The addition of an emergency access from the Shelburne lands of Lozon to Lozon Drive must be reviewed and approved by this Commission. 5. Bonds for all required improvements, in amounts as determined by the City Engineer, shall be posted prior to issuance of any building or land development permits. 6. If the dogleg of lot 2 is sold to an abuttor, a permanent access easement of 20' to Lozon Drive shall be provided. 7. A pedestrian easement of 15 feet along the east line of lot 11 shall be secured by an offer of irrevocable dedication. 8. Access from lot 5 to Lozon Drive shall be via a 20' permanent easement, as indicated on the plan. 9. Final engineering details shall be as approved by the City Engineer and ;dater Department. 10. Outdoor lighting shall be installed as approved by the City Engineer. 11. Required landscaping and sidewalks are waived. iir. Levesque seconded the motion.. Mr. Mona indicated that he would vote no for two reasons: he felt the Commission had inadequate information on traffic conditions at the intersection of Allen and Shelburne Roads, and that they were unnecessarily creating a lot without frontage. Mr. Jacob stated that he believed in pedestrian trails, but did not think the city should take them. Mr. Poger felt the trails were part of the Plan and the goals therein. Mr. Levesque felt the trail was compensation for creating a lot without frontage and Mr. Page added that the Commission was waiving sidewalks. The motion passed with Mr. Mona voting no and Mr. Draper abstaining. III. 35 townhouses and 12 single familv lots Ridgewood Estates Mr. Page said the plan was approved in September of 1974 and was 57 acres of land north of Swift Street and west of Dorset Street. The 1974 approval was for 100 multi -family units and 12-14 single family lots. This review is of the single family lots and the last of the multi -family units. Yr. Page felt the Commission should establish some setback lines for the single lots. He said he has a letter from the Fire Chief on phase 3. He also noted that there was a trailer and boat storage area in an open area of the land and suggested that be screened. Mr. Terry Boyle said that would be done. Mr. Page said that part of phase 3 was extension of access to Dorset St and he suggested access to that street through this new access for the abutting property owners. That would eliminate curb cuts on�Dorset St. and channel traffic from abutting properties into this new access and then onto Dorset. Mr. rage also said there should be a 60' right of way for the internal loop road. He felt he would like also to keep an option open for connecting this development to one which might go in next to it. The development will have municipal water and sewer. Mr. Page said the original plan had a stipulation for a bikepath in a 8. ftANNING COMMISSION APRIL 10, 1979 north -south direction. Mr. Poger felt that it was to be from Dorset St. to Swift St. along the private road. Mr. Levesque said that the original approval had called for pedestrian walks from this project to the corner of Dorset St. and he did not think what was in there was adequate. Mr. Page felt that was all that would be there. Mr. Woolery moved that the South Burlington Planning Commission approve the final plan for Phase III cf Ridgewood Estates as depicted on a plan entitled "Utility Plan - Phase III" drawn by Terrance Boyle, dated 3 20 79 subject to the following stipulations: 1. Engineering shall conform to the City Manager's recommendations, memo of 4/6/79. 2. Front, side, and rear yard setbacks for the single family lots are 301, 15', and 40' respectively. 3. Screening shall be planted along the east side of the storage area. 4. The Dorset Street driveway shall be made available to both abutti properties through permanent access agreements. 5. For the internal collector road a minimum right of way width of 60' shall be maintained. 6. The function of the sewer easement between lots 8 and 9 should be expanded so as to allow for a pedestrian easement and a water main extension. 7. The strip of land between lots 6 and 7 should be expanded to 50' right of way for pedestrian or vehicular access, and utilities and drainage; it shall be a fee simple strip contiguous to the roadway right of way. 8. Bonding and final engineering details shall be as approved by the City Attorney, and Engineer and Water Department respectively and filed with the final approval. 9. Landscaping shall be in substantial conformance to the plan approved for phase II and as approved by the Planting Committee: street trees shall be planted along the right of way in the single family area. 10. The a]�Qroved plan shall be recorded within 90 days, "as-builts" shall be filed prior to the City's final release of bonding agreements. Mr. Jacob seconded the motion, which passed unanimously. Review minor modification to Twin Oaks Condominiums Mr. Milot showed the Commission a very minor change he had to make to the plar_ becauQe one of the contour lines had been wrong on the original plan. The utilities will remain in the road, which has been shifted slightly. Mr. Levesque moved to accept the modification.and that the plan be sent to the Water Department and that it be recorded within 90 days. Mr. Mona seconded the motion, and it passed without dissent. Formulate recommendation to City Council on extension of Interim Zoning Mr. Page said the Council would have a hearing on the issue on April 16.
