I will not be there to vote but I would like to submit those questions to the group/applicant. I have some concerms about the long term esthetic of the the cut out sign. Will the metal sheet not rust and leave some drip lines on itself and/or the plywood? Will the plywood not deteriorate as the weather will delaminate its structure were the cut out is? Finally, the sign being located at arm's reach, vandalim could easily be performed on the plywood by breaking the letter at the finer spot. I would like to be able to re-evaluate this sign each year. I am not sure that it is an option but I am concerned about a quick deterioration. The Trader's Joe proposal is more complex but seems fine. I am not sure about the stone choice but it is nothing major. Signage needs to be addressed in more details. The back of the lot might be the front of the lot when the city center is built. The parking lot would be in front of the buildings then. Provisionning for this potential seems appropriate. I would suggest landscaping or maybe another commercial building... I am sorry not to be able to attend with all your efforts to coordinate a schedule. Thank you. In keeping with CrossFit TT's mission to help reduce our carbon footprint, we plan to use suitable environmentally friendly materials whenever possible, and lighting agents which draw as little power as possible. Colors: CrossFit TT proposes to re -paint the existing signposts from the Forest Green color used by the previous tenant to Pantone 431C. This color is felt not only to better compliments the secondary colors used on the existing exterior of the building, but also to blend with the exterior environment. Materials, Construction, and Orientation: In accordance with the guidelines established by the Design review district, the sign itself will maintain a natural appearance. Made by Modern Vermont (a local, environmentally -friendly vendor) from finished, treated sheets of exterior -grade renewable plywood, the sign will not be painted, but rather sanded to a smooth, even surface, and sealed with an environmentally -friendly all-weather sealant. Each sheet of the wood materials will serve as one side of the sign, with one side facing the North end of San Remo Drive, and the other facing the South. One sheet of brushed, re-claimed sheet metal will be sandwiched between each side of the sign. Because CrossFit TT's word mark and logo will be die -cut from each sheet of wood, the sheet metal will be visible through the cutouts. Lighting and Illumination: Finally, a small strand of low -power LED lights will be housed within the sign between the sheet of sheet metal and each sheet of finished plywood. These lights will provide a soft glow to the die -cut openings exposed within the sign; they will not be visible through the sides of the sign. Other Considerations: CrossFit TT would be amenable to doing some landscaping around the grounds of the sign to further improve its appearance. Proposed ideas include: 1.) The addition of a mulched or crushed -stone filled landscaping bed underneath the sign; 2.) The addition of non-invasive, complimentary plants or shrubs to the aforementioned bed. Colors: To reduce the total number of colors introduced on the building, CrossFit TT proposes to use the same shade of blue currently employed on the trim of the existing building (Pantone 3005c). Materials, Construction, and Orientation: To further improve the exterior appearance of the building, CrossFit TT proposes to construct these signs by printing its logo on to white Plexiglas. Additionally, CrossFlt TT would be amenable to painting or applying vinyl decals directly to the exterior of the building (while the latter method involving Plexiglas may help improve the appearance, the former would ensure that the shades of white used are a perfect match). These signs will be oriented on the East and West facades of the building, facing San Remo Drive and Dorset Street Accordingly. Lighting and Illumination: CrossFit TT does not intend to illuminate these wall signs. ELITE FITNESS MADE ACCESSIBLE / PERSONAL TRAINING AND ENDURANCE COACHING PERFORMED COLLECTIVELY/EXTRAORDINARY PERFORMANCE MADE COMMONPLACE #DR-12-02 CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING AND ZONING TYLER BARNES - 35 SAN REMO DRIVE DESIGN REVIEW APPLICATION #DR-12-02 FINDINGS OF FACT AND DECISION Tyler Barnes, hereafter referred to as the applicant, is seeking to revise an existing master signage permit for a property in the Dorset Street/City Center Design District. The master signage permit establishes the design scheme for thefreestanding and wall signs on the property, 35 San Remo Drive. The Development Review Board held a public hearing on Tuesday, June 5, 2012. Tyler Barnes represented the applicant. Based on testimony provided at the above mentioned public hearing and the plans and supporting materials contained in the document file for this application, the Development Review Board finds, concludes, and decides the following: FINDINGS OF FACT 1. The applicant is seeking to revise an existing master signage permit for a property in the Dorset Street/City Center Design District. The master signage permit would establish the design scheme for the freestanding and wall signs on the property, 35 San Remo Drive. 