/ DHS 1 7/12/83 MOTIONS OF APPROVAL That the South Burlington Planning Commission approve the site plan application by Burlington International Airport for extension of access and parking areas as depicted on a plan entitled "Access Road Extension and Parking Lot Expansion," prepared by Hoyle, Tanner & Associates, dated June 1983: Stipulations: 1) The northerly portion of the access road shall be curbed to protect landscaped areas from being used for parking. 2) Revised storm drainage plans shall be submitted to and approved by the City Engineer. 3) Revised landscaping plans shall be submitted to and approved by the City Planner. 4) Bonding for landscaping and for closing of all existing unused curb cuts on Airport Drive shall be submitted prior to issuance of a building permit. 5) A revised site plan, containing required changes from stipulations 1,2, and 3 shall be submitted to and approved by the City Planner prior to issuance of a build- ing permit. 6) This approval expires in 6 months. He noted that they had tried to keep industrial buildings away from Country Club Estates. He added that he still wants to do something with the property, and if the City re -zones it industrial, they will pursue that line, of development. Mr. Poger recommended discussions about noise contours and also suggested that the Country Club Estates residents speak with Mr. Belter. It was noted that Air Guard people will be speaking with the City Council on Monday, July 18, and this might be a good occasion to raise some of these questions. Mr. Denny Johnson asked if the area could be designated a CO zone. Mr. Poger replied that it does not meet the criteria. Mr. Houghton, Airport Manager, noted that he had just been made aware of the problem today and had not had a chance to evaluate noise and approach criteria. He added there are very specific criteria in airport planning and they prefer to see industrial buildings in such areas since there will not be people sleeping, etc. He added there are very specific provisions in Act 250 for protection of places such as airports. Mr. Brennan noted that two of Mr. Belter's neighbors, the City of Burlington and the Airport had not been invited to the meeting. Mr. Harris of Country Club Estates said that if noise abatement by trees is an issue and Mrm Belter keeps cutting down trees, there won't be any question. Mr. Belter said he does not intend to cut any more trees but would like a chance to make their pre- sentation. Mr. Page then explained that the total area to be developed was 3 to 4 acres, about half of which is wooded. Soil tests have shown the soil sandy and gravelly. With the exception of 2 lots, there are no limitations on on -site water disposal. Lots vary in size but all comply with frontage requirements. Lots 1-3 access onto Country Club Drive; lots 4 and 5 have a shared drive- way, and lots 6-8 will access onto a new road. In answer to a question asked at the privious meeting, it has been determined that Poor Farm Road is a public road with 20�fea=t of paving. Mr. Jacob then moved that discussion on the application be con- tinued until August a m at Citya rs. Hurd seconded with unanimous approva . Mr. Spitz explained that the access road will be extended to line up with Ledoux Terrace. All parking will exit from the existing exit. Through traffic will continue around onto Ledoux. Page Li July 13, 1983 Mr. Houghton explained that traffic has virtually doubled in the past year due to the success of Peoples Express and United Airlines and also the influx of Canadians boarding in Burlington. Cars have been parked on grassy areas, and since it was winter, nothing could be done about it. Jim Downer explained that the access road will be extended 850 feet and will be 24 feet at its narrowest point. The Master Plan indicates expansion of the terminal building, which will probably be curved, so the road reflects this shape. Also, there is a large transformer which they hope to move and a distance between the fuel farm and the road which must be maintained. This will provide 39 additional parking spaces which will be sufficient until 1986, provided growth slows down. Mr. Poger asked what will happen then. Mr. Downer said the airport will have to deal with that. Possibly a multi -level parking system would be in order. He noted that they have tried to save as many trees as possible and are willing to do what the Commission wants within reason. Mr. Houghton noted the park- like atmosphere ar®und the area now and said they plan to con- tinue that. They have been thinking about an area that could be flooded as a skating rink in the winter. He added they must be careful not to encroach on the visual plain to the runway. Mr. Jacob asked if they had considered a berm so that lights do not come into residences. Mrs. Maher said she would like to see the massive paved area broken up by some green. Mr. Brennan said he felt the most important problem is noise impact on people on the other side of Airport Drive. He suggested a good trade-off of a barrier for noise as opposed to green space in the lot. The question of snow removal was raised. Mr. Burgess suggested if snow had been removed this winter they might not have been so short of parking spaces. Mr. Poger