CITY OF SOUTH BURLINGTON
Re: Findings of Fact, application of the Champlain Water Dis-
trict for construction of a 3,900 square foot addition (3,300
square foot building footprint) for water service operations use
and construction of a 1.0 MG water storage tank, 403 Queen City
Park Road.
On the 20th of June 1989, the South Burlington Planning
Commission approved the request of the Champlain Water District
for site plan approval under Section 19.10 of the South Burling-
ton Zoning Regulations based on the following findings:
1. TRAFFIC ACCESS: Existing access is via a 20 foot wide drive-
way at the north-west side of the building. The applicant pro-
poses to construct a new 20 foot wide paved access drive on to
Queen City Park Road at the northeast corner of the parcel to
access a parking area.
2. CIRCULATION AND PARKING: Circulation is shown around the
entire building. The plan shows enough parking area for 24
spaces. 23 spaces are required.
3. LANDSCAPING & SCREENING: A landscape plan in an amount to be
determined by the City Planner shall be submitted to the City
Planner for approval. A landscape bond shall be posted prior to
permit.
4. OTHER: The plan sheet C-3 shall be revised to show: a 15
foot wide access drive along the east property line as shown on
Sheet C-1; and b) the proposed drainage plan as shown on Sheet
C-1. This revised plan shall be submitted to the City Planner
for approval prior to permit.
5. OTHER: The plan shall be revised to show a side yard setback
from the east property line of at least 15 feet. This plan shall
be submitted to the City Planner for approval prior to permit.
6. OTHER: A slope rights and snow storage agreement with the
property owner to the east shall be recorded. The agreement
shall be submitted to the City Attorney for review and approval
prior to permit.
7. OTHER: Other changes subject to City Planner review and
approval prior to permit are as follows: a) the 15 foot drive
shall be signed "one way only", b) a fire hydrant shall be
installed at a location designated and approved by the City
Engineer and Fire Chief, and c) a barrier shall be installed
between the paved area and quarry.
