MOTION OF APPROVAL
That the South Burlington Planning Commission approve the site
plan application of F.H. Adams & Company to construct a new 9000
square foot building at the Burlington International Airport
property, as depicted on a plan entitled "F.H. Adams Company,
Federal Express Project," prepared by E.F. Wall & Associates,
Inc., dated March 10, 1987, last revised July 28, 1987 with the
following stipulations:
1. An intersection improvement fee of $40.00 must be paid to the
City prior to permit.
2. A sewer allocation of 60 gallons per day shall be made and a
$2.50 per gallon fee shall be paid prior to permit.

3. A landscaping bond of $8.400 shall be posted prior to permit.
A revised landscaping plan must be submitted to and approved by

That the South Burlington Planning Commission approve a six
month extension to the site plan approval of:
a) 3060 Associates for construction of a 5000 square foot
addition to the building at 3060 Williston road as approved
August 11, 1987. All stipulations in that approval remain
in effect. The building permit shall be obtained within
6 months of February 11, 1988 or this approval is null and
void.
b) Ralph Goodrich for operation of a quarry at Green Acres
on Hinesburg Road as approved August 11, 1987. All stipulations
in that approval remain in effect. The permit shall be
obtained within 6 months of February 11, 1988 or this
approval is null and void.
c) F.H. Adams for construction of a 9000 square foot building
at the Burlington International Airport for Federal Express

Mr. Ewing moved that the South Burlington Planning Commission approve the
plan application by W.A. Sandri, Inc. for a car was service station

Williston Road, prepared by R.G. Blanchard Design Associates, dated

Mr. Walsh seconded the motion. Mr. Behn was told the landscaping bond

Mr. Spitz said the request had been withdrawn.
Sketch plan review of proposal by Kravco. Inc. for renovation of the
Grandway building into an enclosed shopping mall
Mr. Spitz said the building would be divided into smaller stores inside
and that he felt it should be reviewed as a commercial complex under the
city's subdivision regulatione.Beoause it is an existing building, it could
be considered as a revised plan. He said there would be this sketch -plan
review, and then a final plat review. The area is zoned Cl.
Mr. Margosian said the old Grandway store was 72,000 sq. ft. When it
is renovated into small stores, there will be 61,800 sq. ft. of selling space.
They will renovate but not otherwise change the store exterior. He showed
pictures of a similar project recently undertaken in New Hampshire.
Mr. Margosian noted that they would be buying two parcels of land, as
well as another 1/2 acre if the State took 1/2 acre of what is now parking
area for the new ramps for the Burlington Southern Connector interchange
with Shelburne Road. GardenWay, which now owns the land, will retain some
of it.
Mr. Margosian said parking would be changed to be 900 and that there would
be 653 spaces. The spaces will be 9' x 18' with 24' aisles. They feel
653 is more than adequate for parking, although Mr. Margosian noted that the
city's ordinances required them to have 749, which is 6.16 cars per 1,000
sq. ft. He said the International Council of Shopping Centers had had a•
study done which found that centers of 25,000 sq. ft. to 400,000 eq. ft.
should have 4 spaces per 1,000 sq. ft., and he noted that they would exceed
that by 50%. He noted that their previous experience would indicate that
the lower figure was correct. Mr. Spits replied that the city's requirements

2) Sandri
This car wash/gas station has already been approved by the Planning Commission
under traffic criteria and by the City Council under use criteria. This meeting
is for normal site plan issues, i.e. landscaping and circulation.
A generous amount of landscaping has been proposed including a cedar hedge
along the entire rear and west side of the property. Circulation is adequate
for all car wash and gas pump use.
I see no problems with this application.
3) Federal Express
Proposal is for an 1800 square foot building on airport property. This portion
of the a irpor t, containing a new snow removal equipment garage the free trade zone, and
a national guard building, is accessible via a private road from Williston Road.
Because of several recent concerns about utilities (see City Manager's memo),
development within airport boundaries is being reviewed for the first time. I have
few comments on this particular application, but I feel that dialogue about future
plans for this area -including access, fire protection, sewer allocations, etc. -must
take place between the airport and the City before any further development is approved.
4) Kravco
Proposal is to renovate the existing Grandway building into 19 individual stores
ranging from 1000 to 6630 square feet in size within an enclosed mall. More in-
formation on the mall, described as a "factory outlet center", will be provided at
the meeting. Parking and circulation will be similar to the existing arrangement,
but exact details must be proposed and reviewed.
Application includes both development as a "commercial complex" and a boundary
modification between two existing parcels. Subdivision review in conjunction with
site plan review is required; however, since the project is essentially re -use of
an existing site it will be sufficient to hold sketch plan and (revised) final plat
hearings. In any case, complete data on parking and traffic in addition to
normal landscaping requirements will be essential in the review of this application.
5) Agricultural Study
There should be some discussion on the direction in which the agricultural
study should move - further development of information, discussion by the Planning
Commission, or presentation to the City Council.

