4. Site plan application of the City of Burlington to 1)
construct a 13,240 sq. ft. addition to an existing 72,625 sq. ft.
airport terminal building, 2) construct a multi -level parking
structure for 1108 vehicles, and 3) construct new employee and
long term surface parking areas, 1200 Airport Drive:
Mr. Hamilton said they have met with property owners along
Airport Drive. The Airport is sensitive to the fact that they
are located in a residential neighborhood and have a deep feeling
for the neighbors. He said he felt the plan being proposed meets
everyone's requirements.
Mr. Beck, the architect for the plan, said they will rearrange
traffic patterns. No gates or emplanements will be added to
the Airport.
The Airport has acquired the Park & Travel property which they
will use for a long-term parking lot.
The Airport entrance will be moved and traffic will be brought in
to a 4-lane access road and a 2-lane by-pass road (for taxicabs,
etc.). There is a service drive for truck traffic, and this
is the area where dumpsters will be located.
The plan is to have a pedestrian skywalk to link the second floor
of the parking garage to the second floor of the terminal
building.
There will be a new area for rental cars.
The FAA parking will be moved to the airport side of the building
for direct access. Their current parking lot will be used for
employees. It will be served by a one-way entrance from Airport
Drive. This access will be signed and gated. Employees will
exit the Airport with the rest of the Airport traffic.
The long term lot will be entered from White Street Extension.
Shuttle service will be provided to the terminal building.
The landscaping plan has changed since the plans were made.
Mr Beck showed the building setbacks which range from 90 ft. at
one end to 115 ft. at the other. There will be significant
plantings to soften the massiveness of the parking building.
They will exceed the landscape formula.
All lighting fixtures will be cut off fixtures and will be below
the 3 candle maximum. This applies both in the lot and in the

parking structure. All poles will be either 15' or 20'. The 25'
foot poles now existing will be removed.
Mr. Beck then showed the plan for the parking structure, noting
the access, stairwells, elevators, and the connection to the
terminal. The garage will be operated by a ticketing system
located at the north face of the building.
Additions to the terminal building will include canopies along
the curb side. The southern half of the building will be 2
stories, the northern half one story. The building will be
glass with brick elements every 15 feet. Steel will be high-
lighted with color. The addition will be 35 ft. high.
Mr. Beck noted that the tops of the elevators will exceed the 35
ft. height limitation by just under 2 feet. They are 180 ft.
back from the corner of the building. Many alternatives were
considered, and they have decided to ask for the additional
height in the elevator towers.
Mr Beck said they tried to make the parking structure as small as
possible and still meet peak demand. The plan shows 9 ft. wide
parking stalls, but they would like to make them 8'9". This
would serve both the function of the garage and enable them to
generate more income. They would gain 35 parking spaces. They
anticipate the garage will be full during peak demand. An aver-
age stay of 3 days is anticipated.
In considering the reduced width parking stalls, they looked at
airport garages in other airports. At Logan, the stalls are 8'4"
with 24 ft. aisles. The Rhode Island Convention Center has 8'6"
stalls with 24 ft. aisles. Key Bank downtown has 8'6" stalls as
does the Radison. The Cornerstone Building has a mix of 8'6",
8'9" and 9'. Smith Thompson has 81 wide spaces. The State
office building on Cherry Street has 9' spaces.
Airport people have met with neighbors twice to address traffic
concerns. The traffic study says no signals are warranted. The
neighbors have asked for a stop sign at White Street/Airport Dr.
They have also asked for speed limit enforcement and limitations
on parking along Airport Drive.
Mr. Weith asked why access to the overflow parking is only one
way. Mr Beck said that will be changed to 2-way. Mr. Dunn
said they want to avoid having to have 2 ticket booths.
Mr. Weith said that to eliminate or reduce parking on Airport
Drive, residents would have to make their case to the City
Council. A resident said that one of their concerns is that
when there is snow on the street, people park further into the

road, and this is dangerous.
Mr. Weith asked what landscaping will be removed. The landscape
architect said all existing trees along Airport Drive will be
kept. They will be cut back at intersections. They will also
clear areas where snow might fall off rooftops. They will plant
many species of trees for more interest. They will also add
some trees along the north side.
Ms. Deering said she could see no need for a special access for
FAA employees especially since another access point only in-
creases the potential for accidents. She also favored the 4-way
stop sign at White St/Airport Dr.
Mr. Beck said the curb cut is for entrance only. It will be
signed and gated. FAA traffic will exit with the rest of Airport
traffic.
Mr. Foisey said he has a problem now trying to back out of his
driveway. He has had 2 accidents in front of his house. He
lives right across from the FAA entrance and feels there is too
much traffic there and too many cars parked on the street.
Mr. Beck said they feel the FAA entrance is needed to clean up
the mix of traffic. He said employees are on a staggered shift
throughout the day.
Mr. Lemay questioned the 2-way traffic along the overflow parking
and said that neighbors had been told it would be only one way.
Mr. Beck said they have to have a way for people to move back and
forth when looking for parking spaces. It is still one-way to
get to the overflow parking area. Mr. Weith said the alternative
would be to have traffic go back onto Airport Drive and make the
whole loop again.
Mr. Weith then asked why employees can't go in the White St.
access.
A resident said that neighbors have put up with a lot from
Airport traffic. He said they want to work with the Airport,
but issues have to be addressed. The biggest issue he saw is
traffic getting in and out of the Airport. He did not oppose
the building of the garage.
Mr. Teeson felt the stop sign would be helpful. He also sug-
gested moving parking back on Airport Drive about 50 feet from
the Airport entrance. This would give added visibility.
Mr. Weith said the Commission can make the 4-way stop a condition
but they can only recommend the no parking zone to the Council.

