FINDINGS OF FACT & DECISION

Re: Findings of Fact, site plan application #SP-01-48 of the City of Burlington to amend a
previously approved site plan for an 110,565 square foot airport terminal. The
amendment consists of: 1) adding a 347 square foot elevator tower to the terminal
structure, 2) adding a 918.5 square foot covered walkway to the terminal structure, and 3)
expanding the north end aircraft ramp, 1200 Airport Drive.

On the I D day of August 2001, the Director of Planning and Zoning approved the
request of the City of Burlington for site plan review under Section 26.10 of the South
Burlington Zoning Regulations based on the following findings:
1. This project consists of amending a previously approved site plan for an 110,565
square foot airport terminal. The amendment consists of: 1) adding a 347 square
foot elevator tower to the terminal structure, 2) adding a 918.5 square foot
covered walkway to the terminal structure, and 3) expanding the north end aircraft
ramp, 1200 Airport Drive.
2. The owner of record of this particular property is the City of Burlington.
3. The property is located in the Airport District. It is bounded on the south by
Williston Road, on the west by Airport Drive, on the north by National Guard Drive,
and on the east by the Town of Williston.
4. Access/circulation: Access is provided by the three (3) curb cuts on Airport Drive
and via White Street Extension. The three (3) curb cuts on Airport Drive from
south to north include a 28 feet ingress only curb cut, a 28 foot egress only curb
cut and 16 foot ingress only curb cut. White Street Extension will provide ingress
and egress access to the long term parking area. No changes were proposed.
Circulation on the site is adequate.
Coverage/setbacks: Due to the vast size of the airport property, building and
overall coverages were not calculated. Front yard coverage along Airport Drive is
28.6% (maximum allowed is 30%). Setback requirements are met.
6. Parking: There are no minimum parking requirements for an airport terminal in
the zoning regulations. There are 2179 spaces available including a bike rack and
16 handicapped spaces. No additional spaces proposed.
7. Sewer: No additional sewer allocation was requested at this time.
8. Traffic: The proposed additions are not expected to affect traffic.
9. Lighting_ No new lights were proposed. All lights must be downcasting and
shielded. Any proposed changes to the approved lighting shall be approved by the
Director of Planning and Zoning prior to installation.
10. Landscaping: The minimum landscaping requirement, based on building costs, is
being met. The proposed plantings include Pygmy Barberry, Abbotswood
Potentilla, and Sargent Juniper.
DECISION AND CONDITIONS
Based on the above Findings of Fact, the South Burlington Director of Planning and Zoning
approves site plan application #SP-01-48 of the City of Burlington to amend a previously
approved site plan for an 110,565 square foot airport terminal. The amendment consists
of. 1) adding a 347 square foot elevator tower to the terminal structure, 2) adding a 918.5
square foot covered walkway to the terminal structure, and 3) expanding the north end
aircraft ramp, 1200 Airport Drive, as depicted on a one (1) page set of plans, entitled,
"Burlington International Airport South Burlington, Vermont," prepared by Edwards and
Kelcey, dated 8/1/01, with the following stipulations:
1) All previous approvals and stipulations, which are not superseded by this approval, shall
remain in effect.
2) The applicant shall obtain a zoning permit within six (6) months pursuant to Section
27.302 of the zoning regulations or this approval is null and void.
3) The applicant shall obtain a Certificate of Occupancy/Compliance from the
Administrative Officer prior to the use of the new elevator, walkway, or ramp
expansion.
4) Any change to the site plan shall require approval by the South Burlington Development
Review Board.
