X r. Ewing seconded the motion.
Er. Paul Graves, who leases the Econolodge property from the Lamploughs,
had just arrived, and he asked to see the drainage plans. Mr. Kittle, the
applicant's engineer, explained that instead of the sheet overland flow for
the new parking lot, as previously planned, they now will have a series of
catch -basins and will pipe the water to the existing outfall on the northwest
corner of the lot. That outfall will be rebuilt with stone and rip -rap to
stabilize it. Mr. Graves showed pictures of the outfall, which is badly
eroded, and said he would like to see the design, so he would know that in
5 years the same thing would not happen. Mr. Mona asked whether the two
parties had worked out an agreement and Mr. Roesler said they had not, although
they had spent a lot of time trying to do so. The Inn will now have to
spend an additional $15,000 for the drainage. He said they knew they had to
maintain the outfall, which has not been done but now they will restore and
maintain it. He said the 1964 easement agreement was on file in City Hall.
Mr. Spitz said the city would have liked to have a new agreement between
the property owners, but in the absence of that, they have drainage plans
they feel will work. To assure that the work will be done, he said a bond was
being required. He did not have an exact figure for the bond, but felt it
would be roughly S15,000-320,000.
Mr. Graves said the 1964 agreement said the Inn would maintain the outfall
and that that had not been done. Mr. Roesler felt that that item had slipped
through the cracks when the Inn management changed. IMr. Mona said the
Commission had an outfall design the City Engineer felt would permit the
applicant to meet the requirements of the 1964 agreement.
Mr. Roesler said the Inn knew there was a problem with the outfall, and
that they would fix and maintain it. They have a legal obligation, as well
as an obligation to the Planning Commission, to do so.
Mr. Graves wanted to see an engineering drawing of exactly what would be
done to the outfall and Mr. Ewing agreed there were a lot of questions on the
outfall design. Mr. Kittle_did,not knowwhatmore detail he, eeu.ld,give..,.w..
M ` r: Mona asked whether a no vote would throw out last meeting's approval.
Mr. Spitz felt they would still have approval, but would need to reach
agreement with Mr. Graves. He did not feel an adjacent property owner should
have approval power over the application.
Mr. Walsh said he would rather see more detail on the drainage plans,
although he had no problems with the overall approval. He did not want a
no vote to be construed as a vote against the entire project. Mr. Jacob
said he was not an engineer, and more details on the outfall would make no
sense to him. He felt the bond would insure that things were done properly.
Mr. Kittle said the depth of stone would be 1 112' - 21.
The motion carried with Messrs. Walsh and Ewing voting no.
Site Flan application by Overhead Door Company for a 4160 sQ ft addition
at 24 San Remo Drive
Mr. Spitz said the application had been to the Zoning Board for a
dimensional variance and that one stipulation had been that the existing
green area be maintained and that there be no building in the rear 321.
"r. Walt Adams said there were originally 2 buildings, and 3 years ago
a third was proposed in the center, to make it look like it was all one.
Now they would like to expand the center building and the one on the left, in
order to balance the length of building on the right. Access is through a
large overhead door. The area will be used for warehousing, since the owner

has added a line of windows to his overhead door line. Mr. Adams noted that
the area in the rear was heavily treed, but that if any landscaping were added,
it perhaps should be between this property and the Bouchard property. Mr.
Spitz said the rear could not be used for anything. Mr. Adams said that if
the cedar hedge were left as is, it would make a captive area in the back which
would eliminate the possibility of access back there. Mr. Woolery wanted to
be sure it was understood that that land was unusable and that there would
be no requests later to use it.
Mr. Levesque pointed out that the city park in the area had never been
built.
Mr. Woolery moved that the South Burlington Planning Commission approve
the site plan application of Overhead Door Company for a 4160 sq. f t. addition
as depicted on a plan entitled "Overhead Door Company, San Remo Drive,"
prepared by Adams Construction Company, Inc., last revised June 3, 1982,
subject to the following stipulations:
1. Within the rear 32 feet of the property there shall be no new
building, gravel area, or outside storage and the existing trees and natural
buffer shall be maintained.
2. A $1,000 landscaping bond shall be provided.
3. This approval expires in 6 months.
Mr. Levesque seconded the motion. Mr. Woolery noted that the landscaping
bond was for two growing seasons.
The motion carried unanimously.
Final plat application by LTH Associates for development of 40 residential
and 50 commercial acres on property owned by Bartlett on Shelburne Road
Protect contains 120 units of multi -family housing and 37 individual house lots
Mr. Spitz said that the notice which went to the newspaper and the
abutters said this was preliminary, not final plat. He said that was a
substantial mistake and that he did not feel approval should be given tonight.
He felt the essential items should be reviewed tonight. A member of the
audience said many abuttors were not here tonight because of the mistake.
Mr. Walsh did not feel discussion should take place without the abuttors and
Mr. Kieran added that he did not feel this was a legal discussion, since
it did not have proper notification so all the abuttors could hear the full
discussion. Mr. Spitz said the meeting had been warned and that only one
word wns in error. fie felt the Commission could go through the information
and a..k questions but he said they should be prepared to go through it all
again later. Mr. Mona asked the earliest time this could be heard if the
proper warning were sent out and was told it was July 13•
Mr. Walsh moved that the hearing on the Bartlett property be continued
until ;)roperly warned, and heard on July 13. Mr. Jacob seconded the motion.
;fir. Jacob asked how much of a burden this would put on the applicant.
Mr. Larkin said it would be a large burden and that he would rather hear it
tonight and take his chances on having to hear it all over again. Mr. Mona
noted that if it were heard tonight, the Commission might find something it
was not happy with and that could be resolved for the next hearing.
There were 5 abuttors present.
The motion failed with Mr. Walsh voting aye.
No action will be taken tonight, Mr. Woolery said.

2) Holiday Inn
The drainage issue is being returned to the Planning Commission since the
2 property owners did not agree on a solution.
The applicant has now prepared a revised plan that utilizes only the exist-
ing drainage easement and that cleans up (at considerable expense) the existing
erosion problem. The new drainage plan appears to satisfy all relevant City
requirements.
3) Overhead Door
The Zoning Board recently approved a variance to allow 36.2% lot coverage
and a side setback of 13 feet. The Board also stipulated that within the rear
32 feet of the property there shall be no new building, gravel area , or outside
storage and the existing trees and natural buffer shall be maintained.
The addition, to be used for storage, will be behind the existing building
and complies with the above requirements. A cedar hedge with a 3 foot spacing
between trees will be planted around the entire gravel area behind the addition.
No changes are planned for parking since no additional employees o� truck traffic
are anticipated.
4) Bartlett Property
The layout of the final application closely conforms to the approved
preliminary plat. All required legal documents and engineering plans have
been submitted according to schedule. However, because of the size of the
project, complete review and preparation of stipulations may not be finished
by Tuesday night. Specific comments are listed below:
STREETS: The intersection of the new road at Shelburne Road must be revised to meet
the 3% grade requirement.
SIDEWALKS: A sidewalk has been shown on only one side of the commercial street,
not kx)th sides as required at preliminary plat.
Sidewalks on several of the residential street connections must also be
added.
The applicant is not proposing walkways in the private multi -family area,
except from housing units to parking lots. This should be reviewed.
WATER: See attached letter from Bob Gardner. If access to the Ireland develop-
ment falls through, alternate connections must be designed to serve the upper
areas.