Water Dept. has to review the plans. There is still sewer
capacity if they plan is submitted quickly. The Fire Chief
wants 2 fire hydrants. An erosion study will be needed from
Heindel & Noyse.
Mr. Llewellyn questioned the possibility of a 50 ft. right of
way instead of 60 ft. They would like to put in a pond, and
60 ft. won't allow for it. Members agreed they should move
the houses back 5 feet and keep the 60 ft. right of way.
4. Consider requests -for 6 month extensions to site plan
approval for the following:
a) addition to 3060 Williston Rd.
b) quarry operation on Green Acres, Hinesburg Rd.
c) F.H. Adams, Burlington International Airport, 1200 Airport
Drive.
Mrs. Lafleur noted the quarry problem is due to Act 250
holdups. This would be their second extension.
Mrs. Hurd moved to approve a six month extension to the site
plan approval of a 5000 sq.. ft. addition to the building at
3060 Williston Road as approved August 11, 1987. All stip-
ulations in that approval remain in effect. The building
permit shall be obtained within 6months of February 1.1, 1988
or this approval is null and void. Mr. Burgess seconded.

Troy Gladwell advised the building will be on the runway side
of the existing road, where the Federal Express plane is. It
will be a pre-fab metal building, containing 1100 sq. ft. of
office space. There will be an additional access road, 24 ft
wide on the north side. 60 feet of fence will be removed for
this. There will be 8 parking spaces. Two gates will keep
the public off the runway. An engineer is being employed to
design the s e-ptic system. A pumping station will probably
be required to allow joining with the existing system. The
building will have 4 overhead doors and will be 22 ft, 6 in.
to the peak of the building.

On the issue of landscaping, Mr. Burgess asked if it is still
possible to require that landscaping be placed elsewhere on
Airport property. Members agreed they would like some yews
placed around the building and the remainder on the perimeter
of the Airport.
The Fire Chief is now satisfield with the location of the
hydrant.
Mr. Brennan raised the question of Airport noise. He said
the City does not have much leverage with the Airport and
asked if it would be possible to deny this application until
the noise issue is addressed by the Airpot. He felt the
Airport has not acted in good faith in addressing this issue.
Mr. Burgess said he didn't feel this application could be
denied under Vermont law. He felt the proper place to raise
the noise issue was with the City Council.
Mrs. Hurd moved the Planning Commission approve the site plan
application of F.H. Adams and Company to construct a new 9000
sq. ft. building at the Burlington International Airport
property, as depicted on a plan entitled "F.H. Adams Company,
Federal Express Project," prepared by E.F. Wall & Associates,
Inc, dated March 10, 1987, last revised July 28,-1987 with
the following stipulations:
1. An intersection improvement fee of 4$ 0.00 must be paid to
the City prior to permit.

Mr Alex Rose requests a 6 month extension to the site plan
approval for the addition at 3060 Williston Road. There shoulc.
be no problem with this request.
b) GREEN ACRES, GOODRICH QUARRY
Mr. Goodrich request a 6 month extension to the quarry approval.
This will be the second extension; the ordinance allows one
before a new approval is required. Given the Act 250 delays with
this project, the Commission should consider waiving this.
c) S.F. ADAMS, 1150 AIRPORT DRIVE
Mr. Gladwell, agent for F.H. Adams and Co. requests a 6 mont._
extension to the site plan approval for a 9000 square foot
aircraft maintenance and support facility to replace the present
trailer storage for Federal Epress. There is no problem with
this request.
5) MISCELLANEOUS AMENDMENTS
Enclosed are the miscellaneous amendments to the Zoning
Regulations that were amended by the Council. The Council's
amendments are included in red. The Planning Commission has 15
days to comment and may do so in writing. The City Council must
hold one more public hearing on these amendments.

