Continuation of revised final Plat application by Ridgewood Estates Development, Inc., for phase III 59 units of Ridgewood Estates Mr. Spitz said the two major items had been fire safety and the right of way to Economou. There was a meeting between the architect, fire chief and planner and a compromise was reached. The turnarounds next to the garages will be shortened to 10' to discourage parking and there will be connections between each dead-end drive. These will be gravel with 4" of topsoil over theta, which will be grassed. They will be plowed in the winter. 'Fording will be added to the covenants to insure that the fire lanes will be constructed, maintained and repaired if necessary. The Commission will also make a requirement that the lanes be constructed and maintained. Mr. Poger expressed concern about enforcement regarding the fire lanes. He felt the suggestion was a good compromise, if the lanes were maintained. As far as the Economou access, Mr. Spitz said the church had been contacted and a discussion is underway. He said the access would be a 60' wide strip and it might be partially on church land and partially on Ridgewood land. Mr. Fitzpatrick asked that if part went on Ridgewood land, there be a waiver of the unit setbacks from theroad, since the area is treed. Fir. Poger asked what size the road should be and Mr. Mona felt it should be 30' wide. Mr. Woolery asked about asking Economou, at a later date, to make some financial contribution for the road, which benefits them. Mr. Coins felt this would be a good addition to Ridgewood. Mr. Woolery moved that_ the South Burlington Planning Commission approve _p the final__lat application of Ridgewood ;states. consisting of 59 units, as -- - depicted on a 10 page set of plans plus one attachment, entitled "Ridgewood Estat----- ----- es", prepared by Fitzpatrick -Llewellyn Associates, dated July 1981 and stamped September 8, 1961, subject to the following stipulations: 1. A11 plans shall be stamped by the project engineer. 2. The application shall receive approval from the city water department ._ prior, to issuance_of -the. -first building permit. 3. Rights of way shall be granted to the adjacent Robenstein and Myers properties, and be marked on the final plat and approved by the city planner. 4. A 60 foot wide offer of dedication for a potential city street extending from Dorset St. to the abutting Economou property to the north shall be provided. If access cannot be obtained across the Methodist Church__ property then the 60 foot strip shall be provided entirely across the Ridgewood__property, and revised flans must be submitted for approval. 5. No building permit may be issued for Cluster 2 until all offers of dedication for the potential street connection to the Economou property have been submitted. -6. All legal documents - including pedestrian and utility easements, offers of dedication for potential streets, and proposed covenants - shall be submitted to and approved by_the city attorney prior_to issuance of the__-- . _ __ to - issuance _ first building permit. The apyjicant shall complete construction of the walkway on the westerly side of Dorset St, and shall screen the recreational vehicle parking area, as agreed to in the letter from the project end neer� Douglas Fitzpatrick. dated September 7,_1981. 9. A revised final plat shall be submitted. incorporating required changes_ from stipulations 1, 3, and 4. 10. This approval expires in 18 months. Mr. Levesque seconded the motion. Mr. Spitz said Mr. Robenstein had agreed verbally to relocate his driveway in the next building season. In stipulation 4, a sentence stating that no building could be closer than 30' to the'potential street was removed. If a waiver is needed, the Commission will have to approve it. Mr. Spitz said the exact location of the Myers right of way did not have to be fixed at this time. There could be a note on the plan regarding it. The motion carried unanimously. Site plan application by Farrell Distributing Corporation for a 30,000 eq. ft. addition to an existing warehouse on Holmes Road Mr. Horton said this addition was to allow relocation and expansion of the bottle crushing and recycling operation. The present operation is inefficient. Along with the relocation of the process is an expansion of the warehouse and additional parking in the rear. The railroad spur will not be affected. There will be no buildings or roads within 120' of the railroad right of way. Mr. Woolery noted that whatever applied to the previous building in terms of stipulations would apply here and ?Ix. Horton understood that. Mr. Woolery moved that the South Burlington Planning Commission approve the- site plan application of Harrell Distributing Corporation for a '0,000 sq. ft. warehouse addition on Holmes Road as depicted on a plan entitled "Site Plan, Recycling Addition to Farrell Distributors," prepared by Wiemann- Lanphere, Architects, dated July 131. 1961, subject to the folloxing_stipul8.tione_s_ 1. The 4.6 acre area marked as a separate parcel does not constitute a subdivision at this time. 2. A landscaping bond of $18,000 shall be provided. 3• A revised site plan shall be submitted showing the relocated rear access drive as deli nested on the "site profile" drawing dated September 4. This approval expires in 6 months. 5. The stipulations of the original approval apply. Mr. Ewing seconded the motion, and it carried without dissent.