requested a proposal for snow removal. He indicated the access road is being funded by FAA and the lot will be privately funded. They have to go through Act 250 and hope to have approval to begin construction by the end of August. In the vote which foll Maher voting against. the motion passed 6-1, with Mrs. Mrs. Maher expressed her strong objection to delegating respon- sibilities to the City Planner which are properly the work of the Commission and for which the Planning Commission will be held responsible. Concerning the second part of the Airport proposal, Mr. Houghton explained that they propose to pave an area which is currently 50 feet wide and about 325 feet long to a width of 236 feet. The area will be used for vehicle parking as before and will allow for additional aircraft parking. Mr. Brennan advised that the question of surface water should be addressed. Proposed access road should have curbs to Airport Drive to protect land- scape areas from being used for parking. 2. Downstream drainage system must be checked, especially in the area behind houses on Airport Drive, to be sure system can handle extra runoff. Some control may be necessary to prevent fast runoff which would result in problems downstream. 3. Concrete curbs shall be constructed across all abandoned drives on Air- port Drive. 8) Rene Berard Subdivision 1. An estimate for widening Ethan Allen Drive for its entire length to 24 feet with 3' shoulders including drainage work is approximately $20,000. An add- itional 5 feet of land on each side of the street should be transfered to the City. 2. To improve the intersection of Airport Parkway with Ethan Allen Drive and Shamrock Road by bringing the roads to intersect at 90 degrees and including necessary grade changes would cost approximately $75,000 to 100,000. 9) Ethan Allen Farm Residential Subdivision 1. I question it if is a good idea to allow residential road openings onto Poor Farm Road. If the road is improved, especially in Williston, there will be increased through traffic. If approved, however, the road opening to serve lot #3 should be as close to the lot's east line as possible to avoid snow plows from dumping snow in the process of clearing the intersection. 2. The private road, if approved, shall be maintained by the residents including snow removal, grading and dust control. It should be upgraded to city standards and become public when additional land is developed. 3. There shall be a fire hydrant near the end of the water main to protect lots 5,6,7, & 8. The Fire Chief and Water Department shall also review this layout. Memorandum Next week's agenda items 7/8/83 Page 2 A package of City traffic statistics and procedures (enclosed) has been provided to one of the neighbors as requested. Airport J The airport is making two requests: (a) an extension of the public automobile parking lot and access drive to replace the temporary parking area, and (b) a minor extension of a general aviation apron located behind Montair. The parking lot and access drive layout is identical to that shown at the sketch plan meeting. Contour and drainage information has now been added. The only information lacking is sufficient landscaping detail. Some trees have been shown, but more careful thought is needed for locations abutting Dawn Court and at the entrance to the temporary parking area. The second request simply will pave over a grassed area currently used for parking aircraft. The visual change from Airport Drive will be almost unnoticable. 8) Berard Proposed layout is identical to that shown at sketch plan. The one sign- ificant issue concerns road and intersection improvements. In both cases required improvements are extensive (see estimates on City Manager's memo) and would be difficult to implement now. Our proposal is as follows: a) Ethan Allen Drive. The City would bear the cost of upgrading the existing road as needed to the extent of its current width. The two applicants would be responsible for widening the road to 24 feet plus shoulders and also for drainage. Actual construction would be done by the City and would not take place until some time in the future when the current road starts to deteriorate. If the Planning Commission becomes unhappy with the City's schedule for improvements, its power would be to withhold further develop- ment approvals on Ethan Allen Drive until improvements are finished. The most equitable formula for sharing the $20,000 cost between the two developers would be according to frontage. Since Berard contains about 4 of the approximately 2400 feet on Ethan Allen Drive he would pay $5,000 and Belter would pay the balance. Payment could be on an accelerated per lot basis. Exact details remain to be determined. b) Four-way intersection.. The dangerous nature of this intersection will be increased as much by through traffic and by other development as by new traffic on Ethan Allen Drive. We feel this is a City problem, and attempts should be started to obtain or allocate funds as soon as possible. Again, the Planning Commission's power is to monitor the situation and to withhold future approvals if the intersection is perceived to be too danger- ous. 9) ,Belter The preliminary layout now shows 8 lots rather than the previous 7.
