Jacob Water Treatment Plant site at 403 Queen City Park Road, it has come to light that we may have an ideal location for a small (I6'xl6'=256 sq. ft.) observation deck that overlooks the existing settling lagoon (quarry) and the new freeze -thaw -dry beds of the residuals facility. A simple, square, wood composition deck at ground elevation, located at upon a natural plateau overlooking the site provides an excellent vantage point for walking tours, at a safe distance from the lagoon and residuals beds. Access to the deck will be provided by a crushed gravel footpath benching down and across an existing slope. Fixed railings will be provided on all sides of the deck, with the exception of one entry point. The deck will be sited to blend in with the final site landscaping. The Champlain Water District requests approval of an amended site plan including the observation deck addition. Belair, Administrative Officer City of South Burlington 575 Dorset Street South Burlington, VT 05403 Re: CWD Contract 70 Primary Power System, Overhead Section Dear Mr. Belair: 403 Queen City Park Road South Burlington, VT 05403 Phone: (802) 864-7454 Fax: (802) 864-0435 As you are aware from our telephone conversation a while back, CWD is contracting to construct a primary power system and 30" diameter lake water transmission main from its' raw water pump station in Red Rocks Park to the water treatment plant on Queen City Park Road. All of the new facilities will be underground, with the exception of a short section of the primary power cable, which must be constructed overhead above the railroad tracks of Vermont Railway. The question at hand is whether this overhead crossing of the railway is in non- compliance with the City of South Burlington's standards for construction, or does the restriction on overhead power apply to subdivision regulations only. Would you please clarify the City's requirements in a letter, to confirm that this section of primary power overhead cable is permitted. Show existing waster main completely on sheet C 1. It is only partly shown. 2. Under drain system LT station 2 + 50 to M.H. 4A should have provisions for flushing and cleaning. 3. Property line of homes along maple Street should be shown on sheet C2. Also a dimension on the clearing limits. 4. Street no.w. especially Queen City Park Road and Central Avenue shouia be shown. 5. Belair July 30, 1999 Zoning and Planning Assistant City of South Burlington 575 Dorset Street South Burlington, VT 05403 Re: CWD Contract #71 - Chlorine Contact Tank Baffling System Dear Mr. Belair, 403 Queen City Park Road South Burlington, VT 05403 Phone: (802) 864-7454 Fax: (802)864-0435 Following further consideration and discussion of your request for a zoning permit for the tank shell replacement and chlorine contact tank baffling installation , both on the same tank, Champlain Water District requests that the zoning permit requirement be waived for the following reasons: The tank replacement work is warranty replacement of steel shell plates having a deteriorating coating system; the roof, tank foundation, and concrete floor are unaffected and unchanged. The replacement work is at no cost to the CWD. We consider the work as a maintenance activity that does not alter the size, volume, or appearance of the tank, nor does the work result in increased value of the tank, which is a key component of our water treatment train. 2. The baffling installation is a process enihancement to a pre-existing, previously permitted process component, namely the chlorine contact clearwell. We would argue that process equipment enhancements contained within existing buildings or structures should not be subjected to repeated zoning permit applications. These baffles were designed to be installed as a part of a treatment plant upgrade in 1991 when the tank was initially constructed, but we held off on this approved component until CWD plant flow dictated installation due to upcoming EPA regulations. CWD is determining permitting requirements for a small piping improvement project on the beach at that location. Presently, a 28" diameter intake pipe buried 8 to 10' deep, runs across the beach, from the lake to the pump station. The improvement project includes a new 16" pipe loop and a new 24" pipe loop connecting to the 28" intake beneath the beach, and running into the pump station to connect to the west and east ends respectively of the existing pump suction header. The improvements are designed for two reasons; to provide pump suction piping redundancy, and to improve hydraulic and electrical efficiencies in pumping raw lake water to the filtration plant on Queen City Park Road. The work consists of buried piping only; there will be no structural improvements or increased demand as a result of this project.
