HomeMy WebLinkAboutZB-91-0000 - Decision - 0006 San Remo DriveFINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of Howard Fitzpatrick, Architect for construction of a 4,966 square foot addition to an existing 2,512 square foot building and use of the building for two (2) residential dwelling units and 5,478 square feet of medical office use, 6 San Remo Drive. On the 12th of March 1991, the South Burlington Planning Commission approved the request of Howard Fitzpatrick, Architect for site plan review under Section 19.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of the construction of a 2-story, 4,966 square foot addition with medical offices on the first floor, and medical office and two (2) dwelling units on the second floor. The existing building is 1-story with 2,512 square feet and is used for medical offices. 2. This property is located at 6 San Remo Drive, is in the Central District 2 zone and is bounded on the north by Lake Buick, on the east by undeveloped land which is part of the Corporate Circle development, on the west by a medical office building and on the south by San Remo Drive. 3. Access/Circulation: One (1) access is proposed and it will be a two (2) way drive onto San Remo Drive via a 22 foot curb cut. The main parking area will be connected to a smaller parking area at the rear of the building via a 13 foot two-way access drive. 4. Setbacks/Coverage: The proposed addition will meet all` setback requirements. Building coverage will be 19% (maximum allowed is 40%). Overall coverage will be 55% (maximum allowed is 90%). The northerly portion of the lot is in a Conservation Zone. No portion of the project encroaches into this zone. 5. Density: The floor area ratio (F.A.R.) for this project is 0.25. This is based on 7,478 square feet of floor space on a 30,056 square foot lot. The maximum F.A.R. allowed is 0.5. 6. Parking: 31 parking spaces are required for this project and 31 spaces are being proposed including two (2) handicapped spaces. All parking stalls and aisles meet the minimum require- ments. 7. Landscaping/Screening: The minimum landscaping requirement for this project is $7900 and this requirement is being met. The dumpster will be screened with a 6 foot stockade fence. 8. Sewer: The required sewer allocation for this project is 605 gpd. City policy requires a $2.50 per gallon fee to be paid prior to permit. 9. Exterior Lighting: Exterior lighting will consist of three (3) 175 Super Metal Halide lights with "shielex" type cutoff luminaries. Two (2) of these lights will. be maintained on 16 foot poles in the main parking area and the other will be build- ing mounted on the rear of the building. 10. Official Map: The interim official map shows a future public street crossing the eastern portion of the property. This public street will connect San Remo Drive to a future City Center street. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the Site Plan application of Howard Fitzpatrick, Architect for construction of a 4,966 square foot addition to an existing 2,512 square foot building and use of the building for two (2) residential dwelling units and 5,478 square feet of medical office use as depicted on a plan entitled "Associates in Orthopedic Surgery Expansion, 6 San Remo Drive, South Burlington, Vermont, Site/Landscaping Plan," prepared by Howard Fitzpatrick, Architect, and dated March 6, 3.991 with the following stipulations: 1. The applicant shall post a $7,900, 3-year landscaping bond prior to issuance of a zoning permit. 2. A sewer allocation of 605 gpd is granted. The applicant shall pay the $2.50 per gallon fee prior to permit. 3. All lighting shall be downcast, shielded luminare and shall not cast light beyond the property line. 4. The applicant shall. pay a $200/unit recreation fee prior to permit. 5. The plan shall be revised prior to obtaining the zoning permit to not show the connection to the adjoining property to the west. 6.
