This recommendation for approval of the proposed addition is based on the application's compliance with the design review criteria contained in Section 24 of the South Burlington Zoning Ordinance. The determination of whether or not this application complies with all other requirements contained in the zoning ordinance shall be made by the Administrative Officer. 2. Any new exterior lighting shall consist of downcasting shielded fixtures. Any change to approved lights shall require approval of the Director prior to installation. The existing floodlights shall function for security purposes only and operate by short term motion sensor. 3. Any change to the site plan shall require approval by the South Burlington Design Review Committee. 4. The applicant shall paint the fiberglass panels on garage to match vinyl siding. 5. The applicant shall trim out exposed garage roof rafters to match siding. 6. Any existing plant material shall be replaced if damaged during installation of vinyl siding. Mr. Clark seconded. Motion passed unanimously. 4. Design Review Applimdon.#iDR-02-01 of Aene Wilson to: 1) replace damaged freestanding sign, and 2) install two new wall signs, 4 San Remo Drive: Ms. Spicer said they want the sign to go along with the color scheme for the rest of the business image they are projecting. Ms. Smith noted that the regulations indicate the sign should go with the color of the building. Ms. Spicer said the color most in line with the buildings is green and there is so much green on Dorset Street. It is also not reflective of the business. Mr. Duff said he liked the proposed sign and color. Mr. Boehm felt the purple was too purple. Ms. Leban felt the grey coordinated with the stone. Mr. Clark said the intent was that when you face Dorset St. the color should be consistent. Mr. Duff didn't want to punish the applicant for having something unique. Mr. Boehm noted that the regulations say the sign should be consistent with building and properties nearby in terms of color, design and lighting. DESIGN REVIEW COMMITTEE 28 JANUARY 2002 PAGE 4 Ms. Leban moved to approve application #DR-02-01 of Anne Wilston to: 1) replace damaged freestanding sign with a 6.3 14' back to back wood sign, and 2) install two wall signs one on the northern elevation — 2.66'x1' and on the southern elevation — 2.83' x 3' as depicted on a set of plans, page one entitled 56Master Signage Plan 4 San Remo give," prepared by Design Signs, Inc.: 1. All previous .approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The applicant shall obtain a sign permit pursuant to section five of the Sign Ordinance or this approval is mull and void. 3. Any Change to the Faster Signage Plan shall require review by the South Burlington Design Review Committee. 4. This recommendation for approval of the proposed sign design is basest solely on the application's compliance with the design review criteria contained in Section 4 of the South Burlington Sign Ordinance. The determination of whether or not this application complies with all other requirements contained in the sign ordinance small be made by the Code ,Officer. Mr. Duff seconded. The vote on the motion was 2-2 with Mr. Boehm and Mr. Clark opposing. The motion was therefore not approved. 5. Design Review Application #DR-02-02 of Tom Edwards to amend a master signage plan with 1) an additional back to lack sign panel (16" x 48") to an existing freestanding sign (26 sq. fit., I tall), and 2) the addition of a 10" x 120" "DRY CLEANERS" wall sign (in 10" white plastic letters): Mr. Edwards noted the new business in going in where Vivaldi's used to be. The originally wanted the colors to be yellow and blue, but Ms. Smith felt it would be better to use the colors in the existing free-standing sign. Mr. Edwards said they agree with this. They are also trying to match the style of the lettering on the other signs. Since there are 3 different styles, they will match as best they can. Mr. Boehm felt this was one of the most successful building renovations in the area. He felt the sign was OK as long as the color is compatible. Ms. Leban liked the border on the Orbit sign and said it was OK to match that. Mr. Edwards agreed to do this. DEVELOPMENT REVIEW BOARD MEMO February 19, 2002 MEETING This property at 5 Bartlett Bay Road lies within the Commercial 2 District. It is bounded on the north by Coss Dodge, on the east by Town and Country Furniture, Audio/ Video Authority and .Jiffy Lube, on the south by Shearer Chevrolet, and on the west by railroad tracks. The project site is on the Magic Hat Brewery and VAOT property. The only issue effected by this application is landscaping. Landscaping_ The landscape plan exhibits a landscape expenditure of $2,275. Required is $2,250. The plantings include juniper, red twig dogwood, American viburnum and sumac. Staff requests that the landscape plan be revised to list the correct scientific name for American viburnum. 