We were unable to start construction in the fall and we
are tentatively scheduled to start construction in the
spring of 1988.

the condition of Moose Gregory's road, nor are they a party to
any agreement between the City and Mr. Gregory.
The City is attempting to obtain a $15,000 bond from Mr. Gregory
to insure that his road lasts in good condition for 5 years.
When the City receives this bond they will accept the street as a
City Street. According to Steve Stitzel this may be finalized
within the next month. The only lots in the proposed Green Tree
Subdivision that have frontage exclusively on the proposed
Gregory Drive are lots 10 and 11. The Planning Commission should
consider approving the subdivision but stipulate that lots 10 and
11 can not be built upon until Gregory vilive is accepted as a
City street. Green Tree Drive and the planned cul-de-sac at its
end shall be built to City standards.
As I understand, when Moose Gregory's road is accepted and the
applicant does build a through road, they will build the road to
City standards all the way to Moose Gregory's existing cul-de-
sac.

7) F.H. ADAMS COMPANY, BURLINGTON INTERNATIONAL AIRPORT
The applicant proposes to construct a new 9000 square foot
building at the Burlington International Airport property. The
trailers existing on the land will be taken away.
Access: Access to the proposed building is shown via an existing
30' wide service road.
Circulation: A 18 foot wide circulation drive is shown along the
west side of the building. A 35 foot wide drive through the
proposed parking lot is shown along the south side of the
building. See Chief Goddette's comments. An asphalt road running
along the north of the building and turning into the west side is
shown.
Parking: Proposed parking is sufficient. 7 spaces are required
and 8 spaces are shown.
Traffic: A intersection improvement fee of $40.00 (based on 4
new trip ends) must be paid to the City prior to permit.
Landscaping: $8,440 worth of landscaping is required. $2,790
worth is proposed. If the flowering crab apples were a larger
size, 3 1/2 - 4 inch caliper, and the yews were purchased at a

larger size, 3 1/2 - 4 feet for the spreading and 2 1/2 -13 feet
for the upright, the overall cost for the proposed landscaping
would be $5,950.00. The Planning Commission should consider
requiring the applicant to plant more shade -loving plants along
the north side, of the building, in order to meet the required
amount of landscaping.
8) MOBIL OIL CORPORATION, 811 WILLISTON ROAD (SPILLANES)
The applicant proposes to tear down the existing 2,240 square
foot building on the lot and to construct -a new 1,089 square foot
building with related site changes. The building would be used
for a gas station and snack shop (Mobil Mart.)
Coverage: The applicant received a variance from the Zoning
Board for coverage requirements. Total coverage exceeds the
limit by 10%.
Access: Access is shown via two 35 foot wide curb cuts on
Williston Road, and through a 24 foot wide opening into the
Gaynes/P & C lot, which was required to be left open by the
Zoning Board. An easement needs to be obtained by the applicant
showing this shared access. The Planning Commission should
consider limiting the Mobil lot to one curb cut on Williston
Road. The northern curb cut should be left open and the other
access should be through the Gaynes parking lot. According to
Craig Leiner, the access through the P & C parking lot should be
moved to the back of the lot because he thinks that the gas
station traffic would become backed up into the pump lanes due to
the lines out of Gaynes and P & C and due to the cars entering P
& C and Gaynes entrance. Craig mentioned that it may be an
economic incentive for Mobil to design the access this way
because it would make it easier for people coming from Gaynes and
P & C to "gas -up" by slipping through the back of parking lot
into the gas station. David Spitz (see enclosed letter) agrees
that the connection to Gaynes should be moved to the rear of the
property to avoid turning movement conflicts near the signal. I
will have a more detailed proposal for access after I meet with
Craig on Monday.
Circulation: Circulation is clear around the building.
Parking: A parking area is not delineated on the plan. 6 spaces
are required based on the convenience store standard. The room
for these spaces (and more) is available. The parking spaces
should be delineated on the plan prior to recording.
TRAFFIC: A traffic study is being performed by David Spitz and
reviewed by Craig Leiner. Craig's comments are stated above.