Members then considered the outstanding issues.
There were no objections to the waiver on parking space width.
Members suggested moving the green space back 18".
Members had no problem with the added building height because of
the elevator towers, but noted the structure must meet the
additional setback requirement. Any decrease in that requirement
would require a variance from the Zoning Board.
Members suggested the Commission write to the Council with regard
to the stop sign.
Mr. Weith noted that the traffic study recommends two left turn
lanes on Airport Drive. He felt the southbound one should be
provided at a minimum. Mr. Beck felt that could be accomplished
via striping of the pavement, and they are prepared to do it.
The right turn lane is part of the plan.
Mr. Beck felt the left turn lane onto Airport Road is not part of
this project, but, he noted, it is part of the 10-year design
plan. Members were OK on this.
Mr. Weith asked if the applicant would be willing to dedicate a
71 strip along Airport Parkway for future widening. Mr. Ham-
ilton said not as part of this approval, but they are always
willing to talk with the city about it.
Mr O'Rourke moved the Planning Commission 22Erove the site 21an

Mr. Hamilton asked if there could be consideration given to not
having to put up a bond for landscaping. He asked if a letter of
agreement would serve as well.
After a brief discussion, members agreed to reword Condition #4

5. Sketch plan application of P.S.H., Inc., to amend a previously
approved planned unit development consisting of a 39,300 sq. ft.
general office building (Building A), a 124 unit congregate
housing facility, and a 79 unit extended stay hotel. The amend-
ment consists of 1) resubdividing lots #3 and 4, 2) reducing the
size of the general office building from 39,300 sq. ft. to
24,480 sq. ft., 3) constructing a 60 unit congregate housing
facility, and 4) subdividing lot #4 into two lots of 5.42 acres
and 0.7 acres, 421 Dorset Street:
Mr. Giebink explained that The Pines is full and there is a long
waiting list. They have been to the Zoning Board and gotten a
conditional use permit and a height variance.
Mr. Giebink showed lot #3 of the PUD. They propose to divide
that lot and have the back part of it fold into the PUD. This
will put The Pines all on one lot.

The purpose of the meeting was to present Technical Report No. 1, which had been
distributed to committee members in advance, and discuss progress of the project in general. Peter
Keating introduced Mike Wilson to present the report. Mike stated that he had three items for
discussion:
Presentation of the report;
Feedback; and,
Next steps in the study.
Technical Report No. I consisted of two main parts: a report on the passenger surveys, and
the comparison with peer group airports. These were presented in sequence.
Passenger Surveys
Surveys of departing passengers and employees were taken over the three-day period from
Augmst 6-8, 1998. The su_-;ey questionnai-re-s h-Rd been reviewed and agreed by CCMPO and BIA.
A total of 595 passenger and 105 employee responses were obtained. The responses to individual
questions and their significance were presented and illustrated with graphics. Comments and
questions pertaining to the surveys were:
1. A question about the 40 percent of departing passengers that originate in Burlington. A
previous survey taken by the airport had found only 17 percent originating there.
2. A question about the proportion of passengers being dropped off and whether the vehicles
proceeded to park after dropping passengers off.
3. A request for a more detailed breakdown of information about destinations. It was noted that
a survey taken in February revealed that 63 percent of passengers were destined for Florida.

4. A request for a more detailed breakdown of parking duration. BIA remarked that the
majority of parking revenue is derived in the first three hours of parking.
5. A question about Table 3 - the reason for the high proportion of "Other on Demand" ground
access at the Savannah GA airport.
6. A question about how much the survey cost and whether the data base for the survey could
be shared with BIA. BIA conducts surveys from time to time and would like to retain this
information. WSA replied that the budgeted cost for the surveys was approximately $1,500
in out-of-pocket costs for direct field labor, travel and reproduction of the survey forms. This
did not include WSA staff time for survey preparation and analysis of the results. If BIA were
to undertake another survey, these costs would vary according to the scope of the survey and
compensation of BIA personnel. Mike indicated that a copy of the survey data base would
be provided to BIA at CCWO's request.
7. BIA remarked that, according to information from previous surveys:
The distribution of passengers at BIA is approximately 60 percent
business and 40 percent leisure;
Fifty-five percent of enplanements are due to deplanements (i.e., are
passengers returning to their origins outside Burlington); and,
There are more than 250 employees at the airport.
Mike indicated in response to CCNIPO that all of the requested information and clarifications
would be provided. Some of them will have implications for parking demand, which will be taken
into consideration.
Comparison with Peer Group Airports
Mike surnmarized the investigation of peer group airports and explained the comparison,
which was given in Tables 6 and 7 of Technical Report No. 1. Comments on this matter included:
It was noted that enplanements were based on 1996 data, the latest information
available on a consistent basis, from the FAA website. BIA staff noted that
enplanernents at BIA had increased significantly since then (to 440,000 anticipated in
1998). In response to a question, BIA indicated that enplanement data is not kept on
a daily basis, but reported by individual airlines monthly and summarized by BIA.
BIA offered clarifications of the parking rate schedule and the "Valet" parking service
as operated at the airport.
It was noted that Manchester Airport is building more parking.

Feedback
WSA asked for further feedback on Technical Report No. I beyond individual questions
raised previously. Feedback offered included:
BIA indicated that they believed enplanement forecasts (of three percent or more
annually) in the two consultant studies cited in TR No. I were too high, and that they
anticipated annual growth in enplanements of approximately 2 percent for the next
several years;
A concern was raised by the Town of South Burlington about the amount of drop-off
traffic at the airport and interest was expressed in ways to reduce this traffic;
Discussion of potential approaches to alternative parking/access strategies.
Comments related to this matter included:
A fare -free bus, service to the airport had been tried in the past and was not
considered a success; mass transit should be considered in a broader context,
The feasibility of a van shuttle service was considered to be related to the type
of people traveling, with business passengers the most likely candidates;
The feasibility of a satellite parking lot was considered to be related to several
factors - free or cheap parking, a facility that was actively managed and
supervised, and presence of an enclosed and heated area for passengers
awaiting the shuttle to the airport.
A potential location for a sateflite lot would be at 1-89 Exit 14, near the
existing Sheraton Hotel (post -meeting note: M. Wilson and Peter Keating
discussed several potential locations for satellite lots after the meeting).
Next Steps
A Wilson and Peter Keating summarized by saying that afl comments would be taken into
consideration and requested information would be provided. The next stage of work on the study
would be preparation of an evaluation matrix of the alternative parking/access strategies.

