FITZPATRICK-LLEWELLYN ASSOCIATES Engineering and Planning Services The Kiln • Brickyard Road • Essex Junction • Vermont • 05452 • (802) 878-3000 15 June 1982 Mr. Richard Ward Zoning Administrator City Hall Dorset Street South Burlington, VT 05401 Re: Mr. and Mrs. William Peters; Swift Estates File: 8245 Dear Mr. Ward: Pursuant to our recent telephone conversations, we are writing on behalf of our client, Mr. and Mrs. William Peters, regarding the sewage disposal system for their proposed single-family dwelling to be constructed on Meadowood Drive, Swift Estates. Since there have been significant failures of existing on -site sewage disposal systems along Meadowood Drive, we are reluctant to embark on the design of an on -site system for Mr. Peters, and have informed him of this. Mr. Szymanski has, in effect, concurred with our decision, due primarily to the undesirable soils on the lot. We have suggested to the Peters that they tie into the existing municipal sewer system, the last manhole of which is across Swift Street in the vicinity of the recreation building on Ridgewood Estates. We have discussed this proposition, also, with Mr. Szymanski, who concurs this would be the best solution to the Peters' sewage disposal situation. Mr. Peters has made the suggestion that quite a few of his neighbors might be interested in also tying into such an extension of the municipal sewer, since most of their systems are failing. Mr. Szymanski felt that if the entire street (Meadowood Drive) could tie into a sewer extension, this would be the ideal case. Mr. Szymanski did emphasize, however, that there was no guarantee of municipal financial contribution to such a sewer extension; he felt the only municipal monies to be counted on would be to pay the differential to lay a 10-inch sewer versus a standard 8-inch sewer. In any case, whether the Peters tie into the sewer system by themselves or join with their neighbors in constructing a municipal sewer extension, we feel, after our preliminary field investigations, the Peters can some how be served by the existing municipal sewer and they do not need to rely on an Design • Inspection • Studies • Permitting Mr. Richard Ward 15 June 1982 Page 2 on -site disposal system. In light of this conclusion, we are hereby requesting, on the Peters' behalf, that a building permit for their dwelling be issued, with respect to sewage disposal. Mr. Peters, by countersigning this letter does authorize us to make this request and agrees to make a legal connection to the municipal sewer before occupying his newly -constructed dwelling. The USGG quadrangle maps indicate no flood plain areas, a slight seasonal stream, and no other bodies of. water. Burlington, Vermont Soil Report Soil borings and percolation tests were conducted during the period of March 26- 29, 1971. During the test- ing period snow accumulations ranged from 12- 24"and the air temperatures were between 30- 40 degrees. Due to the lack of frost in the ground and the thawing conditions, surface runoff was prevalent throughout the proposed devel- opment. As a result of the runoff, many of the percolation holes filled up before a test was possible. As soil borings will bear out, as well as soil maps prepared for the area, conditions as fairly consistent throughout the area; there- fore the tests that were taken were used as a basis for determining soil absorption rates throughout the area. Szymanski, City Engineer RE: Ramclif Properties Swift Street DATE: April 13, 1971 Sheet No. 1 1. A 50 foot street right-of-way width is too narrow for a development when sidewalks are installed. This leaves only 3+' between back of curb and edge of sidewalk for utilities and snow storage which is inadequate requiring costly snow removal. 2. The most logical tie-in of this street to future surround- ing development is westerly. If this is impossible a second choice would be southerly between lots 7 and 8. 3. After reviewing the street profile, I see no need for the 10' sewer easement between lots 1 and 2. Pedestrian ways as per Sec. 406, para. B would be of great future benefit. These could be located between lots 3 and 4 and 11 and 12. Sheet No. 2 1. The site is in an area with heavy clay soil conditions with the run-off from the south and west. An investigation of the test holes on April 12, 1971 show absolutely no perculation. A test hole was made at the highest and dryest spot and ground water was within 12 inches of the surface. Individual sewage disposal under these conditions will present a problem. 2. Provisions must be made to intercept by piping or drainage ditches natural drainage from the Marvin and Isham properties these are very obvious now during spring thaw. 3. The large natural drainage course must be preserved preferably by an easement (601) it would also serve as an easement for a main sewer interception. Sheet No. 3 1. The water main should extend to Swift Street where it can be connected to the main when it is available on Swift Street. 2. Water main valves should be installed at Swift Strut and at Station 10+00 also the hydrant at Sta. 17+ 50. Sheet No. 5 1. If the requirements for curbs is waivered the proposed ditch section is inadequate to handle the run-off. A ditch grade in excess of 2% could result in serious erosion requiring costly maintenance. 2. Curbs must be constructed around the island of the cul-da-sac to control encroachment. 3. If curbs are omitted most drive culverts will have to be larger than 12 inches. 4. The developer should design the sanitary sewer system. Other utilities and the construction of houses would be such that the sewer when constructed in the future would not conflict resulting in a considerable savings in construction and engineering.
