I I MOTION OF APPROVAL 11/3/87 JBL That the South Burlington Planning Commission approve the site plan application of the Federal Aviation Administration for construction of a 9600 square foot air traffic control tower and 6200 square foot support facility located to the north of the AFSS building on the Burlington International Airport, Airport Drive, as depicted on a set of plans entitled "Federal Aviation Administration, Intermediate Activity Level Tracon Base Building and Airport Traffic Control Tower, Burlington International Air- port, South Burlington, Vermont" prepared by Leo A. Daly, page one dated 3-30-87 with the following stipulations: 1. A new landscaping plan valued at $29,750 shall be submitted to the City Planner for approval prior to permit. This plan shall show berms along Airport Drive and the berms shall count towards the landscaping cost. A bond for this amount shall be posted prior to permit. 2. The Dawn Court road opening shall be closed by removing the existing curb radii and constructing a concrete barrier curb. 3. The curb around the paved road shall extend around the intersection radius and to the parking lot entrance. 4. Prior to permit, the City of Burlington shall rectify the landscaping requirement under the previous permit by substituting a bond for the cash. 5. The looped water system shall be completed and the last hydrant installed in accordance with the previously approved plan. 6. A 405 gallon per day sewer allocation is granted in accordance with the South Burlington Sewer Policy. The $2.50 per gallon fee shall be paid prior to permit. 7. I would like to be more specific as to what plants need to be replanted. Directly adjacent to the tower and base building we found the following plants either dead or dying: one (1) Flowering Crab one (1) Bush Cinquefoil One (1) European Mountain Ash On the berm along Airport Drive, which is also part of the FAA tower approval, the following plants were found to be either dead or dying: three (3) Maple trees one (1) Pine tree one (1) Oak tree The other plants which we found that should be replanted are along Airport drive next to the parking lot and along the service drive in front of the terminal. Residential use is limited to those people who require the services and_ facilities normally provided in a community care home. Other residential use shall not be permitted unless a revised final plat is approved indicating sufficient parking spaces, a maximum of 12 units, and any other changes required by the Planning Commission. Mrs. Maher seconded the motion. Mr. Mona wanted to be sure it was clear in the record that Mr. Larkin was second in line for sewer capacity. The motion carried unanimously. Mr.` Mona encouraged Mr. Larkin to withdraw the final plat. Mr. Larkin asked about having it tabled, so he would not lose a week later in the process. Mr. Spitz noted that when the city is informed that there is sewer capacity available, it will take 3-4 weeks to get final approval. If the Commission continues to table the application, it might save Mr. Larkin a week, but Mr. Spitz did not feel that was the proper thing to do. Mr. Mona said 3t was the Commission's intent to move swiftly when it got -word there was capacity. He felt the process would be cleaner if Mr. Larkin withdrew. Mr. Larkin withdrew his final plat application. Application by Burlington International Airport Site Plan review of additional temporary offices - Mr. Spitz noted that the airport wanted another temporary office similar to the one used by People Express. He felt this sortoof thing should not get out of hand, but if a deadline is put on for the removal of the offices, he felt this could be approved. Mr. Thompson noted that this would be smaller than the other temporary, office. Mr. Poger asked whether it would cause any problems and Mr. Spitz said it would not affect anything. Mrs. Hurd moved that the South Burlington Planning Commission approve the site plan application of the Burlington International Airport for a mobile operations office as indicated in red on a conceptual drawing of the terminal area signed by Ernest J. Little, dated March 22, 1983, subject to the following stipulations: 1. This approval is valid until January 1985. Continued use of the mobile office after than time shall be subject to new site plan approval. 2. This _approval does not include expansion plans for the terminal buildin and parking areas. Additional site plans must be submitted for these items. Mr. Belter seconded the motion. Mr. Poger noted that by January 1985 the airport should have a permanent plan. If they do not, the Commission might require them to come in for approval to continue for a month or two until a site -plan is submitted. The motion carried with all voting aye. Work session to discuss a revised parking layout - Mr. Spitz said the new exit from the parking lot should be lined up with Ledoux Terrace across the street. It was noted that Dawn Court will run parallel to the new exit, but there is only one house on that road anyway. Mr. Thompson, Chairman of the Airport Commission, and Mr.�Little, Acting Manager, said that they wanted to expand the parking area by adding 219 spaces to the 317 existing. Mr. Poger noted that there were three entrances to the parking area, but Mr. Mona felt that would spread out the confusion and turning movements. The access road is one-way. Mr. Poger asked if this expansion would provide enough parking for the forseeable future and was told it would. Mr. Poger said it seemed there were no major problems with the plan. 3. PLANNING COMMISSION Other business MARCH 22, 1983 Mr. Schuele, Chairman of the Natural Resources Committee, said they had looked at the University Mall land, since this is a good time of year to'see it, when it is wet. He said there was a lot of water flowing through the stream and he added that the land in the area is like a sponge, soaking it up. If that land is paved for the Mall, it might create problems. He recommended that engineering observations be made of the area, particularly during wet times of the year. He added that there were several shopping carts in the stream in the area and that they should be picked up. Mr. Schuele was concerned that if Corporate Circle,paves land on the other side of Dorset Street, the volume of water running under the road will increase and the culverts may have to be enlarged. Mr. Mona reported on yesterday's City Council meeting. He noted that -Ralph Goodrich and Carl Cobb proposed to the Council that the Zoning Ordinance be modified to further decrease lot sizes in the Southeabt Quadrant. The Council voted 4-1 to refer the matter to the Commission for its review. Mr. Mona did not feel this was a good time to change the ordinance, so soon after its passage. He added that Robert Walsh had suggested that lot sizes revert to the 50 acres proposed by the Commission. Mr. Spitz said that if anyone wanted to come in and discuss it, they would be put on the appropriate agenda. The meeting was adjourned at 8:56 pm. Site plan application fob FAA for approval of a 9600 sq. ft. air traffic control tower at Burlington International Airport, Airport Drive (approval expired 9/10/87) Mrs. Lafleur noted the sidewalk is now 5 feet wide and is within the parking lot. She is still waiting to see the landscaping plan including berms. The FAA has no problem with the berms. She asked for the Commission's approval to ask the airport to hire S�Eo"hook at the whole airport and make suggestions as to what to do. Mrs. Lafleur noted there is about $16,000 in the escrow account,and a set amount could be spent on a landscape -plan. Mr. Jacob read into the record a letter from Zoning Admin- istrator Richard Ward setting out height requirements for the house being built at 13 Deerfield Road, near the Spear St. overlook. 