Site Plan application of Howard Fitzpatrick, Architect , for construction of a 4,966 square foot addition to an existing 2512 square foot building and use of the building for two residence dwelling units and 5,888 square feet of medical office use, 6 San Remo Drive. Mr. Austin stepped down during this discussion due to a potential conflict of interest. Mr. Fitzpatrick said the first floor would be all medical office use (for orthopedics), and the second floor would be all residential. Parking and circulation have been revised for 2-way traffic. The drive is 13 ft. wide and Zoning required 20 ft. He noted they are constrained by a Conservation Zone. Parking in that area will be for physicians and staff only. Mr. Wieth said the project is located in Central District 2 and that the building and lot coverages are within the limits of City Center Zoning. Associate Planner Brian Robertson and Administrative Officer Ray Belair, referred to herein as Staff, have reviewed the plans submitted on February 20, 2004 and have the following comments. The subject property is located in the CD-2 District. The proposed project is strictly for interior alterations, so the exterior of the building will not be altered. As such, the applicant was not required to submit an application for review by the Design Review Committee. 1. No exterior alterations may take place as part of this project. If the applicant does alter the exterior of the subject building, the Design review Committee must review the project prior to approval by the Development Review Board. SITE PLAN REVIEW STANDARDS Section 14.06 of the South Burlington Land Development Regulations establishes the following general review standards for all site plan applications: The site shall be planned to accomplish a desirable transition from structure to site, from structure to structure, and to provide for adequate planting, safe pedestrian movement, and adequate parking areas. The applicant is not proposing any changes to the exterior of the existing building. Pursuant to Section 13.01(B) of the Land Development Regulations, the current parking requirement for the subject property is thirty-two (32) spaces (28 for 5,478 sq. ft. medical office and 4 for two dwelling units). Pursuant to Section 13.01(B) of the Land Development Regulations, the parking requirement for the proposed change will be thirty-three (33) parking spaces (31 for 6,202 sq. ft. medical office and 2 for one dwelling unit). The plans depict thirty (30) parking spaces on the 6 San Remo Drive Property, including two (2) handicapped -accessible parking spaces. The applicants submitted a joint application to propose allowing the applicant from 6 San Remo Drive to share parking with the applicant from 330 Dorset Street. The hours and days of operation of the church at 330 Dorset Street do not coincide with those of the medical office at 6 San Remo Drive, so staff feels this shared parking plan is sufficient. K 2. The plans shall be revised to update the parking requirement table to indicate the parking requirements for the proposed use, prior to issuance of a zoning permit. Parking shall be located to the rear or sides of buildings to the greatest extent practicable. The parking spaces that are currently striped on both sites are generally located to the sides of the existing buildings. Without restricting the permissible limits of the applicable zoning district, the height and scale of each building shall be compatible with its site and existing or adjoining buildings. This requirement is not applicable to the subject application. Newly installed utility services and service modifications necessitated by exterior alterations or building expansions shall, to the extent feasible, be underground. 3. Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services, and service modifications shall be underground. The DRB shall encourage the use of a combination of common materials and architectural characteristics, landscaping, buffers, screens and visual interruptions to create attractive transitions between buildings of different architectural styles. This requirement is not applicable to the subject application. Proposed structures shall be related harmoniously to themselves, the terrain, and to existing buildings and roads in the vicinity that have a visual relationship to the proposed structures. This requirement is not applicable to the subject application Site plan applications shall meet the following specific standards as set forth in Section 14.07 of the South Burlington Land Development Regulations: The reservation of land may be required on any lot for provision of access to abutting properties whenever such access is deemed necessary to reduce curb cuts onto an arterial of collector street, to provide additional access for emergency or other purposes, or to improve general access and circulation in the area. Staff does not feel it is necessary to require any additional access to abutting properties. Electric, telephone and other wire -served utility lines and service connections shall be underground. Any utility installations remaining above ground shall be located so as to have a harmonious relation to neighboring properties and to the site. Staff has already stated that pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services, and service modifications shall be underground. 