6. Site plan application of Jeffrey Peck to amend a previously approved plan for a 4800 sq. ft.
office/warehouse building. The amendment consists of constructing a 14' x 120' open attached
accessory structure, 4090 Williston Rd./ 12 Palmer Court:
Mr Duchesneau said they have a shortfall of 2 parking spaces. There is room for them in one
location. Mr. Welth said that would add to front yard coverage problems along Palmer Court.
Mr. Weith also noted a lot of material is stored in a few of the parking spaces and asked what would
happen to this. Mr. Duchesneau said this relates to one job which should be cleared out soon. He
thought that was part of the reason for the additional shed. Mr. Weith suggested a condition that
there be no outside storage. Mr. Burgess added that the C/O should also be held up until the
situation is fixed.
Mr. Weith asked about stabilization of the bank. Mr. Duchesneau said that is part of this application.
The plan is complete. Mr. Burgess felt this should also be a condition for the C/O.
Mr. O'Rourke moved the Planning Commission approve he site plan application of Jeffrgy Peck to
amend a previously approved plan for a 4800 sq. ft. office/warehouse building. The amendment
consists of constructing a 14' x 120' open attached accesso[y structure, 4090 Williston Road/12

term surface parking areas. The amendment consists of modif�ring the approved landscaping plan by
reducing the amount of new landscaping, 1200 Airport Drive:
Mr. Hamlin said there was a discrepancy as to what got spent, and they are asking for credit for
saving existing trees. Mr. Burgess noted that the plan approved by the Corninission already showed
the existing trees being saved. Mr. Hamlin then showed what went in. Trees were shifted 25 ft. from
the parking garage so they could get a vehicle in to clears now falling from the roof. They also added
larger trees and substantial perennial plantings at the Airport entrance.
They were supposed to have $129,000 with $22,000 left from other projects. $122,000 was put in.
They are asking for credit for $24,000 for what was saved.
Mr. Weith noted that what was put in exceeds the minimum but is not as much as they got an
approval for. Mr. Hamlin said they relocated some trees that were to be destroyed along Airport
Drive and did this as a gift to the city.
Mr. Weith noted that the airport has not lived up to the requirement to post a 3-year bond.
Members were OK with approving the credit but wanted the bond posted.

Sewer: The preliminary plat submittal should include the sewer allocation request. There is no
reserve capacity currently available at the Bartlett Bay Wastewater Treatment Facility. The
approved allocation will be placed on a waiting list until such time as allocation is available.
Traffic: The preliminary plat submittal should include a traffic impact study.
Dumpster: All dumpster storage areas should be screened.
Lighting: The preliminary plat submittal should include details (cut -sheets) for all existing and
proposed exterior lights. Locations of all exterior lights should be shown on the plan.
Lot merger: A lot merger agreement, approved by the City Attorney, should be recorded prior to
recording the final plat plans which merges lots A, B and the recently acquired lot #I I from
Allson Partnership.
5) BURLINGTON INTERNATIONAL AIRPORT - LANDSCAPING MODIFICATION -
SITE PLAN
This project consists of amending a plan approved on 2/11/97 (minutes enclosed) to construct a
13,240 square foot addition to an existing 72,625 square foot airport terminal building, 2)
construct a multi -level parking structure for 1143 vehicles, and 3) construct new employee and
long term surface parking areas. The amendment consists of modifying the approved landscape
plan by reducing the amount of new landscaping.
Landscapin& The minimum landscaping requirement for this project was $129,050. This
requirement includes the shortfall on four (4) previously approved projects. The landscaping plan
approved on 2/11/97 met this minimum requirement Staff inspected the landscaping prior to
issuance of a Certificate of Occupancy and discovered that the landscaping planted was different
and included less plant material than that shown on the approved plan. A temporary C.O. was
issued pending the outcome of this request.
The planted landscaping may meet the minimum dollar requirement, however, it is substantially
less than what was proposed on the approved plan. The applicant submitted a summary of their

landscaping expenditures (see enclosed). This statement indicates that they spent $208,682 which
includes credits for stone walls, sidewalks and moving and saving existing trees. They are seeking
credits for $30,077 worth of trees saved or transplanted.
The landscaping bond for this landscaping expired some time ago and staff has been unable to
obtain another one. The approval required that the bond remain in effect for three (3) years. The
applicant is in violation of this requirement.
Staff recommends approval of the revised plan. A condition should be attached that requires
posting of a landscaping bond prior to issuance of a permanent C.O. permit.
6) JEFFREY PECK - ADDITION - SITE PLAN
This project consists of amending a previously approved plan for a 4800 square foot office/warehouse
building. The amendment consists of constructing a 14' x 120' open attached accessory structure.
This property was last reviewed by the Commission on 1/12/93 (minutes enclosed). The ZBA on
6/10/96 granted the applicant approval to fill an area behind the building along Muddy Brook.
This property located at 4090 Williston Road/12 Palmer Court lies within the Mixed Industrial and
Commercial District. It is bounded on the north by a mixed use building used for auto repair and
paving contractor's yard, on the east by Muddy Brook, on the south by Williston Road and on the
west by Palmer Court.
Access/circulation: Access is via a 48 foot curb cut on Palmer Court. No changes proposed to the
access.
Circulation is adequate.
Parking: A total of 13 parking spaces are required and I I spaces including one (1) handicapped
space and a bike rack are provided. This represents a two (2) space or 15.4% shortfall. Applicant
should be prepared to justify this shortfall.
Landscapim-, The minimum landscaping requirement, based on building costs, is $90 which is being
met. Proposed landscaping consists of a cedar hedge.

unit cost for 2 V2" — 3" caliper trees was used. This unit cost ranged from $214.20 for a coniferous tree

Minimum Landscaping Requirement
Dear Mr. Ward:
In response to your letter to Mr. Hamilton dated August 12, 1998 we would like to clarify the total cost
of landscape expenditures for the airport project.
As project designers we feel we have met the intent of the ordinance and would like to ask credit for the
following items based on your ordinance which states that "...the Planning Commission may grant some
credit for existing trees or site improvements other than tree planting as long as the objectives of this
section are not reduced."
During the site analysis phase of the project we identified a large number of mature trees, which if
property preserved, would provide landscape character and enhance the value of the project for the City
and neighboring land owners. Great effort was expended in the design of the roads, placement of the
structure and grading of the earthworks to achieve this goal. In fact the layout of the entire project was
based upon saving these trees.
In addition, twenty-two large trees of exceptional quality that could not be saved by the proposed
construction were transplanted to locations along Airport Drive. These trees extend from the airport
entry to Williston Road and have added significant value to the landscape character along Airport Drive.
Another key design element of the landscape plan are the large perennial beds. These plantings will
provide an incredible display of both seasonal color and winter texture. These plantings and their special
planting bed requirements represent a significant portion of the landscape budget.
Additional landscape design elements that add value to the project and should be considered for credit
include:
850 linear feet of curvilinear sidewalk on the northeastern side of Airport Drive where no walk
existed.
The decorative stone wall which raises the entry sign and creates a sense of entry for the project and
The aesthetic shaping of the landscape berms to create visual character and help screen the structure
from adjoining properties.

