MOTION OF APPROVAL
That the South Burlington Planning Commission approve the site
plan application of Dennis Demers for construction of a 4800
square foot airplane hangar for private planes at the southern
end of the airport as depicted on a 4 page set of plans entitled
"Dennis Demers Airplane Hangar, Burlington Airport, Burlington,
Vermont" prepared by J.G. Architects dated February 7, 1986 with
the following stipulations:
1. A $1500 landscaping bond shall be posted prior to permit.
2. The water line relocation shall be reviewed and approved by
the City Water Department prior to permit.
3. Prior to permit, final planSshall be submitted to the City
Engineer for approval depicting detailed design of the relocated
leach field, site grading, drainage and utility relocation.
4. Access to this hangar shall be.from the Air National Guard
Road off of Williston Road until alternative access parallel to
to Williston Road is constructed by the Airport.
5. The relocation of the fire hydrant shall be approved by
South Burlington Fire Chief prior to permit.
6. The building permit shall be obtained within 6 months.

GENERAL: There are a number a mistakes on the plan. These
should be corrected prior to permit.
ACCESS AND CIRCULATION: Access is proposed from one 24 foot wide
curb cut on Gregory Drive. Circulation is allowed on three sides
of the building. The driveway narrows to 20 feet at one corner
although the plans label it as 22 feet; this should be at least
24 feet.
PARKING: Fifty-two parking spaces are proposed to meet the
requirement of one space per 250 square feet for a 10,000 square
foot office. Twelve spaces of this ate for the commercial -retail
portion of the business.
The parking aisles are incorrectly shown at 22 feet and should be
24 feet wide. Also, the spaces are not the length that is
labeled. Double loaded parking aisles and spaces should be 60
feet wide.
LANDSCAPING: The two phase plan requires a $7500 plan in phase
one and a a $13,500 plan in phase two. The plan does not distin-
guish between Phase I and II plantings and is undervalued by
$8000. This should be revised.
LOT COVERAGE: The plan shows a 60% lot coverage. This will
change when the parking lot is drawn correctly.
TRAFFIC: The proposed use will generate 35 new trips daily.
Assuming -all of these occur during the peak hour, they will not
exceed the 45 trips that were approved for the two lots in Park
and Fly. I will have traffic information on the entire
subdivision available at the meeting.

6.,D,ENNIS DEMERS, BURLINGTON INTERNATIONAL AIRPORT
Mr. Demers proposes to construct a 4800 square foot airplane
hangar for private planes at the southern end of the airport. The

ACCESS AND CIRCULATION: According to Act 250 and City
stipulations, the road from Williston Road leading to this area
may only be used by Brockway employees and to serve two hangars
in the area. Therefore, access for this hangar should be through
the airport from National Guard Road.
Circulation is shown on two sides of the proposed hangar. It
will be on all sides when a future road connection between the
Air Guard Road and the Brockway/Tate Road is constructed. (See
map)

PARKING: Three parking spaces are proposed on the leased land
for this new hangar.
LANDSCAPING: The estimated construction cost is $50,000. This
seems somewhat low. If accurate, the plan depicts an adequate
amount of landscaping with 15 cedars and 7 maples.

7. PRATT AND WHITNEY/NORTHERN AIRWAYS, 1150 Airport Drive
The applicant proposes to construct a 2800 square foot addition
to the existing Northern Airways building for Pratt and Whitney.
A similar proposal was approved by the Commission in August,1984
for a larger building and parking lot renovations; it was never
constructed.

PARKING: The plan proposes 94 existing parking spaces.
LANDSCAPING: The $100,000 addition requires a $3000 landscaping
plan and bond. The plan shows approximately $2500 worth of
landscaping. Five new norway maples are shown in the front lawn.
This may be on City owned property and should be checked. If
there is adequate space, these could be increased in size or
number to make up the deficiency in cost. A revised plan should
be submitted prior to permit.

8. HICKOK AND BOARDMAN, ORDINANCE INTERPRETATION
Bill Rowell has asked for an interpretation of section 16.202 of
the Zoning Regulations that permits light manufacturing in the
Industrial -Agricultural district. The Lane Press is considering
the former Mitel building on Hinesburg Road and requests that
they be considered a permitted use under this section. Dick Ward
and I were reluctant to agree with this interpretation since
other sections of the ordinance clearly distinguish between
light -manufacturing and printing. Mr. Rowell or a representative
of Lane Press should be present to explain some of the features
of this business that preserves the intenc of the I-Ag zoning.

5. Cars outletting onto public streets after being washed create
a road and sidewalk freezing problem. This we know from experience
on Williston Road. It should be the responsibility of the operators
to apply deicers when this becomes a problem.
5. R.P.M. DEVELOPMENT/MARQUIS
1. Water service shall run direct to main instead of askew as
shown.
2. Because of a 15 foot grade difference the parking lot runoff
will be at a high velocity. It should be intercepted and piped
into the street system.
3. Entrance shall include a depressed concrete curb.

1. The airport should undertake some planning in this area so
that at the very least utility line can be placed where they will
not conflict with future buildings.
2. Water line relocation shall be reviewed by City Water
Department.

Mr. Burgess seconded the motion which passed unanimously.

planes located in the Industrial -Commercial area at the
southern end of the Burlington International Airport
Mr. Jacob asked Mr. Veeman what the access to the building
will be. Mr. Veeman said a proposed road will be put in by
the Air Guard. A fence will be moved back about 20 ft. The
water line and fire hydrant will also be moved. A propane
tank will be completely eliminated. The building will be 60'
x 801. There will be a concrete skirt with 3 parking spaces
in front. Mr. Demers will be his own contractor. Mrs. Hurd
asked if the airport is aware that traffic will go over the
runway until the new access is built. Mr. Veeman said they
are.

Dear Mike,
In response to your concern of rental car ready spaces affecting the
amount of available space for the public in the short term parking lot,
I offer the following:
There are 590 spaces in the short term lot. Of those, seventy have always
been_ reserved for employee parking. With the acquisition of a portion of
the old Montair aircraft ramp, employee parking was relocated and those
seventy spaces were changed to rental car ready spaces. Also, an
additional 128 spaces were provided for long term parking.
Basically, the amount of public spaces in the short term lot has never
changed, only the use of those seventy reserved spaces changed.
Presently there are 520 short term and 128 long term spaces available for
public use, which appears to be adequate. It has been our experience that
vehicles park on Airport Drive even when space is available in the short
term lot, most likely to avoid parking costs.