3 All dumpsters and other facilities to handle solid waste, including compliance with any recycling or other requirements, shall be accessible, secure and properly screened with opaque fencing to ensure that trash and debris do not escape the enclosure(s). The plans depict a dumpster on the subject property, adequately screened. Landscaping and Screening Requirements The proposed project is solely for interior renovations, so additional landscaping is not required on the site. Pursuant to Section 13.01(D)(2) of the Land Development Regulations off -site parking may be provided for non-residential uses provided that the Development Review Board approves a plan for off -site parking meeting the following requirements: The applicant(s) provides an acceptable overall design and an accurate site plan for all properties affected by the parking proposal in conjunction with site plan or PUD review. All owners of the property(ies) where the off -site parking will be provided shall sign the application. The applicant has provided an acceptable overall design and an accurate site plan for both of the subject properties. The lots involved generally shall be adjacent. However, at its discretion, the DRB may approve a plan for off -site parking where the off -site parking is located within eight hundred (800) linear feet at its farthest point of the property on which the associated use or uses exist. The subject lots are adjacent, although separated by San Remo Drive The applicant shall record appropriate legal documents to ensure that the off -site parking spaces shall be available for use by the user or users for which the off - site parking spaces are being sought. Such legal documents shall be acceptable to the City Attorney in form and content. Such legal documents shall ensure the continued existence of the parking lot or facility to serve said uses so long as they may exist. Such agreement shall guarantee also that upon termination of such joint use, each subsequent use of the premises will provide off-street parking for its own use in accordance with the requirements of this section and Tables 13-1 through 13-6. 4. The applicant shall record appropriate legal documents to ensure that the off -site parking spaces shall be available for use by the user or users for which the off -site parking spaces are being sought, prior to issuance of a zoning permit. The required parking spaces to be provided, their locations and striping shall be shown on the plan. It is bounded on the north by Fitzpatrick's GMC and east by The B Team Auto Repair, on the west by Center for Chiropractic and Dorset Street and the south by HealthSouth and San Remo Drive. SITE PLAN CRITERIA: Circulation: The proposed site plan clarifies both the pedestrian and vehicular circulation. Access: Access is currently provided by a 32 foot wide curb -cut. The proposal is to reduce this width to 24 feet. Landscapin Screening: The existing screening device does not hide the dumpsters from the public roadway. The screening device needs to be enlarged or the dumpsters need to be placed within the fenced in area after they are emptied. Parking: This project requires a total of 31 spaces. Thirty-one (31) parking spaces are provided. Two (2) are handicap accessible. It is bounded on the north and east by undeveloped land, on the west be a medical office building, and on the south by San Remo Drive. Access/Circulation: The applicant has proposed to move the access drive approximately five (5) feet to the east to accommodate the proposed addition. Circulation on the site is adequate. Coverage/Setbacks: The total coverage will increase from 55% to 60% (90% max). Building coverage is 19% (40%). The plans should be revised to provide the proposed coverage information. Traffic: The proposed addition will result in a minimal amount of additional traffic. Parking The proposed alterations will result in minor parking layout changes but will not alter the number of parking spaces or handicapped spaces. A bike rack must be provided. The applicant has not submitted any additional information. This project was previously continued from the November meeting. S. John Kennedy — Final Plat Amendments, 338 & 340 Dorset Street This project was continued from the December 18, 2000 meeting. The Committee continued the consideration of lighting and landscaping to provide the applicant with time to revise the proposed lighting for the property. The applicant has not submitted any additional information. Since that time the Development Review Board has approved the final plat for this property with the condition that their approval will become null and void unless the Design Review Committee approves the landscaping and lighting within a six month period. Staff has concerns with both the existing landscaping & lighting as expressed in the 12/18/00 memo (see enclosed). 