South Burlington Development Review Board Meeting Participation Guidelines
The Development Review Board (DRB) presents these guidelines for the public attenddng Development Review Board meetings to
insure that everyone has a chance to speak and tat meetings proceed smoothly.
The DRB is a Quasi -Judicial Board that oversees the approval of development projects within the City. It is made up of citizens
appointed by the City Council. The role of the DRB is to hear and review applicaff" for development under the applicable
regulations. The DRB can only approve applications that comply with the applicable bylaw or state law, and the board can only levy
conditions that are permitted under the bylaw. By the same token, if a protect meets the applicable bylaw criteria, the DRB is bound
by law to grant the approval.
1. The Board asks that all participants at meetings be respectful of Board members, staff, applicants and other members of the
public present at the meeting.
2 Initial discussion on an agenda item will generally be conducted by the Board and the applicant. As this is our opportunity to
engage with the subject, we would like to Clear from all Board members first. After the Board members have discussed an
item, the Chair will open up the floor for public comment. Please raise your hand to be recognized to speak and the Chair
will try to call on each participant in sequence.
3. Once recognized by the Chair, please identify yourself to the Board,
4 Ifthe'Board suggests time limits, please respect them, Time; limits will be used when they can aid in making sure everyone is
heard and sufficient time is available for Board to hear all items on the agenda.
5. Side conversations between audience members should be kept to an absolute minimum. The hallway outside the
Community Room is available should people wish to chat more fully.
6. Please address the Chair. Please do not address other audience members or staff or presenters and please do not interrupt
others when they are speaking. The Chair will direct responses from applicable people as needed.
7 Make every effort not to repeat the points made by others and keep your comments germane to the issue before the board.
8. The Chair will make reasonable efforts to allow everyone who is interested in participating to speak once before speakers
address the Board for a second time.
9. Comments may be submitted before or during the course of a single or multi -meeting public hearing to the Planning and
Zoning Department. All comments should identify what application the correspondence is in reference to. All written
comments will be circulated io the DRB and kept as part of the official records of meetings. Comments must include your
first and last name and a contact (8-mail, phone, address) to be included in the record.
10. Please note that once a public hearing has been closed by the DRB, no further comments can be accepted, in accordance
with state law.

7. PROJECT DESCRIPTION
a) General Project Description (describe what you are proposing):
1) The project involves construction of a 215 square foot expansion of existing Gate 11 aircraft
boarding hallway and pedestal footing for aircraft boarding bridge equipment as illustrated in
attached plan and roof drawings A-100 & A-110 and exterior elevation drawing A-200. Exterior_
materials match existing building construction. The resulting ramp inside the walkwayprovide
ADA compliant access for passenger boarding_
2) The project includes removing existing cedar trees located along the Airport's security fence at
1130 Airport Drive. Removal of the cedars is required to comply with a recent Transportation
Security Agency (TSA) inspection.
3) In accordance with discussions between Ray Belair, Mike Lawrence and Jon Leinwohl, the
Landscape Plan provided with this application includes the plant replacement value for evergreen
trees that are missing from the previously pproved Atlantic Aviation Hangar site at 1130 Airport
Drive. This application seeks the DRB's approval for replacing these missing evergreen trees as
part of the Gate 11 landscaping plan.

The South Burlington Development Review Board will hold a public hearing in the South Burlington City
Hall Conference Room, 575 Dorset Street, South Burlington, Vermont on November 4, 2014 at 7:00 P.M.
to consider the following:

Sketch plan application #SD-14-21 of City of Burlington, Burlington International Airport to amend a
planned unit development for an airport complex. The amendment consists of after -the -fact
construction of a 215 sq. ft. expansion of the existing gate 11 aircraft boarding hallway and pedestal
footing for aircraft boarding bridge equipment, 1200 Airport Drive.
The application was received on June 25, 2014 and the applicant submitted revised plans, photos and
copies of email correspondence on August 11, 2014.
The Gate 11 expansion was constructed on existing impervious surface. On an unrelated matter, the
applicant was recently directed by the Transportation Security Administration to remove existing trees
(within 5ft of the fence line) at 1130 Airport Drive and revise fencing near Eldridge Cemetery. These
trees were required by plans previously approved by the City. As a result of a July 301h site visit by staff
with the applicant and their representatives, the applicant is required to and has proposed to replace
the trees with ones of equal or lesser value and make fence changes as part of it Gate 11 landscaping
plan and revisions.
Staff finds the proposal acceptable.

As we have discussed, during a recent BTV site inspection TSA directed the Airport to remove existing cedar
trees at 1130 Airport Drive that are located within 5 feet of the Airport's security fence. There is also an existing
oak tree in the Eldridge Cemetery that is less than 5' from the Airport's fence; however, it is proposed that a
new fence be constructed around the oak instead of removing it. Based on the July 30th site visit with you,
Heather Kendrew, Kelly Coiling and me, it is our understanding that the existing trees are part of an approved
site plan and consequently the Airport must replace the trees with landscaping of equal value. We also
understand that this replacement landscaping can be included on the Gate 11 Landscape Plan that is
presently in the Sketch Plan review phase. Since Mike Lawrence has been away recently, we are submitting
the attached Site Location Plan and photos to help inform the your Staff and DRB about the status of this
change. Mike's revised Gate 11 Landscape Plan will be provided to you prior to the August 19th DRB meeting.
Please let me know if this information and proposed schedule for providing a revised Landscape Plan is
adequate. Would you also please confirm that you will need the following copies of the attachments: 5 full
size plans; 5 copies of each photo; and one copy of the 11 " x 17" plan.

GATE 11 WALKWAY RENOVATION PROJECT
PROJECT DESCRIPTION: THE PROJECT INVOLVES RENOVATING EXISTING PASSENGER GATE 11 TO CONSTRUCT A COVERED
WALKWAY TO A FLEXIBLE JET BRIDGE. THE RESULTING RAMP INSIDE THE WALKWAY WILL PROVIDE ADA
COMPLIANT ACCESS FOR PASSENGER BOARDING.
IN ADDITION, THE PROJECT INCLUDES REMOVING EXISTING CEDAR TREES LOCATED ALONG THE AIRPORT
SECURITY FENCE AT 1130 AIRPORT DRIVE. REMOVAL OF THE CEDARS IS REQUIRED TO COMPLY WITH A
RECENT TRANSPORTATION SECURITY AGENCY (TSA) INSPECTION.
PLANTINGS WILL BE INSTALLED AT THE AIRPORT DRIVE/WILLISTON ROAD INTERSECTION TO SATISFY
LANDSCAPING BUDGETARY REQUIREMENTS ASSOCIATED WITH THE GATE 11 CONSTRUCTION AND TO
COVER THE REPLACEMENT VALUE OF THE CEDARS TO BE REMOVED AT 1130 AIRPORT DRIVE. IN
ADDITION, THE LANDSCAPING PLAN INCLUDES PLANT REPLACEMENT VALUE FOR EVERGREEN TREES
THAT ARE MISSING FROM THE PREVIOUSLY APPROVED ATLANTIC AVIATION HANGER SITE AT 1130
AIRPORT DRIVE.
