The project consists of a temporary (2 year) stair / elevator tower with an on grade static boarding bridge (corridor) which will allow passengers from the existing second floor Gate 1 area to access a new aircraft parking position being created to the north of the terminal. 2. An existing office in the secure Gate One area will be demolished to provide the appropriate access point to the new stair / elevator tower. From here a short platform will connect the existing terminal to the new stair / elevator tower. 3. Amount of existing terminal renovations will be less than 400 S.F. I _r 4. The project is temporary in anticipation of a more comprehensive build out of the north end of the terminal in approximately two years. 5. Although temporary, because of the elevator, the stair tower construction will involve . I, permanent style footings and structure. However, the corridor beyond the stair tower will have temporary style footings and is to be defined as an architect designed / contractor built static boarding bridge. The footing strategy for the "static boarding bridge" is to J provide concrete pads supporting the structure and pinned directly to the existing pavement. 6. Exterior materials are to match (with the exception of concrete block) the recent concourse expansion a the south end of the terminal with two types of metal panel, oriented vertically and clay colored on the first level and oriented horizontal and metallic aluminum color on the second level. 7. Roof is arched in form and consists of an adhered membrane. 8. Windows on the stair/elevator tower are strategically place to provide passengers with views of airfield activities. Windows have been limited to the terminus area of the "boarding bridge" portion of the project as is standard with aircraft boarding bridges. 9. Interior finishes will include paint, vinyl wall coverings, and carpet. 10. Interior lighting will be recessed fluorescent fixtures. 11. Exterior lighting will be limited to over each access door in the form of a compact fluorescent down light. Existing parking lot lighting is to remain unchanged. Subject: Burlington International Airport North Apron Expansion Project Brief Project Description Brief Project Description The North Apron Expansion project generally consists of expanding the existing aircraft parking apron located on the north side of the Burlington International Airport terminal building. The apron expansion is approximately 2300 SY that generates 1775 SY of additional impervious surface. The new drainage structure for the expansion consists of a 4" wide trench drain 40 LF in length which discharges into the existing airport drainage system leading to the oil -water separator located on airport property. The lamp is mounted transversely to a developed cun•e profile which produces a specific candlepower distribution. Internal faceted louvers capture upward light from the arc tube and reflector redirecting unused light back into the usable field beam. The pole shaft material is a weldable grade hot rolled commercial quality carbon steel with a guaranteed minimum yield strength of 55,000 psi after fabrication. Each section is one- piece construction with a full length longitudinal weld and is cylindrical in cross-section having a uniform taper of 0.14 inches of diameter change per foot of length. Baseplate The anchor base is fabricated from a structural quality hot rolled carbon steel plate that meets or exceeds a minimum yield strength of 36,000 psi. The anchor base telescopes the pole shaft and is circumferentially welded top and bottom. All welds are performed in accordance with the American Welding Society specification AWS D1.1, latest edition. Anchor Bolts Anchor bolts are fabricated from a commercial quality hot rolled carbon steel bar that meets or exceeds a minimum yield strength of 55,000 psi. Four properly sized anchor bolts, each furnished with two regular hex nuts and washers, are furnished and shipped with all poles unless otherwise specified. Anchor bolts shall have the threaded end galvanized a minimum of 8 inches in accordance with ASTM A-153. Fully galvanized anchor bolts are available upon request. Handhole An oval reinforced gasketed handhole, having a nominal 3" x 5", 4" x 6-1/2", or 5" x 8" inside opening, located at 1'-6" above the base, Is standard on all poles unless otherwise specified. The grounding lug is welded inside the handhole ring. Standard Finishes A polyester thermosetting powder coating electrostatically applied to the surface of the substrate to a minimum of 3 mil is standard on all color finishes. Prime finish is also available. Hot dip galvanized finish to a ASTM A-123 specification is also available. For optional Finishes, see K-Klad Coating System. Charged powder particles adhere to the surface of the lighting standard to form a high molecular weight, fusion bonded finish. Precisely con- trolled bake times and temperatures ensure complete bonding and dispersion of pigments and resins. ANCEAL. Internal Coating The internal base -end of the pole is blasted, cleaned and powder coated for a minimum of 12 inches from the baseplate. The entire internal surfaces including the powder coated area at the base -end are coated with K-Seal, a thermoplastic hydrocarbon resin system specially formulated for application over untreated steel surfaces. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Development Review Board estimates that the addition will generate 102 additional vehicle trip ends during the P.M. peak hour. 4. With the exception of airfield security lighting, all exterior lighting shall consist of downcasting fixtures. Any changes to approved lights shall require approval of the Director of Planning & Zoning prior to installation. The applicant shall aim the westerly building mounted light in such a way as to not Affect the adjoining residences. 5. Prior to issuance of a zoning permit, the applicant shall post a $50,500 landscape bond. The bond shall remain in effect for three years to assure that the landscaping takes root and has a good chance of surviving. 6. The South Burlington Development Review Board, pursuant to Section 26.105(a) of the zoning regulations, grants a $29,330 landscaping credit for site improvements (cemetery fence and stone wall). 