Associates, located at 20 San Remo Drive for a 2560 square foot addition to the existing warehouse as depicted on a plan entitled "G.J. Adams, Inc., with the following stipulations: 1) A $1500 bond for landscaping shall be posted prior to permit. 2) The building permit must be obtain within 6 months of this date. f" w PLANNING COMMISSION DECEMBER 18, 1984 Consider sketch plan application of Thomas Farrell for commercial subdivision of East-O-Lake Motel parcel located at 1233 Shelburne Road Mr. Steve Crampton explained that the Farrell land was originally in 3 parcels. When the Farrell Distributing Center was built, it overlapped into a small area of the original East-O-Lake parcel, so it was considered that the Center occupied a lot of 18 acres. Now what they want to do is allocate the 12.97 acres under lease to the distributing company to that lot, allocate 4.65 acres to the existing inn buildings, and allocate the remaining 1 or 2 acres contained in a narrow strip to the Farrell residence lot. The property line will be realigned slightly. Mr. Poger asked if there would be a change in the Shelburne Road access and was told there would not be. The Commission asked that the lots be numbered and that the plan show what was across the road from the land. 'Consider site plan application of G.J. Poger asked how many parking spaces the lot required and was told that there were 4-5 people who made deliveries. Very few people come to pick up things on the site and there are usually only 1-2 people on the lot. Ms. Bechtel recommended that the number of parking spaces be waived to 17. She noted that if more parking spaces were needed, they were available in the area. Mr. Dooley moved that the South Burlington Planning Commission grant site plan approval to G.J. The motion was seconded by Mr. Jacob and it carried unanimously. Discuss rezoning proposals for Green Acres (Ralph Goodrich) in the Southeast Quadrant Mrs. Maher left the meeting at this time. Mr. Lamphere said David Spitz of North Country Planning had been hired to analyze the property. He recommended that the minimum lot size be changed from 10 to 5 acres and that average lot size go from 20 to 10 acres. He also felt the boundary line between I-Ag and R could be shifted to follow a tree line on the land. This would change the zoning on about 40 acres of land. He also called for allowing multiple ownership of buildings and allowing multiple users in the office buildings. ASSOCIATES, San Remo Drive The applicant proposes to add 2560 square feet to the existing ware- house building, located at the northeast corner of San Remo Drive. General Comments: The lot is almost completely paved or gravelled. There is no clear distinction between this lot and the lot to the north, except striping on parking lots. Parking: Twenty eight parking spaces are required although 17 full sized spaces are proposed. There is little room for additional spaces although some parking appears to be shared with the adjoining lot. Circulation and Access: The applicant proposes to improve the drive- way entrance by landscaping the front yard and building a better driveway entrance. M E M O R A N D U M To: South Burlington Planning Commission From: William J. Szymanski, City Manager Re: December 18, agenda item Date: 12/14/84 2) CARDINAL WOODS PHASE II 1. The initial cost of building 30' streets, per City standards, to constructing a 24' street as proposed is about $6.00 per foot. With minimum single-family lots of 80' frontage (24) this added cost is about $240 per lot. In the current tax year 5.2% of the taxes paid goes to Highway Department. Their responsibility is maintenance of City streets which includes repairs, repaving, plowing, salting, sweeping streets and sidewalks, cleaning and repairing storm drains, operating and maintaining landfill, and maintaining City Parks and cemeteries. For a property paying $1,000 in taxes, this amounts to $52 per year. The City maintains heavy snow removal equipment that can handle all expected snow fall. There is very little private equipment that can handle say a 24 inch snow fall. We found that out several years ago when we had in excess of 24 inches. The long term benefits of a public street far out way the initial extra cost. Regardless of any agreements, private streets can be turned over to the City for maintenance and repair by future City Council action. or by those responsible simply abandoning their responsibility; and with 60 families living there, the City would have no choice but to step in. All streets should be public at least 30' in width. 2. Main road island should include curbs to protect it from vehicles driving upon it. The radii should be increased to accommodate school busses. 3. Internal street system should include sidewalks. 4. Timberlane sewage pumping station, force main and sewer lines shall be checked to see if they are adequate to accommodate this development. 5.