I have included an itemized list of the landscape expenses incurred by the contractor as well as a conservative
estimate for the trees we saved and transplanted for your review. This total equals 208,682 dollars which we
believe well exceeds the required landscape formula of 129,050 and the additional amount of 22,322 which was
rolled over from the Pratt & Whitney/Aviation requirement. (Total requirement - $151,372)
Current as -built drawings are also included as I believe the drawing you received was our punch list of
items that the contractor still has to address. It is our belief that we have met the intent of the ordinance and are

VERMONT CUSTOM SHEET METAL - ETHAN ALLEN DRIVE
1. Access drive to new building may be 12 feet in paved width with a 18'wide gravel base. The
paving is recommended at least one year after the gravel base in constructed.
2. Fire lane access around building may be gravel, 10 feet in width and 12 inches thick.
3. If the dumpster is placed near the westerly comer it will be easier to service.
4. Sewer service shall include clean outs.
PECK ELECTRIC - PALMER HEIGHTS
A large volume of fill has been placed in the area of the proposed addition. This fill is eroding with
no visible protection from silt entering Muddy Brook. There is no silt -fence of any kind. A plan for
the filling and stabilization of this fill should be submitted. This plan should be done by a licensed
Engineer. It shall include contours and tree removal, location of brook and trees to be removed.
BURLINGTON INTERNATIONAL AIRPORT - 1200 AIRPORT DRIVE

MARCEAU SUBDIVISION- HINESBURG ROAD

Minimum Landscaping Requirement
Dear Mr. Ward:
In response to your letter to Mr. Hamilton dated August 12, 1998 we would like to clarify the total cost
of landscape expenditures for the airport project.
As project designers we feel we have met the intent of the ordinance and would like to ask credit for the
following items based on your ordinance which states that "...the Planning Commission may grant some
credit for existing trees or site improvements other than tree planting as long as the objectives of this
section are not reduced."
During the site analysis phase of the project we identified a large number of mature trees, which if
properly preserved, would provide landscape character and enhance the value of the project for the City
and neighboring land owners. Great effort was expended in the design of the roads, placement of the
structure and grading of the earthworks to achieve this goal. In fact the layout of the entire project was
based upon saving these trees.
In addition, twenty-two large trees of exceptional quality that could not be saved by the proposed
construction were transplanted to locations along Airport Drive. These trees extend from the airport
entry to Williston Road and have added significant value to the landscape character along Airport Drive.
Another key design element of the landscape plan are the large perennial beds. These plantings will
provide an incredible display of both seasonal color and winter texture. These plantings and their special
planting bed requirements represent a significant portion of the landscape budget.
Additional landscape design elements that add value to the project and should be considered for credit
include:
9. 850 linear feet of curvilinear sidewalk on the northeastern side of Airport Drive where no walk existed.
e. The decorative stone wall which raises the entry sign and creates a sense of entry for the project and
e. The aesthetic shaping of the landscape berms to create visual character and help screen the structure from
adjoining properties.

I have included an itemized list of the landscape expenses incurred by the contractor as well as a conservative
estimate for the trees we saved and transplanted for your review. This total equals 202,282 dollars which we
believe well exceeds the required landscape formula of 129,050 and the additional amount of 22,322 which was
rolled over from the Pratt & Whitney/Aviation requirement.
Current as -built drawings are also included as I believe the drawing you received was our punch list of
items that the contractor still has to address. It is our belief that we have met the intent of the ordinance and are

Municipality's Planning Coltmission for the development located at
Bgrli-Agton International Airport, as depicted on a site plan
entitled 412ratt_i Whit eXII, dated June_ 1226, and prepared by

WSERRXB, Developer is required by said approval, at its own
expense, to complete certain improvements; and
WABREAB, the parties to this Agreement wish to establish in
writing the obligations of the Developer as set forth in the City
approval; and

follows:
1. Developer will, at its own expense, complete the
following construction depicted and in accordance with
the specifications set forth in said site plan and
related documents:

3. Developer shall replace or repair any defective or
improper work or materials which may be recognized
within three (3) years after completion of the
improvements set forth in paragraph one. For the

purpose of this Agreement, "completion" shall be deemed
to have occurred when .the Municipality has inspected

4. For the guaranty of Developer's performance of all
requirements hereinabove set forth, and as a condition
of the zoning permit for the Pratt a Whitney service
building, Developer indicates that this .is its true
intention and desire and pledges its full support.
5. This Agreement shall terminate and shall be of no
force or effect upon performance of all requirements
contemplated hereby, and the completon of the warranty
period set forth in paragraph three (3).
6. No sum shall be maintained in escrow in support of
this Agreement; however, inspection of said landscaping
by the Municipality and identification of a problem or
deficiency, followed by submission cf H written report
to the Developer outlining the deficiency shall result
in action within an agreed upon period QL time to
correct the deficiencyy.
13. This Agreement aYfall not only binding upon the
parties hereto, but also their respective heirs,
executors, administrators, successors and assigns.

5 BURLINGTON INTERNATIONAL AIRPORT

Outlined below is the anticipated schedule for the initial phases of construction at
Burlington International Airport related to expansion of the terminal and
construction of a parking structure:
Phase 1 A consisting of site work related to relocation of utilities, repaving
of two existing parking lots, construction of the new access road into the FAA
parking lot and the new interior road to the long term parking lot (Park & Travel)
is anticipated to start on Monday April 28. Munson Earthmoving has the contract
for site work and will be installing silt fencing, clearing trees and bringing in work
trailers during the period April 22-25.
Phase 1 B consisting of construction of a temporary exit road from the
terminal area and partial construction of the new entrance road to the terminal
area is anticipated to start on May 19.
Work on the parking structure is scheduled to start on June 16 with work on
the terminal building starting approximately one week later on .tune 23.
We realize that the issue of landscaping escrow/bonding has not been settled,
however, we need to start on basic site work on schedule in order to meet the
completion date of November 15 for the parking structure. Therefore, we request
a site development permit which would include the work described in Phases I
and 1 B and also would include use of the properties along Airport Drive adjacent
to Park & Travel for parking.