3. Sketch plan application of Robert Blanchard for a planned unit development consisting of 9 residential units including an existing duplex and conversion of an existing shop to a single family home and subdivision of a .44 acre lot with existing house located on the Degraff property 355-361 Patchen Road. Mr. Blanchard explained there will be public water and sewer. The soils are excellent for drainage, and the City is already using some of the site as a drainage swale. He felt the 7 additional units wouldn't affect traffic unduly. The existing driveway will be reduced to something more reason- able. He stressed he is trying to maintain the area as res- idential and will make the current building a conforming use. - i� PLANNING COMMISSION 10 MARCH 1987 PAGE 2 David Taber and dated 2/12/87 with the following stipulations 1. The unused curb cut shall be closed by removing the existing depressed curb and replacing it with a new concrete barrier curb. This shall be paid for by the applicant. 2. Parking lot drainage plan shall be submitted to the City Planner prior to permit. 3. The building permit rshall be obtained within 6 months or this approval is null and void. Mr. Belter seconded, and the motion was approved unanimously. 4. Site Plan application of the Federal Aviation Administra- tion for construction of a 9600 sq. ft. air traffic control tower and support facility at the Burlington International Airport Mr. Pike of the FAA explained that the site is in the middle of a clear area. The present AFSS building and the proposed facility will be joined by a glass walkway. The new tower is necessary because several places on the airport have visibil- ity problems now. This facility should be good for the next 15 years or more. The project will result in a gain of 40 parking spaces. Mrs. Lafleur noted they are required to have a landscaping amount of $29,500. The submitted plan is about $15,000. She said the Commission could require larger trees or have cash set aside for the city to determine placement of landscaping on the property. There is already $16,000 in this type of fund. Mrs. Maher felt that since the trees planned for are small, she would like to see larger trees and also some evergreens. Other members agreed. Mr. Lavigne noted the building is quite unique in that much of the amount is required only because of the tower above it. Mr. Brennan said he would like to see landscaping moved toward the road with increased berming to help with noise problems. He noted that earlier work of this kind had been successful. Mrs. Lafleur will contact Mr. Houghton to see if it is possible to plant on Airport Drive. If it is not, larger dimension trees will be required. Daly last revised 9/19/86 with the following stipulations: 1. A new landscaping plan valued at $29,750 shall be submitted and approved by the City Planner prior to permit. This plan shall show berms along Airport Drive, and the berms shall count as landscaping. In the event that a berm is not permitted on the Airport property, a new landscaping plan shall be submitted and approved by the City Planner prior to permit A bond for this amount shall be posted prior to permit. 2. The Dawn Court road opening shall be closed by removing the existing curb radii and constructing a concrete barrier curb. 3. The curb around the paved road shall extend around the intersection radius and to the parking lot entrance. 4. The sidewalk adjacent to the parking area should be at least 5 feet wide. 6. The looped water system shall be completed and the last hydrant installed in accordance with previously approved plans. — 7. This project is placed on the waiting list and no building permit shall be issued until capacity is available. The $2.50 per gallon fee shall be paid prior to permit. 8. Site plan application of Charles Anderson & Albert St. Amand for construction of a 9600 sq. ft. building for auto- mobile radio sales and service and warehouse use, 59 Swift St Mr. St. Amand noted they had purchased the property from the Mini -Storage people across the street._ Half.,the building will be used for a company installing 2-way'car radios. Should we accept this letter or do a formal letter of credit-; similar to the one we are accepting from the City of Burlington. You may want to tall; with Attorney Markunas about a formal agreement. Please let me know your decision. The project has been recently awarded to the Pizzagalli Construction Company of South Burlington, and we anticipate starting construction early in November. Of particular concern to your office as evidenced by our recent telephone conversations and the finding of fact of March 10, 1987, was the issue of certifying that $29,750 shall be spent on landscaping and berms to enhance the site. Since our regional counsel can find no precedent or procedure for the Federal Government to post a bond for this amount, we offer this letter as our commitment for the following: 1. The full amount of the construction cost is bonded by the contractor. 2. The FAA will have a permanent resident engineer on the job site to assure conformance with the plans. 3. A landscaping plan valued at $29,750 (as approved by the City Planner) will be coordinated with the Airport Authority and constructed by the FAA in the course of the project. This project has only changed slightly since the earlier approval. The FAA proposes to construct a 960G square foot Air Traffic Control Tower and support facility at the airport on Airport Drive. It will be located between the northern end of the terminal and the approved AFSS building and will be connected to the AFSS building by a walkway. The tower will be 90 feet high and the height was approved by the Zoning Board of Adjustment. Access: Access is shown from the road that serves the front of the terminal and the AFSS building. Circulation: Circulation is adequate in the parking lot. Parking: The plans show 40 b rking spaces in addition to the C\ spaces that were approved for the AFSS. Landscaping: The proposed construction requires $29,750 in new ►� landscaping. The plan is valued at approximately $15,000.
