HomeMy WebLinkAboutSP-01-14 - Decision - 0403 Queen City Park Road (2)#SP-01-14 FINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of Champlain Water District to construct a 700 square foot addition to the existing 14,450 SF treatment plan at 403 Queen City Park Road, South Burlington, VT 05403. On the 30th day of March, 2001, the Director of Planning and Zoning approved the request of the Champlain Water District for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of constructing a 700 square foot addition to the existing treatment plant. 2. The record owner of the property is the Champlain Water District. This property is located at 403 Queen City Park Road and is within the Commercial 1 and Conservation Open Space districts. The affected portion of the property is within the Commercial 1 district. 3. Access/circulation: Access and circulation will not be changing as a result of this approval. Circulation on the site is adequate. The South Burlington Fire Chief has conducted a site visit and found that circulation for fire and emergency protection will not be adversely affected by the addition. 4. Coverage/setbacks: Existing and proposed building coverages (4.34% and 4.55% respectively) will be under the limit of 30%. Existing and proposed total coverages (19.74% and 19.95%) will be under the limit of 70% for site coverage. All required setbacks are met. 5. Landscaping; Based on a building cost of $550,000, the applicant is required to complete landscaping in the amount of 13,000. The applicant has requested a waiver from the requirement in Section 26.105(a) of the Zoning Regulations that landscaping worth $13,000 be installed at the site of the addition. The applicant has requested instead that landscaping worth this amount be applied to CWD Contract #70 with plantings installed at locations in the City -owned Red Rocks Park and/or along the VELCO easement adjacent to the Water Treatment Plant property. Staff recommend granting of the requested waiver. 6. Traffic: The existing facility generates 11.7 vehicle trip ends (vtes) during the afternoon peak hour. The proposed addition will create less than one additional vte. No traffic impact fee is required. 7. Parking. Parking on the site is adequate to serve the addition. A bike rack was required under the terms of site plan approval granted in 1998. 8. Sewer: No additional sewer allocation is needed. 8. Lightin : Building -mounted lighting fixtures previously approved consist of 50- watt high pressure sodium lamps with downcasting shielded fixtures. Any other type of lighting to be installed will require approval by the Director of Planning and Zoning. 9. Dumnster: No new dumpsters are proposed. DECISION AND CONDITIONS Based on the above Findings of Fact, the South Burlington Director of Planning and Zoning approves the site plan application of the Champlain Water District to construct a 700 square foot addition to the existing water treatment plant at 403 Queen City Park Road, South Burlington, VT 05403, as depicted on a plan entitled "Contract 67: Water Treatment Plant Expansion," dated June, 1998, with the following stipulations: 1) All previous approvals and stipulations, which are not superseded by this approval, shall remain in effect. 2) Any change to the site plan, shall require approval by the South Burlington Development Review Board. 3) Landscaping improvements with a value of $13,000 shall be installed by the Champlain Water District on specific sites and under terms to be determined by the permittee and the City of South Burlington Recreation Department. Landscaping with a value of $13,000 shall be installed at locations along the VELCO transmission line, which runs between the treatment plan and Red Rocks Park, and/or at the entrance to Red Rocks Park, as soon as practicable and before September 1, 2001. Plans for these landscaping improvements shall be developed in full cooperation with the City of South Burlington Recreation Department. A landscaping plan showing the specific locations and representative species of the landscaping improvements shall be filed with the South Burlington Department of Planning & Zoning at least three business days prior to installation. Concurrence of the Director of Recreation shall be submitted with these landscaping plans. 4) No changes to lighting, parking, landscaping or access and circulation shall be permitted without prior approval. 5) A zoning permit shall be obtained within six (6) months or this approval shall be null and void. 6) A certificate of occupancy/compliance shall be obtained from the Administrative Officer prior to use of the building addition.