1 _ This permit does not relieve the permittee from obtaining all other approvals and permits as
may be required from the Act 250 District Environmental Commission, the Department of
Labor and Industry -phone (802) 828-2106 or (802) 658-2199 and local officials prior to
pr6ceeding with this project.
2. The project shall be completed as shown on the following plans which have been stamped
"approved" by the Wastewater Management Division:

The project shall not deviate from the approved plans without prior written approval from
the Wastewater Management Division.
No alterations to the building that would change or affect the exterior water supply or sewage
disposal, or the approved use of the building shall be allowed without prior review and
approval from the Agency of Natural Resources.
4_ The Wastewater Management Division now reviews the sewage and water systems for public
buildings under 10 V.S.A., Chapter 61 - Water Supply and Wastewater Disposal Permit.
By acceptance of this permit, the permittee agrees to allow representatives of the State of
Vermont access to the property covered by the permit, at reasonable times, for the purpose

of ascertaining compliance with Vermont environmental/health statutes and regulations, with
this permit.
6. A copy of the approved plans and this permit shall remain on the project during all phases of
construction and, upon request, shall be made available for inspection by State or local
personnel.
WATER SUPPLY
7. The water main extension is approved provided the water main extension is constructed in
strict accordance with the Agency of Natural Resources, Water Supply Division's "Public
Water System Permit to Construct " Project #E-0684 WSID #5091 to & dated &.
SEWAGE DISPOSAL
8. A professional engineer, registered in the State of Vermont, is to generally supervise the
construction of the sanitary sewer line extensions and, upon completion of construction, the
supervising engineer is to submit to the Wastewater Management Division a written
certification stating all construction has been completed in accordance with the stamped
approved plans. The engineer's certification is to be submitted to the Division prior to the
occupancy of any unit and the certification shall include, but not be limited to, the numerical
results of all leakage testing performed on each segment of the sanitary sewer extension and
all manholes, as described in Appendix A, of the Environmental Protection Rules.

9. The project is approved for wastewater disposal by connection to the municipal sewer system
for a maximum of 1500 gallons of sewage per day. No other method of wastewater disposal
shall be allowed without prior review and approval by the Wastewater Management Division,
and such approval will not be granted unless the proposal conforms to the applicable laws and
regulations.

4) CITY OF BURLINGTON - PARKING GARAGE & TERMINAL EXPANSION -

This project consists of: 1) constructing a 13,240 square foot
addition to an existing 72,625 square foot airport terminal
building, 2) constructing a multi -level parking structure for 1108
vehicles, and 3) constructing new employee and long term surface
parking areas.
This property located at 1200 Airport Drive lies within the Airport
and Airport Industrial Districts.
Access/circulation: Access will be provided by the three (3) curb
cuts on Airport Drive and via White Street Extension. The three
(3) curb cuts on Airport Drive from south to north include a 28
foot ingress only curb cut, a 28 foot egress only curb cut and 16
foot ingress only curb cut. White Street Extension will provide
ingress and egress access to the long term parking area. The long
term lot access road should be for two (2) way traffic and the plan
so modified.
Circulation on the site is adequate.
Coverage/setbacks: Due to the vast size of the airport property,
building and overall coverages were not calculated. Front yard
coverage along Airport Drive is 28.6% (maximum allowed is 30%).
The parking structure does not meet the front yard setback �r
requirement (see discussion below regarding building height). They
terminal addition will meet the setback requirements.

Parking: There are no minimum parking requirements for an airport
terminal in the zoning regulations. This proposal will increase
the total number of parking spaces from 1687 spaces to 2179 spaces
or a 492 space increase. A bike rack and 16 handicapped spaces
will be provided.
Landscaping: The minimum landscaping requirement, based on XI
building costs, is $129,050 which is being met. This requirement ?'l
includes the shortfalls on four (4) previously approved projects.�r�
Proposed plantings will include Downy Shadblow, Norway Maple, Red
Maple, White Birch, Summit Ash, White Spruce, White Pine and
Arborvitae.
The applicant is proposing a dense buffer of landscaping and low ,
berms along Airport Drive. The berming and landscaping along the -
`"
long term parking area should be installed prior to use of this �r'
area as an interim parking lot during construction of the garage.
If this is not possible, some sort of screening (i.e., fence)
should be installed on a interim basis.
Sewer: The additional sewer allocation requested is 1500 gpd. The -�
applicant will be required to pay the per gallon fee prior to
permit.
Building height: The terminal addition meets the 35 foot height
limit. The elevator tower on the parking structure will exceed the
35 foot height limit by three (3) feet. Section 25.113(c) of the
zoning regulations allows the Planning Commission to approve a non-
residential structure with a height in excess of the limitations
"provided the Commission determines that a taller structure:
(i) will not affect adversely the essential character of the
neighborhood or district in which the property is
located;
(ii) will not detract from the important scenic views from
adjacent public roadways and other public rights -of -way."
In addition to the above criteria, Section 25.113(d) of the zoning
regulations requires that for each foot of additional height above
the normal 35 foot maximum, all front and rear setbacks shall be
increased by one (1) foot. The additional three (3) feet of front
yard setback is not being provided. The Planning Commission does
not have the authority to waive the setback requirements. The site

plan should be revised to meet this requirement. The applicant is
working on reducing the height of the elevator tower and will have
the exact height at the meeting.
Section 25.113(e) of the zoning regulations requires that the
request for approval of a taller structure shall include the,^
submittal of plans showing the elevations and architectural design
of the structure, existing grade, post -construction grade, and
height of the structure. These plans have been submitted. The
applicant will be required to abide by the approved elevations.
Traffic: A traffic study was prepared (see enclosed). This study
concludes that "although this project involves the development of
a parking structure to replace an existing parking lot, no
increases in activity levels, and as a result in vehicular volumes,
are anticipated for the airport site."
This study recommends the following improvements:
1. A northbound right -turn lane at the Airport entrance. ,•
2. A southbound left -turn lane at the Airport entrance.
3. A northbound left -turn lane at Airport Drive/Airport Roads
intersection.
The plans should be revised to provide details of these street
improvements. These improvements should be constructed prior to
occupancy of the parking structure.

A point by point lighting plan was submitted which indicates an
average of 2.74 footcandles for the total site. The zoning
regulations have a 3 footcandle maximum.

complies for the most part with recommended standards for parking

structures in terms of dimensions of parking spaces and aisles,
circulation patterns, distance between parking spaces and
elevators/stairwells, and lighting levels. The applicant should
indicate the ramp slope within the garage (should not exceed 15%).
Also, the applicant should address security in the garage (i.e.,
lighting only, foot patrols, cameras, etc.)
Airport Drive widening: Section 25.101 of the zoning regulations
indicate that Airport Drive is planned to be widened by 14 feet,
seven (7) feet on either side. The Public Works Superintendent has
recommended that the applicant dedicate seven (7) feet to the City
for future widening.