2. The owner of record of the subject property is Dawson Dorset Street Properties. 3. The subject property is located in the Dorset Street/City Center Design District and the Central District 2 Zoning District. Pursuant to Section 6 of the City of South Burlington Sign Ordinance, the erection, alteration, or relocation of any sign within this district shall require design review by the South Burlington Design Review Committee (DRC) and Development Review Board (DRB). Section 8 of the Sign Ordinance requires all property owners within the DS/CC Sign District to obtain a Master Signage Permit. The Design Review Committee met on May 29, 2012. The Design Review standards have been included for review. A Master Signage Permit shall be issued to the applicant by the DRB, prior to the issuance of any individual sign permit for the property. - 1 - #DR-12-02 DESIGN REVIEW CRITERIA In reviewing an application for signage, the DRC and DRB shall consider the following: (a) Consistent Design The design of a sign must be compatible and harmonious with the design of buildings on the subject property and nearby. The design of all signs on a property shall promote consistency in terms of color, graphic style, lighting, location, material and proportions. The design of the proposed signs are harmonious with the design of the buildings on the subject property and nearby. The proposed sign package achieves consistency in color, graphic style, lighting, material and proportions. Most other signs in the San Remo corridor are of similar design: wood or pvc on two posts. (b) Promotion of City Center Goals Signs within the DS/CC Sign District should be of high aesthetic quality and pedestrian oriented. This criterion is being met. The colors, lettering, and design come together to present an aesthetically pleasing sign. The applicant states: Modern Vermont The free-standing sign is pedestrian scaled at a height of approximately 6 feet (c) Color & Texture The applicant is proposing that the background area for the freestanding signs to be sanded smooth. No colors other than natural wood are proposed, except for the sign posts which are to be reused and painted from the existing forest green to dark gray/black. As stated above, the lettering, which may appear white, is actually sheet metal which is visible through the die- cut letters. To reduce the number of colors introduced on the building, the applicant is proposing the wall signs to be a shade of blue to match the trim which currently exists on the building. (d) Materials Used -2- #DR-12-02 Pursuant to Section 20 of the Sign Ordinance, all signs shall be of substantial and sturdy construction, kept in good repair, and painted or cleaned as necessary to maintain a clean, safe, and orderly appearance. The applicant is proposing to use finished treated sheets of exterior grade plywood for the free-standing sign. The applicant is proposing to use either Plexiglas with a printed logo, or vinyl decals for the wall -mounted signs. (e) Wall Mounted Signs Section 10 of the Sign Ordinance governs the size and location of wall -mounted signs. Pursuant to Table 10-1 of the Sign Ordinance, a wall -mounted sign for a multi - tenant building or a multi -building lot with a master signage permit in any district with freestanding or landscape sign shall not exceed 15% of the area of the facade to which it is attached or 100 sq. ft., whichever is smaller. Pursuant to Table 10-1 of the Sign Ordinance, the total area of all wall -mounted signs on the subject property shall not exceed 10% of the area of principal public facade of each building. The code officer shall ensure that these criteria are met when issuing individual sign permits for the property. Section 10(c) states that a wall -mounted sign shall not project above the roof or parapet of the building nor below the top of any first floor doorway unless permitted through the design review approval process. The proposed sign locations will not project above the roof or parapet of the subject building. In addition, the proposed signs will not extend below the top of any first floor doorways or windows. Thus, the proposed signage is in compliance with this requirement. Pursuant to Section 10(d), a wall -mounted sign shall not cover any opening or project beyond the top or end of any wall to which it is attached. The proposed signs are in compliance with this requirement. Section 10(g) stipulates that a wall -mounted sign shall not project from the wall in