7. The South Burlington Development Review Board approves an additional sewer allocation of 2900 gpd. The applicant shall pay the per gallon fee prior to permit issuance. 8. The addition shall be sprinklered and include a fire alarm. 9. The sewer main extension shall be 8 inch drain pipe. 10. The applicant shall obtain a zoning permit within six months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. I I. They will relocate any landscaping that is in the row. In order to address some of the shortfall in the landscaping budget, they will put in some low shrubs at the north end of the Airport. Mr. Weith said there is still a $4100-4200 shortfall. Staff recommends more landscaping at the north end, perhaps dwarf trees. Mr. Ringwald said there are height restrictions. Anything up to the height of the fence they are willing to do. They are not proposing a sign on the stone wall. They will take this up with the City Council. These steps will be reviewed by the appropriate utility and Vermont Department of Public Service. Subsequent comments will be addressed accordingly. 1) Electrical Load Inventory and Map During the planning of the first phase of the South Development Master Plan the Airport will identify and map existing and potential electrical loads in the project area. This information will be developed in coordination with the local electrical utilities early in the planning process in order to facilitate future infrastructure needs. This demand map will be updated or revised as required during subsequent phases of the project development. 2) Facilities Energy Audit and Implementation Plan The Airport will undertake a project -wide energy audit (or update an existing facility energy audit) prior to commencing any energy infrastructure improvements. Where previous audits already exist, a new analysis will bring previous energy audits up to date. The audit will identify the potential energy savings from individual efficiency measures and will also include an inventory of existing loads and an implementation plan for the installation of cost-effective measures in existing facilities. This Energy Conservation Study will be updated as necessary for each subsequent phase of the Master Plan. BTV-S. Development Master Plan Criteria 9(F) and 9(J) Energy Assessment April 13, 2000 page 2 of 3 3) Individual Project Review under Section 9(F) for future Amendment Applications. All new construction projects shall take into consideration the Airport's checklist of energy guidelines prepared in consultation with the Department of Public Service. The checklist will include minimum requirements for efficiency values of building materials, standards for building design, operational requirements and equipment specifications. The checklist shall, at minimum, incorporate The Vermont Consolidated Act 250 Energy Guidelines for Commercial and Industrial (C&I) Buildings. In addition, the Airport shall request a review of individual projects by the local electric utility, or its successor in providing energy efficiency services, to include recommendations for efficiency upgrades deemed cost- effective. Any custom energy efficiency and load management measures will be analyzed as part of individual construction projects when merited. Custom measures will be incorporated in a project when determined cost effective on a life -cycle cost basis. For each proposed project, the Airport will evaluate potential demand -side management measures or load management strategies to offset the proposed new electrical load. Often these measures have already been identified as part of the Airport's Energy Conservation Study mentioned above and may be installed on an accelerated basis to offset new load. 4) Development Phase Review under future Amendment Applications (9J) Future Phases of the Master Plan will be reviewed by the DPS and the local electric utility under Criterion 9(J) as permit amendment applications for each subsequent phase of the Master Plan are submitted to the Environmental Commission. In addition, the parties agree that least -cost planning principles will be applied when analyzing options to meet future energy infrastructure needs including distributed utility planning (DUP) strategies with respect to future electric distribution infrastructure investments. The Department can provide the Master Plan applicant with a copy of the DPS Distributed Integrated Resource Planning Guidelines, which should be used in assessing investments to assure that future electric demands do not place an excessive or uneconomic demand on the local electric utility's facilities and services. In anticipation of review under Criteria 9(J), the Airport, with the assistance of the local electric utility, will analyze the capability of the electric transmission, distribution and substation facilities necessary to meet present and future needs of the development. The analysis shall include a description of the specific transmission, distribution and substation facilities serving the development, with information about the capability of these systems to meet present and future loads for the development and other customers served in common by the facilities. Where the facilities are known, or are expected, to be insufficient for meeting existing and future demand by the development, the Airport and utility shall analyze options needed to upgrade them. The options shall include, but not be limited to, traditional capital improvements to the facilities themselves, as well as demand -side alternatives, including efficiency measures and load management strategies. BTV-S. Development Master Plan Criteria 9(F) and 9(J) Energy Assessment April 13, 2000 page 3 of 3 5) Load Management The Airport will endeavor to maintain any special contract with the local electric utility to manage large electrical loads in a manner which minimizes the utility's system peak. The parties recognize that the existence of a mutually beneficial load management contract between the Airport and the utility is integral to ongoing compliance under Criterion 9(J). 6) Periodic Review The Airport, local electric utility and DPS will jointly review the Energy Assessment provisions (1-5 above) on a biennial basis in order to keep the Energy Assessment current and to review activities proposed in the near future.