5) P.S.H., INC. - CONGREGATE HOUSING EXPANSION - SKETCH PLAN
This project consists of amending a previously approved planned
unit development consisting of a 39,300 square foot general office
building (building "A"), a 124 unit congregate housing facility,
and a 79 unit extended stay hotel. The amendment consists of: 1)
resubdividing lots #3 and 4, 2) reducing the size of the general
office building from 39,300 square feet to 24,480 square feet, 3)
construct a 60 unit congregate housing facility, and 4) subdividing
lot #4 into two (2) lots of 5.42 acres and 0.7 acres. The ZBA on
1/27/97 granted the applicant a conditional use permit for the
proposed building and to extend the regulations for the R7 District
50 feet beyond the district line into the CD3 District, and a
variance to allow a portion of the building to exceed the 45 foot
height limit by seven (7) feet.
This property located at 421 Dorset Street lies within the CD3 and
R7 Districts. It is bounded on the south by a multi -family
residential development and GMP sub -station, on the east by Dorset
Street, on the north by Sherry Road and some residences and on the
west by Oakwood Drive and some residences.

Upon review of the landscaping as -built plan as submitted by Michael Willard, Dunn Hamilton & Kane, we find
that the total value is short of the minimum required under Section 26.105 of the South Burlington Zoning
Regulations. The minimum landscaping requirement based on building cost was one hundred twenty nine
thousand and fifty ($129,050) dollars. In addition, twenty two thousand three hundred and twenty two
($22,322.00) dollars in landscaping value was proposed at the Airport terminal area due to a shortfall at the
Pratt & Whitney building and the Aviatron building.
We are of the opinion that the total value of materials installed is one hundred eighteen thousand three hundred
and thirty seven ($118,337.00) dollars. Therefore, the Burlington International Airport landscaping plan as
approved by the South Burlington Planning Commission is short approximately thirty three thousand
($33,000.00) dollars. In order to resolve this matter, the amended landscaping plan must be reviewed and
approved by the Planning Commission. Please contact the Planning staff for scheduling of the next meeting.

Ladies and/or Gentlemen:
We hereby authorize you to draw on The Howard Bank, N.A. for the account of City of Burlington, City
Hall, Room 22, Burlington, VT 05401, up to the aggregate amount of $151,372.00 available by your drafts at
sight.
The drafts drawn under this credit are to be endorsed thereon and shall state on their face that they are
drawn under The Howard Bank, N.A., Burlington, Vermont, Letter of Credit Number 3085 dated May 9, 1997.
The drafts drawn under said credit, must be accompanied by a written statement signed by a duly authorized
agent of the City of South Burlington, that in the judgment of the City of South Burlington, The City of
Burlington is in default under the terms of an agreement dated May 9, 1997, and that the funds to be drawn by
the draft are in payment for, or in anticipation of payment for materials, labor and services required for
completion of the improvements identified in the aforementioned agreement.
Documents must be delivered to The Howard Bank, N.A., PO. Box 409, Burlington, Vermont,
05402-0409 and drafts must be drawn and negotiated no later than September 7,1997. This letter of credit will
be automatically extended without amendments for an additional 120 day period, unless The Howard Bank gives
notification thirty (30) days before expiration, that it does not intend to renew the letter of credit.
Except so far as otherwise expressly stated, this credit is subject to the Uniform Customs and Practice for
Documentary Credits, 1993 Revision, International Chamber of Commerce Publication Number 500.
We hereby agree with drawers, endorsers and bona fide holders of the bills drawn in compliance with the
terms of this credit that the bills shall be duly honored upon presentation at The Howard Bank, N.A.

SITE PLAN
LETTER OF CREDIT AGREEMENT
THIS AGREEMENT, executed in triplicate between the CITY
OF BURLINGTON, a Vermont municipal corporation situated in
Chittenden County, Vermont, hereinafter referred to as
"DEVELOPER", THE HOWARD BANK, N.A., a national association
with offices in Burlington, in the County of Chittenden,
Vermont, hereinafter referred to as "BANK", and the CITY OF
SOUTH BURLINGTON, a Vermont municipal corporation situated
in Chittenden County, Vermont, hereinafter referred to as
"MUNICIPALITY".
W I T N E S S E T H:
WHEREAS, DEVELOPER has received site plan approval from
the MUNICIPALITY's Planning Commission for the development
located at Burlington International Airport, as depicted on
the following plans:
1. Plan entitled "Burlington International Airport,
South Burlington, Vermont, Tree Planting Plan, for
Project No. 9633," dated April 30, 1997, and
prepared by Dunn & Associates.
2. Plan entitled "Burlington International Airport,
Pratt & Whitney Building Site and Access Road,
Landscaping Plan for Project No. 04-9610," dated
August 1996, and prepared by Kathleen Ryan.
3. Plan entitled "Burlington International Airport,
Landscape Plan Proposed Aviatron Building, for
Project No. 04-96602," dated June 1996 and
prepared by Webster -Martin, Inc. Consulting
Engineers.
4. Plan entitled "Burlington International Airport,
Aviatron Building Addition, Site and Landscaping
Plan for Project No. 04-9614," dated January 1997
and prepared by Kathleen Ryan.
WHEREAS, DEVELOPER is required by said approval, at its
own expense, to complete the construction of the development
site in accordance with the plans approved by the Planning
Commission; and
WHEREAS, the parties to this Agreement wish to
establish a mechanism to secure the obligations of the
DEVELOPER for the work as set forth above; and

