is
scheduled for 7 p.m. in the City Hall conference room.

Past history: August 17, 1967, City issued a permit to Gordon
Hurley allowing for addition of garage and family/recreation
room. Hurley's operated a dance studio which did not comply to
Zoning regulations. City pursued legal action. Studio relocated
to 595 Dorset Street (southerly of City Hall).
Studio operated in early 1970's.
Presentation Requirements:
In the mid to late 1970's, the previous owners of our current home at
11 Sebring Road, So. Burlington, built a one floor addition, aprox. 600 sq.
feet in size, off the main house, in order to operate a dance studio. I
would like to reopen it as such, and am submitting this application for the
purpose of doing so. I believe that due to the zoning regulations in a
neighborhood, I must seek a varience.
2. After speaking with Mr. Ward, he suggested that I file for a varience.
The fact that the studio hadn't operated for so many years, was the reason
which he cited, as well as the fact that he was unclear as to whether or not
the previous owners had, indeed, recieved approval form the Planning Committee,
to operate the studio. However, after checking with several neighbors, I
learned that it was operational for quite some time. As you can see from
the photos, the house is situated to be very condusive to a studio, and has
easy "in and out" car access.
3. I would like to operate my dance studio on Saturday's from aprox. 9:00
a.m. until 2:00 P.M. The classes will be child/beginner oriented. I have
included. a tentative class schedule. Classes will be held in accord.ence to
the public school year calender le. September to mid June. Columbus Day,
Thanksgiving, Christmas, New Year's and spring vacation saturdays will be
scheduled. off. Eventually, I would. like to take a "step aerobics" teacher's
class, and. possibly offer it through the studio. This might mean extending
Saturday classes an hour, or offering an additional day, such as Tuesday or
Thursday, for an hour,or two. However, this is only a possibility which I

would like to mention, seeing that I am not qualified to teach "step at this
time, but would like the flexibility of pursuing.

Therefore, because of the fact the studio was operational before, and the
nature of my operation ( being that it would be very limited hours -wise)
I feel that I would not be creating unnecessary hardship.
4. Again, since the studio existed before, and I propose to be a small
scale studio, I will not alter the essential character of the neighborhood.
There are several registered daycares in the neighborhood, which I consider
comparable to
this studio, and none
of them detract
from the public welfare
of Laurel Hill
South. In fact, they
offer a needed
service to many families,
and I hope to
offer the same kind of
service. Dance
is a good form of exercise
and discipline, which many neighborhoods have offered through in home studios
as an entry/introduction to the art, without the costly need. for membership
dues Ptc.
5. I do not intend to alter the interior or exterior of our home in order to
operate. The studio room is already appropriate for dance classes, as is the
driveway, and
enterance
to the house. Also, I
have discussed. the hours,
and
calend.er year,
which are
not overly burdensome
to the area. Therefore I
feel
that if a varience is authorized, it will represent the minimum modification
of the zoning regulations.

Dear Mr. Ward,
I would like to reopen a dance studio that existed in my home several
years ago under the direction of Mrs. Hurley. I live at 11 Sebring Road
in South Burlington, and am hoping to reopen it this September.
The dance space is actually an addition of about 600 square feet that
was built specifically for the purpose of housing a studio. Mirrors, pan-
eling and overhead lighting are already in place from her previous dance
center. The house has a very large circular driveway, with an additional
driveway leading into the garage which would allow for ample parking, as
well as easy access in and out of the studio. I have enclosed several
pictures to illustrate this for you.
The woman that I spoke to on the phone suggested that I write a letter
to you about these plans, in order to reactivate a "home occupancy" license.
I am hoping that this will not be a problem, as I am looking forward. to
reopening next month.
