1. Sketch Plan application of the Baird Center for construction of
46 housing units for the elderly on approximately 7 acres, 583

Ms. Pugh noted she had been employed by the Baird Center for 11
years but was no longeC.No one on the Commission had a problem
with her hearing this application.
Mr. Stringer noted the Baird Center owns the land in question.
Mr. Llewellyn outlined the plan. There is a Conservation Zone
going through part of the property. The 46 units would be in one
building. They have indicated 100 parking spaces but don't feel
they need that many. Public water and sewer will be utilized.
Handicapped parking will be in front of the building. Mrs. Maher
asked if they felt the front parking lot would be enough. Mr.
Llewellyn said no, but they could reduce the size of it and also
retain the rear lot. Mr. Ward suggested checking to see what per-
centage of spaces at Hinesburg Rd. are used. Mr. Llewellyn said
they could always agree to add spaces later.
Mrs. Maher asked if there were a chance the units would be sold at
some point as condos. Mr. Stringer said Baird plans to keep
ownership. Mr. Llewellyn said with the mix of unit types, he
didn't think it would lend itself to condos. Mr. Stringer noted
they are applying for HUD funding.
Mr. Crowley said he was concerned with runoff during construction.
Any additional impact could severely add to the impact from road

construction. There is 1/4 to 1/2 inch of silt covering the area
now. Erosion control should be very carefully looked at. What is
being used now is virtually useless. He stressed this is one of
the nicest stream areas in the City and it has been treated like a
dump. Mr. Stringer said they are looking at a year to a year and
a half before building, and most road work will be done then.
Mr. Burgess asked if anyone objected to density. A maximum of 49
would be allowable. Nobody objected to 46. Ms. Peacock asked if
there would be room for a garden and felt parking could be cut
down for a garden area.
With regard to sidewalks, Mr. Ward noted the City requested a
sidewalk on QCP Rd. as an amendment to the road construction in
progress. Baird has still not settled with the state for the land
taking for this sidewalk, so no sidewalk is now in place. He felt
this proposal would probably solve that problem one way or
another.
2. Site Plan application of Holiday Inn for construction of a 3470
sq. ft. addition for pool, exercise area, and hot tubs, 1068 Wil-
liston Rd.
Mr. Vonnegut said the propose to restripe the parking lot to add
spaces. The addition would be adjacent to the lobby and entrance
canopy. Landscaping would be added around the west and south side
of the pool, also to the southwest side of the site. The have
permission from the state to put landscaping on the right of way
to the Interstate and are now seeking federal permission.
The pool will be an indoor, heated facility. Ms Pugh asked if it
would be open to non -hotel users. Mr. Vonnegut said no, the
facility is seen as a need for ski packages with bus tours. Ms.
Pugh asked where buses would park. Mr. Field said they are en-
couraged to park in back. One bus takes up a few spaces but a lot
fewer than an equivalent number of individual cars. He couldn't
envision a time when the lot is full. Mr. Burgess Said he would
rather waive the parking spaces than have compact car spaces which
are smaller.
Mr. Vonnegut said there will be no showers or dressing rooms with
the pool.
Mr. Burgess raised the question of future widening of Williston
Rd. and asked if trees planted now would have to be torn up again.
Mr. Vonnegut said they can easily revise the planting scheme on
the Williston Rd. side and put trees where they can stay. Mr.
Burgess asked whether the applicant was willing to offer an
irrevocable dedication of land for the road widening. Mr. Field
said they were, providing their sign is saved.

2) BAIRD CENTER PROPERTY, ELDERLY HOUSING, 533 9.C.P. ROAD
The applicant proposes to construct 46 units of elderly housing
in a single building on the + 7 acre Baird Center property. The
property is located on the south side of Queen City Park Road,
west of the Humane Society property. The property is zoned C-1.
• Access: Access is shown from a 30 foot wide driveway from Queen
City Park Road. This should be adequate. The driveway will be
privately owned and maintained as it is at Country Park on
Hinesburg Road.
Circulation: Circulation is shown all along the proposed
building with a loop in front of the building for turn arounds.
Chief Goddette would like 30 feet in front of the building by the
island but 24 feet is acceptable in the other side of the island.
Parking: The 46 units require 100 parking spaces under our
multi -family standard which seems excessive for this use. The
plans show 99. Since we have no elderly housing standards, I
checked the City of Burlington's. They require 1 per 5 units or
9 spaces for these units. I think there should be at least 50
spaces since some residents will have cars and visitors and staff
will require parking. Perhaps the southerli m st lot could be
constructed only if needed. G� c ��,,�.._

Conservation Zone: Potash Brook runs through this property. The
plans show a 100 foot undisturbed area on either side of the
brook as required. The CO Zone will provide open space and a
scenic amenity for the residents.
Coverage and Density: The Commission should discuss density.
The plan shows approximately 28% of the lot built upon or paved.
The 7 acre property allows 7 units per acre or 49 units maximum.
After removing 3.4 acres for CO Zone and .54 acres for streets,
then multiplying by 7 units per acre, 21 units would be allowed
as a minimum. As an elderly housing project, the density seem
acceptable although most. of' the buildable land is used.
Landscaping: A complete landscaping plan should be filed :it
preliminary plat.

2) BROOKSIDE COMMONS, QUEEN CITY PARK ROAD
1. A sidewalk shall be constructed along Queen City Park Road.
The State was willing to do this with the Southern Connector
construction. However, after trying for a year to get a few feet
of slope rights near the brook which the property owners refused
to grant, the work was put on hold.
3) HOLIDAY INN POOL ADDITION, WILLISTON ROAD
1. The J.H.K. Williston Road study recommends widening along the
north side of Williston Road (12 - 14 + feet). New plantings
should not be placed within this area and a commitment made for
this land when the intersection is improved.
2. The landscaped area along the Interstate ramp shall be
maintained including cutting grass and weeds.
4) QUARRY HILL OFF WILLISTON ROAD
1. Another major intersection between East Avenue and the
Gaynes-Sheraton entrance should not be allowed. Another entrance
cuts the left turn stacking lane for the Sheraton and this
development down to about 80 feet ( 4 cars) which is too short a
length especially for the planned development and the approved
expansion of the Sheraton.
2. It has always been the position of the City that access from
Williston Road to this parcel be by the Gaynes entrance. At
request of the Quarry Hill owners and at a cost to the City and
State the Gaynes entrance was moved about 10 feet west after it
was partly completed. This was to improve the access around P &
C.