WHEREAS, the BANK executes this Agreement solely in the
capacity of issuer of a Letter of Credit hereinafter
specified;
NOW THEREFORE, the parties hereby covenant and agree as
follows:
1. DEVELOPER will, at its own expense, complete the
landscaping identified on Schedule A attached hereto in
accordance with the specifications set forth in the site
plans and related documents identified above.
2. The DEVELOPER shall complete the improvements set
forth in Item 1 of Schedule A no later than July 1, 1998,
and shall complete the improvements set forth in Items 2 and
3 of Schedule A no later than September 1, 1997.
3. DEVELOPER shall replace or repair any defective or
improper work or materials which may be recognized within
two years after completion of the improvements set forth in
Paragraph 1. For the purpose of this Agreement "completion"
shall be deemed to have occurred when the MUNICIPALITY has
inspected and approved the construction of all the
improvements required by this Agreement and issued written
notice to the DEVELOPER that the construction is complete.
4. For the guarantee of DEVELOPER's performance of
all requirements hereunder set forth, DEVELOPER has caused•
the BANK to issue its Irrevocable Letter of Credit in favor
of the MUNICIPALITY, the original of which is attached to
the MUNICIPALITY's copy of this Agreement, and a copy of
which is attached to the DEVELOPER's copy of this Agreement.
During the term of this Agreement, DEVELOPER shall cause the
attached Letter of Credit to be renewed at least thirty (30)
days before the maturity date thereof. Failure of DEVELOPER
to deliver evidence of such renewal to MUNICIPALITY thirty
(30) days prior to the date of expiration of said Letter of
Credit shall constitute a default of the terms of this
Agreement.
5. Said Irrevocable Letter of Credit provides that
the drafts drawn under said credit, must be accompanied by a
written statement signed by a duly authorized agent of the
MUNICIPALITY, that in the judgment of the MUNICIPALITY, the
DEVELOPER is in default under the terms of this Agreement,
and that the funds to be drawn by the draft are in payment
for, or in anticipation of payment for materials, labor and
services required for completion of the improvements
identified in Paragraph 1. Payment of each draft will be
made at sight when presented to the BANK by the
MUNICIPALITY, the payment limited only by the aggregate
amounts presented in relationship to the maximum amount of

the Letter of Credit. If DEVELOPER shall be in default of
the Agreement for seven (7) days because of its failure to
provide evidence or renewal of the Letter of Credit,
required in Paragraph 4 above, the MUNICIPALITY shall notify
DEVELOPER by certified mail of said default. DEVELOPER
shall then within three (3) business days provide
MUNICIPALITY with evidence of said renewal of Letter of
Credit or MUNICIPALITY may notify BANK of such default and
request payment under said Letter of Credit.
6. The MUNICIPALITY will promptly submit to the
DEVELOPER a copy of any draft it submits to the BANK. The
consent of the DEVELOPER to payment of said draft by the
BANK to the MUNICIPALITY under said Letter of Credit shall
not be required.
7. The MUNICIPALITY shall not file with the BANK a
Statement of Default until ten (10) days after notice has
been sent to the DEVELOPER, by certified mail, setting forth
its intention to do so.
8. All funds drawn on the BANK by the MUNICIPALITY
pursuant to the Letter of Credit shall be used solely by the
MUNICIPALITY for the purpose of completing construction of
the improvements identified in Paragraph 1. Any work
contracted for by the MUNICIPALITY pursuant hereto shall be
let on a contractual basis, or on a time and material basis,
or shall be performed by the MUNICIPALITY's own work force
and equipment, or shall be accomplished in such other manner
as in the judgment of the MUNICIPALITY shall accomplish the
work more expeditiously and economically.
9. If payments are drawn on the BANK by the
MUNICIPALITY pursuant to said Letter of Credit, and it shall
later develop that a portion of the monies drawn are in
excess of the MUNICIPALITY's needs, any such excess amount
shall be refunded by the MUNICIPALITY to the BANK, to be
credited by said BANK to the DEVELOPER.
10. This Agreement and said Letter of Credit shall
terminate and shall be of no force and effect upon
completion of the one year warranty period as described in
the above Paragraph 3. If the MUNICIPALITY has not
delivered any written notice to the DEVELOPER of any
defective or improper work or materials in the construction
of the improvements within the two (2) year period, or if
notice has been given and the defective work or materials
have been corrected by the DEVELOPER, the MUNICIPALITY shall
forthwith notify the BANK in writing that the Letter of
Credit may be canceled, and shall return the original Letter
of Credit to the BANK, and both the DEVELOPER and the BANK

shall be released from all obligations hereunder and under
said Letter of Credit.
11. The BANK may not modify the Letter of Credit
without first receiving written consent of the MUNICIPALITY.
12. DEVELOPER hereby agrees to indemnify and hold BANK
harmless from all claims, causes of action or liability of
any kind arising out of this Agreement or the issuance by
BANK of this Letter of Credit, including attorney's fees, as
long as BANK follows the terms and conditions outlined in
said Letter of Credit.
13. This Agreement shall be binding on all parties
hereto and their respective heirs, executors,
administrators, successors and assigns.

LANDSCAPING
LETTER OF CREDIT AGREEMENT
THIS AGREEMENT is executed in triplicate between the City of Burlington, Vermont
(hereafter referred to as the "Developer"); The Howard Bank, N.A. of Burlington, Vermont
(hereafter referred to as the "BANK"); and the City of South Burlington, Vermont (hereafter
referred to as the "Municipality).
WITNESSETH
WHEREAS, the Developer has received site plan approval from the Municipality's
Planning Commission for the development of property located at Burlington International
Airport, South Burlington, Vermont (the "property"), as depicted on site plans entitled (1)
"Burlington International Airport South Burlington, Vermont, As Built Tree and Shrub Planting
Plan" prepared by Dunn Associates and dated October 16, 1997 (rev'd September 2, 1998); (2)
"Burlington International Airport Aviatron Building Addition Site and Landscaping Plan
`Record Drawing,"' prepared by Webster -Martin, Inc., Consulting Engineers, dated August
1997; (3) `Burlington International Airport Pratt and Whitney Building Site and Access Road
Landscaping Plan," prepared by Webster -Martin, Inc., Consulting Engineers, dated August 1996;
(4) "Hertz, Burlington International Airport, South Burlington, Vermont," prepared by Michael
Dugan, dated December 3, 1991, last revised May 26, 1992; (5) `Burlington International
Airport Maintenance Areas Proposed Sand/Dry Storage Building," prepared by Webster -Martin,
Inc., Consulting Engineers, dated July 10, 1998; and (6) as discussed and agreed to by the
Developer at the November 24, 1998, meeting of the South Burlington Planning Commission
(and reflected in the minutes thereof), in conjunction with the application of HCA Airport Realty
to construct a 1,600 sq. ft. addition to a 10,000 sq. ft. airplane hangar behind 3060 Williston
Road (i.e., five (5) trees); and
WHEREAS, the Developer is required by said approval, at its own expense, to complete
landscaping of the property in accordance with the plan approved by the Planning Commission;
and
WHEREAS, the parties to this Agreement wish to establish a mechanism to secure the
obligations of the Developer for the work as set forth above; and
WHEREAS, the Bank executes this Agreement solely in the capacity of issuer of a Letter
of Credit as hereinafter specified;
NOW, THEREFORE, in consideration of the above -stated premises and other good and
valuable consideration, the parties hereby covenant and agree as follows:
The Developer will, at its own expense, complete all of the landscaping depicted
in accordance with the specifications set forth in said site plan and related documents.
2. The Developer shall complete the landscaping set forth in Paragraph 1 no later
than three (3) years from the date of Developer's execution of this Agreement.
3. The Developer shall replace or repair any defective or improper landscaping work
or materials identified by City's Administrative Officer, or his/her designee, within three (3)
years after completion.
4. For the guarantee of the Developer's performance of all requirements herein and
hereunder set forth, the Developer has caused the Bank to issue its Irrevocable Letter of Credit in
favor of the Municipality, the original of which is attached to the Municipality's copy of this
Agreement, and a copy of which is attached to the Developer's copy of this Agreement. During
the term of this Agreement, the Developer shall cause the attached Letter of Credit to be renewed