excess of 9". The proposed signs are in compliance with this requirement. (t) Freestanding Signs Section 9(h) states that free-standing signs along Dorset Street are to be located in a sign corridor that begins adjacent to the road Right -of -Way and runs sixteen (16) feet from the edge of the Right of Way toward the building face. In those instances where dimensions do not provide for a two (2) foot setback from the Right -of -Way before a -3- #DR-12-02 sign support post can be located, it is permitted to erect a centered single pole mounted sign of which the road side edge of the sign is directly outside the R.O.W. line. The code officer shall ensure compliance with this criterion such that the subject sign shall be within this designated sign corridor. The applicant is proposing to house a strand of LED lights within the sign. These lights will only be visible through the die -cut openings and will not illuminate the remainder of the sign or the sides of the sign. This is in full compliance with the lighting specifications for signs in this district. No lighting is proposed for the wall -mounted signs. Sign posts shall be limited to dark gray or black and shall be harmonious with the main section of the sign. 6. All signs shall be kept in good repair; landscaping surrounding the freestanding signs shall be kept trimmed and neat and shall not obscure the text of the signs. 7. Any change to the site plan shall require approval by the South Burlington Development Review Board or the Administrative Officer. (: Methodology The methodology that drives CrossFit is entirely empirical. The master signage permit would establish the design scheme for the freestanding and wall signs on the property, 35 San Remo Drive. Pursuant to Section 6 of the City of South Burlington Sign Ordinance, the erection, alteration, or relocation of any sign within this district shall require design review by the South Burlington Design Review Committee (DRC) and Development Review Board (DRB). Section 8 of the Sign Ordinance requires all property owners within the DS/CC Sign District to obtain a Master Signage Permit. The Design Review Committee has been unable to meet and so staff has moved the items to the DRB for review. Staff has included the standards for review. 1. A Master Signage Permit shall be issued to the applicant by the DRB, prior to the issuance of any individual sign permit for the property. The design of all signs on a property shall promote consistency in terms of color, graphic style, lighting, location, material and proportions. Staff finds that the design of the proposed signs are harmonious with the design of the buildings on the subject property and nearby. The proposed sign package achieves consistency in color, graphic style, lighting, material and proportions. Most other signs in the San Remo corridor are of similar design: wood or pvc on two posts. (b) Promotion of City Center Goals Signs within the DS/CC Sign District should be of high aesthetic quality and pedestrian oriented. Staff finds that this criterion is being met. Although proposed materials consist of plywood, the colors, lettering, and design come together to present an aesthetically pleasing sign. The sign is pedestrian scaled at a height of approximately 6 feet. (c) Color & Texture The applicant is proposing that the background area for the freestanding signs to be a dark green. Logos and letterings are limited to white and yellow. Accent logos in red may be used in limited proportions. 2. The background colors of the freestanding and wall signs shall be limited to dark green. Logos and text are limited to white and yellow. Accent logos in red may be used in limited proportions. The applicant has submitted a color photo showing existing sign posts which they plan to re -use. These sign posts are blue. These shall be repainted to be consistent with the colors of the signs, and shall be limited to dark green or white. 3. Sign posts shall be limited to dark green or white and shall be harmonious with the main section of the sign. The applicant shall change or paint the posts to be in compliance with this criterion. (d) Materials Used Pursuant to Section 20 of the Sign Ordinance, all signs shall be of substantial and sturdy construction, kept in good repair, and painted or cleaned as necessary to maintain a clean, safe, and orderly appearance. As the applicant is proposing to use PVC plastic as the main sign material, staff stresses the importance of this criterion. All signs shall be kept in a clean, safe and orderly appearance. The applicant should acknowledge this. Design Review Application DR-08-10 Page 3 of 4 4. All signs shall be kept in good repair; landscaping surrounding the freestanding signs shall be kept trimmed and neat and shall not obscure the text of the signs. (e) Wall Mounted Signs Section 10 of the Sign Ordinance governs the size and location