4) ANNE WILS®l— MASTER SIGNAGE FLAN-4 SAN REIN® DRIVE E This project consists of permission to: 1) replace damaged freestanding sign, and 2) install two (2) new wall signs, 4 San Remo Drive. This application was reviewed by the DRC on January 28, 2002. This property at 4 San Remo Drive lies within Central District 2 and Design District 2. It is bounded on the north by a car dealership on the east by Associates in Orthopedic Surgery, on the west by Dorset Street and on the south by San Remo Drive. Design Review Criteria Free Standing Sign Computation of maximum allowable size: "Freestanding signs may not exceed 32 square feet in overall dimensions and may be no higher than 12 feet... " [Section 8 (e) (4) South Burlington Sign Ordinance]. The proposed sign is 20 square feet and nine (9') feet tall. The free standing sign will be suitably landscaped in the spring. Wall Sign The maximum allowed`wall sign area is 22.8 square feet. The application is for two wall signs: one of 8.5 square feet installed on the south elevation, and another 2.66 square feet on the north elevation. The total area (11.16 sq ft) of the wall signs is less then the allowed wall sign area (22.8 sq ft). Additional Sign Ordinance Criteria: Location of Features: The locations of the proposed signs are noted in both plan and elevation. 2 DEVELOPMENT REV1EW BOARD MEMO February 19, 2002 MEETING Color Scheme: The plan calls for vibrant background (purple) and white lettering. The color represented in the renderings is vibrant and staff is unsure if the graphic representation is accurate or if the color is too vibrant and clashes with the natural material of the building. However, the purpose of Design Review District 2 "is a somewhat eclectic neighborhood with a wide variety in design in terms of color, materials, building shapes and site layouts." The applicant is erecting a sample signboard for evaluation by the Board on Friday at 4 San Remo Drive. Staff encourages the members of the board to drive by and see the sample sign. Staff will also take photographs for presentation at the meeting. Lettering or Graphic Style: The lettering for all signs is a sans serif font. Lighting The plan indicates optional e}rterior illumination. Location of Signs on Buildings: The wall signs are located in the areas adjacent to doorways on the north and south elevations. Section 9 (d) of the Sign Ordinance states that within the Dorset Street/ City Center Overlay District wall signs may not project above the roof or parapet of a building nor below the top of any first floor doorway unless permitted under the design review approval process. Staff has no problem with the placement of the wall signs, as there are no alternatives. Material: The wall signs and freestanding signs are of wood construction and they are painted. Sign Proportions: The proportions are allowable. Consent: The owner of the property signed the design review application. Existing Signs Not Conforming: None. The amendment consists of constructing four (4) additions (two (2) to the principal building and two (2) to an accessory structure) totaling 5,036 square feet. This project was last reviewed on August 1, 2000 (minutes enclosed). This property at 1485 Shelburne Road lies within the C2 District. It is bounded on the north by an education facility and a storage and distribution facility, south by NVIagic Hat brewery, and west by VAOT railroad ROW and on the east by Shelburne Road. CONDITIONAL USE CRITERIA: The proposed project complies with the stated purpose of the Commercial 2 District "to encourage general commercial activity" and does not adversely affect: a) the capacity of existing or planned community facilities - no effect expected b) the character of the area affected - no adverse effect is expected c) traffic on roads or highways in the vicinity the proposed use is not expected to affect traffic. d) bylaws in effect- the proposal is in conformance with the zoning regulations e) utilization of renewable energy resources- there is no utilization of renewable energy resources to be affected. f) general public health and welfare - no adverse effect expected SITE PLAN CRITERIA: Access/ Circulation: Access is provided via a 25 foot curb cut and a 22 foot exit only curb cut off Shelburne Road. The southern access is both an entrance and exit, and the northern access is an exist only. There is also a 25 foot ROW to holmes road. No proposed changes. Freestanding sign: This signage plan allows for the maximum size permitted; 32 square feet, 12' maximum height. With approval of the plan, a sign of 20 square feet, 9' in height will be installed at this time. Sign will receive permanent landscaping in the spring. 3. Wall signs: This signage plan allows for the maximum square footage permitted; 22.8 square feet (8' x 57' front wall area x 5%.= 22.8 sq. ft.). With approval of this plan, two wall signs will be installed; one of 8.5 square feet on the south wall and one of 2.66 square feet on the north wall. 4. Design Standards: All signs will be similar in format and design. A dark background with light letters (preferably deep blue or purple with white graphics) will be used throughout. Other light colors may be used for accent color or incidental elements. No signs will be internally illuminated; direct illumination will be optional. Wall signs will be installed within a sign band defined by the top and bottom edges of the existing double -hung windows.