annually and at least thirty (30) days before the maturity date thereof. Failure of the Developer
to deliver evidence of such renewal satisfactory to the Municipality thirty (30) days prior to the
date of expiration of said Letter of Credit shall constitute a default of the terms of this
Agreement, and shall give rise to certain rights of the Municipality, as described herein.
5. Payment of each draft under the Letter of Credit will be made at sight when
presented to the Bank by the Municipality, the payment limited only by the maximum amount of
the Letter of Credit. If the Developer shall be in default of the Agreement for seven (7) days
because of its failure to provide evidence of renewal of the Letter of Credit, required in
Paragraph 4 above, the Municipality shall notify the Developer by certified mail of said default.
The Developer shall then, within three (3) business days, provide the Municipality with evidence
of renewal of the Letter of Credit or the substitution therefore of a letter of credit of equal
amount issued by a bank acceptable to the Municipality. If the Developer fails to secure either
renewal of the Letter of Credit or the issuance of a substitute Letter of Credit satisfactory to the
Municipality, the Municipality may notify the Bank of such default and request payment under
said Letter of Credit.
6. The Developer and the Municipality hereby agree that the sum of One Hundred
Fifty -Three Thousand and Eight Hundred Thirty -Seven Dollars ($153,837.00) shall be sufficient
to secure the Developer's obligations under this Agreement, but shall not relieve the Developer
from the obligation to pay any additional costs, if actual costs exceed the above -stated figure.
7. The Municipality will promptly submit to the Developer a copy of any draft it
submits to the Bank. The consent of the Developer to payment of said draft by the Bank to the
Municipality under said Letter of Credit is not required.

8. The Municipality shall not file with the Bank a Statement of Default unless it has
provided Developer with at least sixty (60) days notice, by certified mail, of its intention to do
SO.
9. All funds drawn on the Bank by the Municipality pursuant to the Letter of Credit
shall be used solely by the Municipality for the purpose of completing landscaping of the
property in accordance with the plans referenced in Page 1. Any work contracted for by the
Municipality pursuant hereto shall be let on a contractual basis, or on a time and material basis,
or shall be performed by the Municipality's own work force and equipment, or shall be
accomplished in such other manner as in the judgment of the Municipality shall accomplish the
work.
10. If payments are drawn on the Bank by the Municipality pursuant to said Letter of
Credit, and it shall later develop that a portion of the monies drawn are in excess of the
Municipality's needs, any such excess amount shall be returned by the Municipality to the Bank,
to be credited by said Bank to the Developer.
11. This Agreement and said Letter of Credit shall terminate and shall be of no force

The meeting opened at 10:00 A.M. in the CCMPO Offices. Peter Keating noted that Technical
Report No. 2 had been distributed in advance and asked Mike Wilson to present it. Mike stated that
the purpose of the report was to focus on alternative parking strategies for further consideration. He
quickly summarized the report, including:
■ Review of anticipated parking demand;
■ Strategies considered in initial screening;
■ Advantages and disadvantages of each strategy;
■ Current developments relevant to the strategies; and,
■ Recommendations of strategies for further development.
The strategies had been grouped into three categories: "No Further Consideration", "Potential
Consideration" and "Strong Consideration".
Questions and comments were then invited. Peter advised that there had been an update in the status
of the VAOT Park and Ride Lot at Exit 12 near Taft's Corner and that this lot was now on the
priority list for early implementation. Joe Weith initiated a discussion of on -site parking expansion
at the airport by asking why this was not recommended for further consideration. After discussion,
a consensus was reached that this alternative should be placed in the "Strong Consideration"
category.
A discussion of off -airport parking sites also occurred. Possible locations mentioned were behind
the Sheraton at Exit 14 of Interstate 89, at the South Burlington Municipal Landfill near the airport,
and the former Digital Equipment property on Kimball Avenue. It was noted that remote parking
areas are most likely to be successful if their locations and operations are as user-friendly as possible,
take account of the origins of people's trips to the airport, and have good security.
CCTA service to the airport was also discussed. It was noted that previous subsidies of the
University Mall/Airport Route had not been very successful, with ridership levels returning to
normal over the year following discontinuation of the subsidy. The route to the airport was very

indirect, traveling to the University Mall and South Burlington Middle and High Schools before
arriving at the airport. It was noted that the KFH Study is in process of recommending a
restructuring of the CCTA service. A trunk line is proposed for Route 2 and this may allow for more
direct service to the airport. The implications of this change for a transit -based access strategy were
discussed. It was pointed out that, even with more direct service, the buses will not provide door to
door service and may not accommodate luggage. A consensus was reached that this strategy would
be moved from the category "No Further Consideration" to "Potential Consideration".
There was also some discussion about Parking Demand Management. It was acknowledged that this
approach would have limited effectiveness as an independent strategy, but might be considered in
combination with other strategies.
In response to a question from Peter Keating, Mike Wilson indicated that Technical Report No. 2
would be published in final form with these changes.
The remaining work tasks and schedule were discussed. The two major work items remaining are
additional public outreach, as determined by the Steering Committee, and preparation of the final
report with recommendations. The final report was to identify in general terms the costs, benefits
and implementation steps of the strategies in the "Strong Consideration' category and set the stage
for further development efforts to be undertaken by others.
The committee decided that the public meeting was to provide input and feedback concerning
preferred strategies, and should therefore occur as soon as possible. The dates of April 141h or 15'
were proposed, depending on availability of venue. (Post -meeting note: the meeting was confirmed
for the evening of April 14 at South Burlington City Hall.) CCMPO will distribute notices of the
meeting to appropriate officials and groups. It was agreed that WSA would submit the Draft Final
Report in mid -May.