6. Design Review Application — Site Plan Amendments — Associates in Orthopedic Surgery, 6 San Remo Drive This project consists of amending a site plan for a 7,478 square foot medical office building with two (2) residential dwelling units. The amendments consists of. 1) the regarding of the area between the sidewalk and fagade along the southern portion of the property, 2) replacement of the south entry door with a single -pane casement window with fixed sidelights, 3) replacement of the porch on the east fagade with a vestibule entry with one entry door on the east fagade and one entry door on the south fagade, 4) two additional 175 watt metal halide pole mounted lights on 16 foot high poles in the parking area, and 5) minor circulation changes, 6 San Remo Drive. The Planning Commission last approved the site plan for this property on March 12, 1991 (minutes enclosed). This property is located within Central District Two and Design District Two. It is bounded on the north and east by undeveloped land, on the west be a medical office building, and on the south by San Remo Drive. Consistent Design: The applicant has proposed altering the existing landscaping Design Advisory Committee Memo January 22, 2001 slightly to allow for the re -grading of the front yard area. Some of the less mature plantings will be replaced. Staff recommends that the applicant comply with the San Remo Drive streetscape plan plantings instead if possible. The applicant has also proposed minor circulation changes that will not readily impact the streetscape, but which may introduce slightly more pavement to the front yard area. The applicant should be prepared to discuss these proposed changes at the meeting. The proposed facade alterations may make for inconsistencies in the street facade of the building (see windows and doors discussion). Materials, Colors & Textures: The applicant has proposed matching the vestibule siding to the existing siding. The roof will be standing seam copper. The applicant should be prepared to address at the meeting the colors of the doors. Windows & Doors: The applicant has proposed removing one door and replacing it with a casement window. The style of window proposed will have a single pane flanked by fixed "sidelights". This type of window does not currently exist on the building. Staff recommends that the applicant utilize a style window similar to the existing three pane window on the western edge of the south facade. The proposed doors will utilize mostly glass which will assist the building in communicating to the streetscape. Orient Buildings to Public Streets: The applicant has proposed removing one door along San Remo Drive and introducing a new door on the opposite end of the same facade. The door will be replaced with a window to match the existing windows. While the existing door is located in a logical place, under a portico entryway, a new door will be introduced that will maintain the dialogue between the building and the street. The removal of the door on under the portico will create a slight fissure in the reading of the street facade as the portico will still exist and suggest an entrance where there will be none. Outdoor Lighting: The applicant has proposed two additional pole mounted 175 watt metal halide lights for the parking lot area to match the existing 16 foot high shoebox style lights. There are currently two of these lights existing in the parking area. Staff has questions as to if these lights will be necessary once the street lighting planned for San Remo Drive is in place. The Committee may wish to consider a condition that the applicant remove the proposed lights once the streetlights are in place to prevent excessive lighting in this area. Streetscape Improvements: The City recently adopted streetscape standards for San Remo Drive which include Honey Locust Trees. Implementation of these standards will be required of all new developments along San Remo Drive. The Committee may consider if the applicant should implement the planting Honey Locust Trees of along the San Remo Drive instead of replacing some of the less mature plantings as proposed by the applicant as part of the temporary transplant and re -grading plan. Site Plan application #SP-01-02 of John Larkin to amend a previously approved site plan for an 81 unit congregate housing facility. The amendment consists of. 1) adding a 3200 sq. ft. common area for congregate care use, 2) minor landscape changes, 3) minor elevation changes, and 4) a height waiver of three feet eight inches, 90 Allen Road: Mr. Becker said they would use the attic space to add an activity area. Two dormers