of wall -mounted signs. Pursuant to Table 10-1 of the Sign Ordinance, a wall -mounted sign for a multi -tenant building or a multi -building lot with a master signage permit in any district with freestanding or landscape sign shall not exceed 15% of the area of the facade to which it is attached or 100 sq. ft., whichever is smaller. Pursuant to Table 10-1 of the Sign Ordinance, the total area of all wall -mounted signs on the subject property shall not exceed 10% of the area of principal public fapade of each building. The code officer shall ensure that these criteria are met when issuing individual sign permits for the property. Section 10(c) states that a wall -mounted sign shall not project above the roof or parapet of the building nor below the top of any first floor doorway unless permitted through the design review approval process. The proposed sign locations will not project above the roof or parapet of the subject building. In addition, the proposed signs will not extend below the top of any first floor doorways or windows. Thus, the proposed signage is in compliance with this requirement. Pursuant to Section 10(d), a wall -mounted sign shall not cover any opening or project beyond the top or end of any wall to which it is attached. The proposed signs are in compliance with this requirement. Section 10(g) stipulates that a wall -mounted sign shall not project from the wall in excess of 9". The proposed signs are in compliance with this requirement (t) Freestanding Signs Section 9(h) states that free-standing signs along Dorset Street are to be located in a sign corridor that begins adjacent to the road Right -of -Way and runs sixteen (16) feet from the edge of the Right of Way toward the building face. In those instances where dimensions do not provide for a two (2) foot setback from the Right -of -Way before a sign support post can be located, it is permitted to erect a centered single pole mounted sign of which the road side edge of the sign is directly outside the R.O.W. line. The code officer shall ensure compliance with this criterion such that the subject sign shall be within this designated sign corridor. Staff does note one concern with the proposed freestanding sign. There is currently a freestanding sign along the San Remo Drive entrance. This sign, shown in the photos as a "Unicel° sign, is not Design Review Application DR-08-10 Page 4 of 4 on property owned or controlled by said company. Staff is unsure when or if this sign was ever approved. Regardless, staff will not permit two freestanding signs on this property. This sign must be removed before the applicant may erect a freestanding sign as proposed in this application. 5. The `Unicel' sign which is currently on the subject property shall be removed before issuance of any additional sign permits for the property. The applicant is proposing two solar powered lights to be mounted on the free standing sign. These are appropriate and in accordance with the South Burlington Land Development Regulations as downcast and shielded. RECOMMENDATION Staff recommends that the Development Review Board approve Design Review Application #DR-08-10 subject to the numbered items included above. Building design shall promote a consistent organization of major elements; and decorative parts must relate to the character of the design. All sides of a building shall be designed so that they are compatible in terms of material, window treatments, architectural accents, cornice/parapet design, etc. (b) Materials used. A wide variety of both natural and high quality man-made materials are allowed. Examples of acceptable materials include red brick, indigenous stone (i.e., granite, limestone), architectural concrete, synthetic stucco, wood clapboard (synthetic materials such as vinyl siding may be used in place of wood provided it is of high quality and closely resembles wood clapboard/shingles), and glass or glass block. Other materials may be used as an architectural accent provided they are harmonious with the building and site. (c) Colors and textures used. The color and texture of the building shall be harmonious with the building itself and with other buildings on the site and nearby. Colors naturally occurring from building materials and other traditional, subdued colors are encouraged. More than three (3) predominant colors are discouraged. (d) Windows and doors. Window and door treatment shall be a careful response to the buildings interior organization as well as the features of the building site. The treatment of windows and doors shall be in a manner that creates a rhythm that gives necessary order and unity to the facade, yet avoids monotony. For sides of buildings that face or front public streets, the majority of the first floor's facade area shall consist of see -through glass in order to promote pedestrian activity, however, the windows and doors should