would be added on the east and west sides. They would not change the overall height of the roof line but would have to bring the elevator up to that floor. It is the Facilitator's job to keep the group moving along and keep the group focused on the subject at hand. In general, the Facilitator is more concerned that everybody feels included and accepted and attempts to remain quite neutral on the content. One way of viewing the Facilitator role is that the Facilitator is trying to provide just enough structure so that the relationship level does not interfere with the content level. It is important. that these ideas (issues from the brainstorming session and goals of the top issues) are visibly shown; it as- sists in showing that each group member's ideas are valid and up for consideration and review. 2) Timekeeper: * In order to have productive small groups (get the tasks done!) the allotted times for each activity should be adhered to as closely as possible. Bill Szymanski said the plan is acceptable. 6) PATRICK MAHONEY - MEDICAL OFFICE ADDITION - SITE PLAN This project consists of the construction of a 2-story, 4,966 square foot. addition with medical offices on the first floor, and medical. office and two (2) dwelling units on the second floor. The existing building is 1-story with 2,512 square feet and is used for medical offices. This property is located at 6 San Remo Drive, is in the Central District 2 zone and is bounded on the north by Lake Buick, on the east by undeveloped land which is part of the Corporate Circle development, on the west by a medical office building and on the south by San Remo Drive. Access/Circulation: Two (2) accesses are proposed. The main access will be two-way onto San Remo Drive via a 22 foot curb cut. The other access will be via a two-way drive on the adja- cent property to the west which is to be constructed by the City as part of the Dorset Street reconstruction. This access will probably not be constructed until the 1992 construction season. Until the is drive is constructed, the applicant proposes to use an existing access onto Dorset Street and cross the adjoining property. In both cases the applicant will have to obtain an easement for access from the owners of the adjacent property. This agreement should be reviewed by the City Attorney and re- corded prior to the issuance of a zoning permit. 4 Circulation pattern is acceptable. No portion of the project encroaches into this zone. Density: The floor area ratio (F.A.R.) for this proiect is 0.25. This is based on 7,478 square feet of floor space on a 30,056 square foot lot. The maximum F.A.R. allowed is .5. Parking: 31 parking spaces are required for this project and 31 spaces are being proposed including two (2) handicapped spaces. All parking stalls and aisles meet the minimum requirements. Bill Szymanski has recommended that the depth of the parking lot turnaround be increased by 5 feet. The applicant will revise the plan accordingly. Landscaping/Screening: The minimum landscaping requirement for this project is $7900 and this requirement is being met. There will be a one -bedroom dwelling unit of 720 s.f.and a two -bedroom unit of 870 s.f. , which exceed the minimum required sizes. 2. The proposed gross building area including the existing building and the 2-story addition will be 7,478 s.f. At the maximum allowed F.A.R. of .5 on a 30,056 s.f. site, this building area is well under the limit. 3. In place of the Japanese tree lilacs specified on the landscaping plan, I have substituted an equal number of Umbrella locusts, Robinia pseudoacacia " U mbraculifera" . 4. I will revise the site plan to include a five-foot wide concrete sidewalk along the entire length of the property up to the drainage easement on the east, with a five-foot grass strip between sidewalk and curb. The city engineer's comments on paving and curb details will be incorporated. 5. I am enclosing a cut sheet on the proposed exterior lighting. There should be a concrete sidewalk across the entire front- age constructed on the property line with a grassed strip between the curb and sidewalk. The sidewalk should continue across the proposed driveways. The grass strip is important as it serves as a snow storage area for both the sidewalk and the road when they are plowed. 2. The new driveway shall include a depressed concrete curb. I would recommend that this driveway be built as proposed for the Dorset Street reconstruction. Plans can be viewed at the plan- ners office. 3. The parking lot turnaround should be at least 10 feet in depth. Plan scales at 5 feet. LAKEWOOD COMMONS. SHELBURNE ROAD 1. The sidewalk along Shelburne Road shall have a grassed strip at least 5 feet in width between it and the deceleration lane. It shall also be ramped where it intersects the entrance drive. 2. The sidewalk adjacent to the entrance drive should have a grassed strip at least 5 feet in width. 3. Shelburne Road is maintained by the State.