be of human scale, so as to welcome pedestrians. (e) Roofs as a design element. Roofs shall be part of, or define, the style of a building. (f) Orient buildings to the public street. Buildings shall be designed in a manner that relates the building to the public street in order to protect the integrity of city blocks, present an inviting street front and promote traditional street patterns. New buildings shall be built to the street property line. For existing buildings undergoing renovation, improvements shall be done to relate the building better to the public street. Such improvements could include installation of doors and windows facing the public street. There are no changes to the orientation of the proposed building. (g) Conceal rooftop devices. Rooftop mechanical equipment and appurtenances to be used in the operation or maintenance of a structure shall be arranged so as to minimize visibility from any point at or below the roof level of the subject structure. This criterion is not applicable to the subject application. (h) Promote energy efficiency. Where feasible, the design of a building should consider solar energy and the use of natural daylight by capturing the sun's energy during the winter and providing shade during the summer. This criterion is not applicable to the subject application. (i) Pedestrian promenade along Market Street. In Design District 1, the provision of a covered pedestrian promenade along Market Street is required in order to protect pedestrians from inclement weather and promote walking. This criterion is not applicable to the subject application In addition design plans for properties within Design District 2 shall comply with the following site design criteria as outlined in Section 11.02 of the SBLDR: (a) Landscape and plantings. Significant trees and vegetation should be preserved in its natural state insofar as practicable. Any grade changes should be in keeping with the general appearance of neighboring developed areas. (b) Integrate special features with the design. Storage areas, machinery and equipment installation, service areas, truck loading areas, garbage and refuse collection areas, utility connections, meters and structures, mailboxes, and similar accessory structures shall be positioned in such a way to minimize visibility from the public street. (c) Walls, fences or other screening features: Such elements, if used, shall be employed in a skillful manner and in harmony with the architectural context of the development. Such features should be used to enhance building appearance and to strengthen visual linkages between a building and its surroundings. When providing open space on a site, it shall be designed to be visually and physically accessible from the public street. (e) Provide efficient and effective circulation. With respect to vehicular and pedestrian circulation, special attention shall be given to the location and number of access points to public streets and sidewalks, to the separation of vehicles and pedestrians, to the arrangement of parking areas and to service and loading areas, and to the location of accessible routes and ramps for the disabled. Site design shall also provide for interconnections, both vehicular and pedestrian, between adjacent properties. (f) Outdoor Lighting. Outdoor lighting shall be designed to be both aesthetically pleasing and functional. The lighting type shall be metal halide, compact fluorescent, and/or induction lamps, and shall be of a white color (e.g., CRI 70 or greater). Light fixtures shall be appropriately shielded to preclude glare and overall illumination levels should be evenly distributed. (g) Provide for nature's events. Attention shall be accorded to design features which address the affects of rain, snow and ice at building entrances and on sidewalks, and to provisions for snow and ice removal from circulation areas. (h) Make spaces secure and safe. With respect to personal safety, all open and enclosed spaces should be designed to facilitate building evacuation, and provide reasonable accessibility by fire, police or other emergency personnel and equipment. (i) Streetscape improvements. An applicant for new development shall be responsible for implementing streetscape improvements (e.g., sidewalks, street lighting, street trees, etc.) within the portion of the public street ROW directly fronting the parcel of land for which development is proposed. Such streetscape improvements shall be in accord with the specifications contained in the City Center Streetscape Design Guidelines. As no new construction is proposed, these criteria are not applicable to the subject application. Parking The applicant is proposing to convert the use of a 4432 sq. ft. GFA building from auto service and repair to indoor recreation and tavern use. Based on maximum occupancy of 50 persons, twenty five parking spaces are required.
